6 - 10 Open a public hearing to consider and act on the request of Juan C
Guzman, applicants, is requesting a special use permit to have an
apartment in a Business 2 zone, Mr. Guzman would like to divide
the building into an apartments and a business. The address is 271
N Grove St, NCB 260, Burns Subdivision, Block 5, Lots 1, 2, and 3,
City of Uvalde, Uvalde County Texas.

The Regular Planning and Zoning Commission meeting of the City of Uvalde was called to
order on Tuesday February 1, 2022, at 6:00PM, in the City Hall Council Chambers, with the
following members present:

Motion to approve the minutes from the January 4, 2022 Regular Planning and Zoning
Commission meeting made by Commissioner Gilbert Limones. Motion seconded by
Commissioner Joe Suarez. Motion carried 6-0.

IV. Open a public hearing to consider and act on the request of Benito Olivarez
and David Valdez, applicants, for a special use permit to build apartments

in a Business 2 zone, Mr. Olivarez would like to build apartments on the
vacant lot located on the corner lot of South Evans Street and West
Cargile Street, property ID 10868 – 601 South Evans Street, NCB 260,
Burns Subdivision, Block 5, Lots 1, 2, and 3, City of Uvalde, Uvalde
County Texas.
Jovita Maldonado-Code Enforcement Officer explained to commissioners that this is a
request for a special use permit. Benito Olivarez is purchasing the property from
David Valdez and does not wish to change the zoning. Property meets all requirements
and staff does not see any issues. There were 14 letters mailed out, 13 signed/received,
and 1 not received. There were no oppositions.
Public hearing opened at 6:07PM
Mr. Olivarez and Mr. Valdez provided commissioners with a copy of the plans for the
apartments. Mr. Olivarez stated he plans on placing 14 units on the property, they will
be single one story efficiency apartments.
Jose Garza owns the property next door stated that the only concern he has is for
drainage. Mr. Garza stated there have been drainage issues in the area for years and
he does not want them to worsen.
Public hearing closed at 6:17PM
Motion to approve Case File 5-22PZ made by Commissioner Gilbert Limones. Motion
seconded by Commissioner Rosemberg Risa, III. Motion carried 6-0.
V. CASE FILE 6-22PZ
V. Open a public hearing to consider and act on the request of Steven & Jillaine
Nordwick, applicants, for a request for a zone change to Residential
Division 2a. Steven & Jillaine Nordwick would like to rent the dwelling as
two family dwelling. The property is located at 225 S. Park St., NCB 64,
Brown Subdivision, Block 1, Lots 3B, 4B, City of Uvalde, Uvalde County
Texas.
Susan Anderson, Director of Planning and Development explained to commissioners
that this a property that has an existing accessory dwelling. The property owners plan
on renting both dwellings without living on the property. There were 25 letters mailed,
17 signed/received, 2 unclaimed, 6 unsigned. There were multiple calls, but no
oppositions or complaints.
Public hearing opened at 6:20PM
Tom Nordwick, property owner stated he did not have anything to add, but was
available to answer any questions commissioners may have. Commissioners asked
what the square footage of the property is, to which Mr. Nordwich answered it is close
to 2,000 square feet. \
Public hearing closed at 6:22PM
Motion to approve Case File 6-22PZ made by Commissioner Joe Suarez. Motion
seconded by Commissioner Gilbert Limones. Motion carried 6-0.

Commissioner Gilbert Limones. Motion carried 6-0.
