Mr. Mata inquired about the proposed Police Department budget and the approximate 7% increase. Citizen Betty Hayden addressed Mayor and Council. Mrs. Hayden stated that she has lived in the Briarwood Subdivision for 38 years and that the streets have never been repaved during that time. She further noted that the alleys are in poor condition, with overgrown tree limbs. While she and her neighbors regularly maintain their side, the opposite side remains overgrown. She also expressed concern that the drainage ditches fill up when it rains. Citizen Diana Olvedo-Karau addressed Mayor and Council. Mrs. Olvedo-Karau stated that, while she typically brings concerns before the council, she wished to publicly Page Page51ofof56 5  thank Mayor Luevano for his leadership in the community. She also expressed appreciation to the council for their efforts and to the city staff who have assumed responsibility for the HOTT Tax, and she looks forward to collaborating with them on a future project. 5. REPORTS AND PRESENTATIONS 5.A. Operation Sunblock Final Report. Chief Homer Delgado and Assistant Chief Mike Davis addressed Mayor and Council. Chief Delgado and Assistant Chief Davis presented a report on Operation Sunblock to the council and responded to inquiries. 5.B. Presentation by Steve Stevens, Uvalde Emergency Medical Services, Inc., on Southwest Texas Regional Advisory Council (STRAC) Regional Whole Blood Program. Steve Stevens addressed Mayor and Council. Mr. Stevens presented on Southwest Texas Regional Advisory Council (STRAC) Regional Whole Blood Program to the council and responded to inquiries. 6. Consider the minutes of the August 8, 2025 Special City Council meeting and the August 12, 2025 Regular City Council meeting. 6.B. Consider payment of bills over $5,000.00 from August 8, 2025 through August 22, 2025. Motion to approve consent agenda item 6A made by Councilmember Ernest Santos. Motion seconded by Councilmember Con Mims, III. Motion carried 6-0. Mayor Hector R. Luevano commented on the AEP Streetlight item and thanked Councilmember Ernest Santos for spearheading the project. He stated that, after speaking with City Manager Vince DiPiazza, he had received an update on the project that is scheduled to begin soon. Mayor Luevano further inquired about the payment to Avenu Insights and Analytics and requested a report on the services being provided. Motion to approve consent agenda item 6B made by Councilmember Chip King. Motion seconded by Councilmember Ernest Santos. Motion carried 6-0. 7. MATTERS RELATED TO THE 2025-2026 BUDGET 7.A. Public hearing for citizens input on projects to be considered for FY 2025-2026 budget. Public hearing opened at 6:35PM Citizen Vicente Gonzales addressed Mayor and Council. Mr. Gonzales questioned the budgeted amounts for the Opera House and the Civic Center and asked how those funds were spent. Citizen Diana Olvedo-Karau addressed Mayor and Council. Mrs. Olvedo-Karau stated that she had asked several budget-related questions at the previous meeting. She Page Page62ofof56 5  inquired about the programs funded by the city and was directed to the website for that information. She noted that while each entity is important to the community, it raises the question of how limited funds are allocated, emphasizing that it will become increasingly difficult for cities to provide everything needed and desired. She also asked about the Volunteer Firefighters’ retirement and was able to find information on the website, but questioned why two amounts were listed for their retirement. Public hearing closed at 6:40PM 8. NEW BUSINESS 8.A. Consider resolution nominating candidates to serve on the Board of Directors for the Uvalde County Appraisal District. Mayor Hector R. Luevano addressed the Council. Mayor Luevano stated that the city votes on members to serve on the Uvalde County Appraisal District annually. Citizen Diana Olvedo-Karau addressed Mayor and Council. Mrs. Olvedo-Karau mentioned that Mr. Carnes has indicated he will not be running for the board again. She is uncertain about Mr. Moreno and Mr. Kingsbery, but mentioned that both have served on the board for many years. Mrs. Olvedo-Karau noted that the deadline to submit names to the appraisal office is October 15 and expressed hope that the council would carefully consider their nominations rather than making a decision tonight. Citizen Simon Ortiz addressed Mayor and Council. Mr. Ortiz noted that Mr. Carnes has served on the Appraisal District board for many years and approached him about running. Mr. Ortiz added that Mr. Carnes will likely be nominating him and requested that the council consider nominating him as well. Motion to postpone agenda item 8A for the next meeting made by Councilmember Chip King. Motion seconded by Councilmember Con Mims, III. Motion carried 6-0. 