Main St. Uvalde, TX 78801 The Regular Planning and Zoning Commission meeting of the City of Uvalde was called to order on Tuesday December 6, 2022, at 6:00PM, in the City Hall Council Chambers, with the following members present: COMMISSIONERS Matt Visel-Board Chair PRESENT: Lydia Moss Jimmie Raines Jose Tomas Garcia-Board Alt. Motion to approve the minutes of the November 1, 2022, Regular Planning and Zoning Commission meeting made by Commissioner Jimmie Raines. Motion seconded by Commissioner Lydia Moss. Motion carried 5-0. III. CASE FILE 32-22PZ III. Consider the request of Clint Savoy, applicant, requesting to change the zoning from Residential 1 to Residential 2b to be allowed to use the 2 structures as apartments. The address is 506 N Getty St., NCB 18, Anglin Subdivision, Block 17, Lot 17-C, City of Uvalde, Uvalde County Texas. Jovita Maldonado, Code Enforcement Officer explained to Commissioners that the property purchased by the Savoy's has an existing apartment. Since they plan on renting out both structures, the zone change to Residential 2b is needed. Public hearing opened at 6:15PM Public hearing closed at 6:15PM Motion to approve Case File 32-22PZ made by Commissioner Jimmie Raines. Motion seconded by Commissioner Lydia Moss. Motion carried 5-0. IV. CASE FILE 33-22PZ IV. Consider the request of Juan Luis Herrera and Marcelino Herrera, applicants, requesting to change the zoning from Residential 1 to Residential 2b to be allowed to convert the 2 structures into a 4 plex. The address is 406 S Camp St., NCB 135, Heard Subdivision, Block J, Lot 1, City of Uvalde, Uvalde County Texas. Jose Saucedo, Code Enforcement Officer in Training stated there were 32 letters mailed, 20 received, 2 returned, and 10 unclaimed. One letter that was received was in favor. No objections were received. Jovita Maldonado, Code Enforcement Officer explained to Commissioners that this property came before Code Enforcement and it was discovered there were multiple apartments on the property. The owner would like to change the zone to be in compliance. Public hearing opened at 6:18PM Marcelino Herrera, property owner was present. Mr. Herrera only speaks Spanish. Ms. Maldonado translated what the commissioners discussed for Mr. Herrera. Public hearing closed at 6:22PM Motion to approve item 33-22PZ made by Commission Alternate Regina Santos-Aviles. Motion seconded by Commissioner Lydia Moss. Motion carried 5-0. V. CASE FILE 34-22PZ V. Consider the request of Josue Garza, applicant, requesting a subdivision of Residential R1 into 2 Residential R1 lots. The address is 209 Bates St. NCB 115 01600 Bates Subdivision Lot G1, Block 2 City of Uvalde, Uvalde County Texas. Jose Saucedo, Code Enforcement Officer in Training, explained to Commissioners that because this request was a subdivision no letters were required to be mailed out. The subdivision will create two equal lots of 51.22 ft. The subdivision will allow for two structures to be placed n the property. Public hearing opened at 6:23 PM Steven Sparks, with Smyth Surveying, stated that he is present to answer any questions. Public hearing closed at 6:25 PM Motion to approve Case File 34-22PZ made by Commissioner Lydia Moss. Motion seconded by Commisioner Jimmie Raines. Motion carried 5-0. VI.
