The Planning and Zoning Commission meeting of the City of Uvalde was called to order on
Tuesday November 7, 2023, at 6:00PM, in the City Hall, Council Chambers, with the following
members present:

1 CALL MEETING TO ORDER
2 APPROVAL OF MINUTES
2A. Consider approval of the minutes from the October 3, 2023, Regular Planning
and Zoning Commission meeting.
Commissioner Lydia Moss made a motion to approve the minutes of the October 3,
2023 meeting Commissioner Gilbert Limones seconded the motion. Motion carried 7-
0.
3 CASE FILE 33-23PZ
3A. Consider the request of Spring Brothers, LLC to subdivide property into 2
lots. The property is located at 703 Ft. Clark Rd. NCB 107 Shook
Subdivision Block 19, Lot 19C8, City of Uvalde, Uvalde County Texas.

One neighbor was present. She approved the application since it would not allow
apartments.

Motion to approve Case File 33-23PZ made by Commissioner Gilbert Limones.
Motion seconded by Commissioner Joe Suarez. Motion carried 7-0.
4 CASE FILE 34-23PZ
4A. Consider the request of Spring Brothers, LLC for a zone change from
Residential 3 to Residential 1c, in order to comply with the zoning for the
2 pre-existing structures. The property is located at 703 Ft. Clark Rd.
NCB 107 Shook Subdivision Block 19, Lot 19C8, City of Uvalde, Uvalde
County Texas.

5A. Consider the request of Cross Development/L Squared Engineering, for a
zone change from Business 3 to Business 2, to build a Car Wash. The
property is located at 204 E Main & 220 E Main St, NCB 46, Old Town
Subdivision, Blk 15, Lot 233-C, 241-C, 257, 265, 273, 281A, 233B, 241B,
249B, 241A, 249A. City of Uvalde, Uvalde County Texas.

Heather Rimmer of Cross Development spoke on behalf of the application. She gave
details about the proposed business operation and stated that they chose this location
to be near H. E. B.

Motion to deny Case File 35-23PZ made by Commissioner Joe Suarez. Motion
seconded by Commissioner Lydia Moss. A roll call vote was had. Commissioner
WalterTidwell and Commissioner Jimmie Raines voted Nay to the motion to deny.
Commissioners Joe Suarez, Lydia Moss, Matt Visel, Gilbert Limones and Rosemberg
Risa voting Yay. Motion carried to deny the application 5-2.
6 CASE FILE 36-23PZ
6A. Consider the request of Ramona Ruiz for a Zone Change from Residential 5
to Residential 1a. The property is located at 708 Old Carrizo Rd, NCB 83,
Doughty Subdivision, Blk F, Lot 12, City of Uvalde, Uvalde County Texas.

Katie Ruiz spoke for this project. If it is approved they will come back at a later date
and ask for an Accessory Dwelling Permit.

seconded by Commissioner Gilbert Limones. Motion carried 7-0.