8.B. Consider approval of ordinance amending Chapter 5.12 of the Code of Ordinances concerning Peddlers, Itinerant Vendors, Canvassers and Solicitors. Susan Anderson, Director of Planning and Development addressed Mayor and Council. Mrs. Anderson explained that the updates to this ordinance stem from changes made during the recent Legislative Session. While the session introduced new regulations impacting the food industry, the city does not operate a health department and therefore does not regulate restaurants, food services, mobile food trucks, or the cottage food industry. As a result, the only revision required was the removal of language pertaining to mobile food vendors. The City will no longer issue permits to mobile food vendors. The state will be doing the permitting. Motion to approve agenda item 8B made by Councilmember Chip King. Motion seconded by Councilmember Eloisa R. Medina. Motion carried 6-0. 8.C. Consider resolution designating methods, addresses, and locations for receiving public information requests. Vince DiPiazza, City Manager addressed Mayor and Council. Mr. DiPiazza shared that this resolution, resulting from the Legislative Session, designates the methods, address, and location for receiving public information requests. Motion to approve agenda item 8C made by Councilmember Con Mims, III. Motion seconded by Councilmember Eloisa R. Medina. Motion carried 6-0. 8.D. Consider an agreement with Jones Lang Lasalle Brokerage, Inc. (JLL) to market the former VF building. Page Page73ofof56 5  Vince DiPiazza, City Manager addressed Mayor and Council. Mr. DiPiazza shared that a draft agreement was provided to the Council for review. Revisions made by the City’s attorneys have been sent to JLL for their consideration. Mr. DiPiazza explained that Council could approve the agreement and allow the attorneys to resolve the remaining issues, which include legal matters such as indemnification. He also noted that there is a sense of urgency in moving forward to market the facility. Lea Ream, City Attorney addressed Mayor and Council. Mrs. Ream stated that Council may authorize the attorneys or City management to negotiate with the opposing party to finalize the terms, or alternatively, approve the agreement subject to final negotiations and delegate authority to the City Manager. Key substantive provisions include the removal of punitive damages and indemnity language. After discussion, Council reached consensus to allow the City’s attorneys and management to finalize the agreement. Councilmember Chip King motioned to proceed by authorizing legal counsel and the City Manager to negotiate and finalize the terms. Motion seconded by Councilmember Donald McLaughlin, III. Motion carried 6-0. 8.E. Consider request from Tim Miller on behalf of UCISD Legacy Elementary concerning landscape irrigation for the new school. Joe A. Cardenas, Assistant City Manager addressed Mayor and Council. Mr. Cardenas shared that city staff had been approached by Legacy Elementary with an irrigation request. Due to Stage 5 water restrictions, staff was initially hesitant to allow irrigation and therefore reviewed the current restrictions with Council. Tim Miller, Executive Director of the Uvalde CISD Moving Forward Foundation, requested permission to irrigate the school’s landscape daily for 90 days. Mr. Cardenas noted that one option discussed with Mr. Miller was for UCISD to secure water elsewhere; the water would still run through the City’s system and be billed monthly. Mr. Miller explained that while the school remains on track to open on October 20, 2025, the landscaping is behind schedule. The original plan called for 16 acre-feet of water to restore all disturbed areas, but the request has been reduced to 1.87 acre-feet, approximately five acres of irrigation. UCISD has been in discussions with potential partners regarding a lease agreement for transferable Edwards water. Should City approval not be granted, they have also explored alternatives, including bringing in water and installing an on-site tank and pump system. Mayor Hector R. Luevano asked what would occur after the 90-day period. Mr. Miller confirmed that the district would comply with City water restrictions. Council requested clarification on the source of the water rights, and staff explained that the water in question would not come from the City’s owned water rights but from additional Edwards transferable water, acquired by UCISD, and therefore would not affect regulatory limits. Councilmember Ernest Santos asked the City Attorney whether, given the ordinance limiting irrigation hours under Stage 5 water restrictions, the Council had the authority to allow an exception on the basis that the water was being brought to the City. Mrs. Ream, City Attorney advised that the ordinance contains language stating “further rules to be determined by City Council” and recommended amending the ordinance to include provisions for special circumstances. Following the discussion, Councilmember Con Mims, III, motioned to approve the request from Tim Miller, and and directed the City Attorney to amend the ordinance and present it at the next Council meeting. Mrs. Anderson explained that the home in question is located on North East Lane, behind Uvalde Classical Academy, and is a new construction. This new build replaced a Garner Home that had been in poor condition. She noted that the property meets all qualifications set by the City. Jose Saucedo, Code Enforcement Officer addressed Commissioners present. Mr. Saucedo reported that 16 letters were mailed regarding the request, with 11 returned, 2 unclaimed, 4 not received, and 1 received in opposition. Public hearing opened at 6:04PM Citizen Anthony Resto addressed Commissioners present. Mr. Resto shared that he is a neighboring property owner and expressed safety concerns regarding Ms. Valdez’s request for a conditional use permit to operate an Airbnb. He raised issues related to limited parking availability, potential noise disturbances from tenants, and increased traffic in the alleyway. He also noted that his neighbor’s vehicle was destroyed in front of his home last October. Desyre Valdez, the property owner addressed Commissioners present. Ms. Valdez stated that she plans to implement a strict vetting process for all guests and will provide each with a set of house rules. She emphasized that tenants who fail to follow the rules will be asked to leave the premises. Additionally, she stated that she conducts background checks on all guests. Water waste includes allowing water to run off into a gutter, ditch, or drain; or failing to repair a controllable leak. • Landscape watering with an irrigation system, sprinkler or soaker hose is allowed before 10 a.m. and after 6 p.m. • Watering with drip irrigation or 5-gallon bucket is permitted any day, but only between 6 p.m. and 10 a.m. • Watering with a hand-held hose is allowed any time on any day. Hand-held hoses must be equipped with a positive pistol grip nozzle or other device that automatically shuts off water flow when the hose is not being used. • Trees may be watered at any time and any day using a hand-held hose, soaker hose, drip irrigation or five-gallon bucket. Trees may be flood irrigated is a berm is created surrounding the tree that does not allow water to escape and is no larger than 20 feet in diameter. • Foundations may be watered at any time and any day using a soaker hose for the purpose of preventing settling and other foundation problems. • Washing impervious cover such as, but not limited to, parking lots, driveways, streets or sidewalks is prohibited except for health and safety or surface preparation for painting. • Vehicles may be washed on pervious cover on watering days. Use of commercial car wash facilities is allowed any day. • Children's toys, such as slip-in-slides, kiddie poos, and sprinklers are allowed any day at any time, but must be placed over pervious cover and no water may be allowed to run off into a gutter, ditch or drain. Toys must be covered or turned off when not in use. For STAGE II: • All regular measures remain in effect, unless added to or replaced by Stage II rules. • Landscape watering with an irrigation system, sprinkler or soaker hose is allowed only before 8 a.m. and after 6 p.m. on your designated watering days. • Watering with drip irrigation or 5-gallon bucket is permitted any day, but only between 8 p.m. and 10 a.m. • Washing impervious cover such as, but not limited to, parking lots, driveways, streets or sidewalks is prohibited except for health and safety or surface preparation for painting with a permit. • Vehicles may be washed on impervious cover on Saturday or Sunday. Use of commercial car wash facilities is allowed any day. • All restaurants serve water to patrons only on request. • Hotels, motels and other lodgings must offer and clearly notify guests of a "linen/towel change on request only" program. Page 47 of 56  • All non-public swimming pools must have a minimum of 25% of the surface area covered when not in use. The use of a chemical additive that prevents evaporation will satisfy this requirement. Water may be added to pools on watering days. • Use of fountains, waterfalls, or other aesthetic water features is prohibited. unless a variance has been granted for 100 percent non-potable water. • Drought Surcharge: Multiply the existing rates for Tier 2 by 115% and Tier 3 by 125%, Secondary irrigation meters will be charged at Tier 3 rates. For STAGE III: • All restrictions from Stage II remain in effect, unless added to or replaced by Stage III rules. • Landscape watering with an irrigation system, sprinkler or soaker hose is allowed only before 8 a.m. and after 6 p.m. on your designated garbage route day. • Watering with a hand-held hose is allowed any day before 8 a.m. and after 6 p.m. • Pools over 7,500 gallons may not be filled with municipal water. • Hotels, motels and other lodgings have a mandatory 3 day or checkout linen/towel change. • Drought Surcharge: Multiply the existing rates for Tier 2 by 125% and Tier 3 by 175% For STAGE IV: • All restrictions from Stage III remain in effect unless added to or replaced by Stage IV rules. • Landscape watering with an irrigation system, sprinkler or soaker hose is allowed only between 6 and 8 a.m. and 8 and 10 p.m. on garbage collection day. • Watering with drip irrigation or 5-gallon bucket is permitted only once per week on garbage collection day. • Drought Surcharge: Multiply the existing rates for Tier 2 by 150% and Tier 3 by 250%. For STAGE V: • All restrictions from Stage IV remain in effect unless added to or replaced by Stage V rule. • Drought Surcharge: Multiply the existing rates for Tier 2 by 200% and Tier 3 by 300% • Further rules to be determined by City Council. Variance: Council may grant a variance from Landscape Irrigation Times and Days & Drought Restrictions, upon written request and when Council finds that it will not impact the City’s available water resources and is in the public interest. Applicants can apply for a variance from water restrictions, for health and safety reasons. Example is irrigation of school athletic fields. Requests for a variance should be initiated with the City Manager or the City Manager’s designee. A review of the request will be on a case-by-case basis. Section 4. Amendment Of Ordinances. Chapter 13.20 of the Uvalde Municipal Code of Ordinances is hereby amended as provided in this ordinance, and all prior ordinances of the City dealing in said location are hereby amended to the extent of any conflict herewith, and all ordinances or parts thereof conflicting or inconsistent with the provisions of this ordinance as adopted and Page 48 of 56 amended herein, are hereby amended to the extent of such conflict. In the event of a conflict or inconsistency between this ordinance and any other code or ordinance of the City, the terms and provisions of this ordinance shall govern Section 5. Severability. If any provision of this Ordinance or the application of any provision to any person or circumstance is held invalid, the invalidity shall not affect other provisions or applications hereof which can be given effect without the invalid provision or application, and to this end the provisions of this Ordinance are declared to be severable. Section 6. Effective Date. This Ordinance shall take effect immediately upon its adoption by the City Council and publication as required by the Local Government Code. Section 7. Open Meetings. Sanchez, City Secretary Page 49 of 56  ORDINANCE 2025-__ AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF UVALDE, TEXAS AMENDING MUNICIPAL CODE OF ORDINANCES CHAPTER 2 ADMINISTRATION AND PERSONNEL BY AMENDING ARTICLE 2.92 CEMETERY ADVISORY BOARD; EXPANDING MEMBERSHIP OF THE CITY’S CEMETERY ADVISORY BOARD TO INCLUDE TWO AT-LARGE VOTING MEMBERS; PROVIDING FOR SEVERABILITY; REPEALING ANY OTHER CODE PROVISIONS, ORDINANCES, OR PARTS OF ORDINANCES, AND OTHER PROVISIONS IN CONFLICT HEREWITH; INCORPORATING RECITALS; AND ADOPTING AN EFFECTIVE DATE. WHEREAS, the City of Uvalde adopted Ordinance No. 2012-22 on September 11, 2012, to establish a Cemetery Advisory Board (the “Board”), investing it with the power to advise the City Manager and City Council on matters pertaining to the rules, regulations, operation, repair, maintenance and improvement of cemeteries that are owned, operated or maintained by the City; and WHEREAS, the Board has consisted of five voting members, representing the five City Council districts, with each Council Member choosing one qualified voter from his or her district for Board membership; and WHEREAS, the structure and term limits of the Board have not been revised since the ordinance establishing the Board was adopted in 2012; and WHEREAS, the City of Uvalde was marked by a horrific shooting at Robb Elementary School on May 24, 2022, that tragically claimed the lives of 19 children and two teachers; and WHEREAS, many of those shooting victims were laid to rest at the Hillcrest Cemetery within the City of Uvalde; and WHEREAS, a number of temporary memorials, special lighting and other decorations have been placed upon the graves of the victims; and WHEREAS, the Hillcrest Memorial Cemetery is owned by the City and the City is responsible for maintenance of the cemetery, and such maintenance has been challenged by the special considerations involving the gravesites of the Robb School victims; and WHEREAS, certain Families of those impacted by the Robb shooting (“the Families”) and the City have settled litigation through agreement to binding terms, which include the commitment to resuming regular maintenance of Hillcrest Memorial Cemetery; and Page 50 of 56 WHEREAS, the City in such agreement also has committed to create two additional at-large positions on the Cemetery Advisory Board and to fill those at-large positions with representatives of the Families for two (2) initial four-year terms; WHEREAS, the City and the Families have agreed that the initial appointees to the two at-large positions shall be Sandra Torres and Felix Rubio, which appointments will be made separately by the Council; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF UVALDE, TEXAS, THAT: SECTION ONE. AMENDMENT Municipal Code of Ordinances Chapter 2 ADMINISTRATION AND PERSONNEL Article 2.92 CEMETERY ADVISORY BOARD is hereby amended and shall read as follows: 2.92.010 - Board and membership. A. Cemetery Advisory Board. There is hereby created a cemetery advisory board (hereinafter the "board") of the city, to be composed of five seven voting members. All members shall be qualified voters of the city when appointed and during their term of office. Each of the five councilmembers will appoint one member to this board who is a resident of the appointing councilperson's district. Two at-large voting members shall be appointed by majority vote of the City Council. The mayor has the discretion to appoint up to one sitting councilmember and one city employee to serve as ex-officio, non-voting members of the board. These ex-officio appointments have no term and serve until replaced by the mayor. Neither the councilmember nor the city employee attendance shall be taken into considered consideration when establishing a quorum. The city individual responsible for notifying the voting members of this board of upcoming meetings shall also notify the ex-officio, non-voting members of the board and provide them with the same packet of materials as provided to the voting members of the board. B. Membership. Three members of the board shall be appointed for a term of four years and four members of the board shall be appointed to a term of two years. All voting members of the board, including the at-large members, shall be appointed for a term of four (4) years. C. Term of Office. Except for the first members of the board, all All members of the board appointed after September 30, 2016, shall be appointed for four-year terms. The term of office of the three members of the board appointed to an initial term of four years shall expire September 30, 2016. The term of four members appointed to an initial term of two years shall expire September 30, 2014. Newly appointed members shall be installed at the first board meeting held after their appointment. The term of newly appointed members shall commence on the effective date of their appointment. Page 51 of 56 2.92.050 - Board chair and meetings. A. A chairperson, vice-chairperson and secretary shall, at the first meeting in September of each year, be elected by the board members from among the board's membership. The board shall fill vacancies in such positions for the unexpired term as such offices may become vacant. B. The board shall adopt its own rules and methods of procedure. The board shall meet at least one time each year in the month of September and shall meet at other times when requested by the mayor, city council, city manager or chairperson. C. The board shall select a time and place of meeting convenient to the general public. A quorum shall consist of four voting members present at a duly noticed regular or special meeting. The chairperson, or designee, shall provide the city secretary with an agenda to be posted for each meeting of the board, and no meeting of the board shall be held or convened except in compliance with the notice requirements of the Texas Open Meetings Act, Chapter 551, Tex. Gov't. Code. D. All voting members of the board may participate in the discussions, make motions and vote. Ex officio member can participate in discussions but may not make a motion or vote. SECTION TWO. The remainder of Chapter 2, ADMINISTRATION AND PERSONNEL, Article 2.92 Cemetery Advisory Board, of the City Code of Ordinances not amended by this ordinance remains unchanged. SECTION THREE. AUTHORIZATION. The City Council of the City of Uvalde authorizes the City Manager to take all necessary steps to implement the provisions of this Ordinance. SECTION FOUR. SEVERABILITY. If any section, subsection, sentence, clause, or phrase of this Ordinance is for any reason held to be unconstitutional or illegal, such decision shall not affect the validity of the remaining sections of this Ordinance. The City Council hereby declares that it would have passed this Ordinance, and each section, subsection, clause, or phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses, or phrases be declared void. SECTION FIVE. REPEALER. All other Code provisions, ordinances or parts of ordinances, and other provisions in conflict herewith are repealed to the extent of said conflict. SECTION SIX. FINDINGS. Sanchez, City Secretary Page 53 of 56  RESOLUTION 2025- ___ A RESOLUTION CREATING A COMMITTEE TO OVERSEE THE DESIGN AND LOCATION OF A PERMANENT MEMORIAL WITHIN THE CITY OF UVALDE, TEXAS, THAT HONORS THE VICTIMS OF THE ROBB ELEMENTARY SCHOOL SHOOTING ON MAY 24, 2022 WHEREAS, the Robb Elementary School (“Robb”) experienced a horrific attack that took the lives of 19 children and two adults on May 24, 2022; and WHEREAS, these victims included Nevaeh Bravo, Jacklyn Cazares, Makenna Elrod, Jose Flores, Jr., Eliahna Garcia, Uziyah Garcia, Amerie Jo Garza, Xavier Lopez, Jayce Luevanos, Tess Mata, Maranda Mathis, Alithia Ramirez, Annabell Rodriguez, Maite Rodriguez, Alexandria Rubio, Layla Salazar, Jailah Silguero, Eliahna Torres, Rojelio Torres, Irma Garcia and Eva Mireles; and WHEREAS, the other surviving victims include Miah Cerrillo, AJ Martinez, Samuel Salinas, Arnulfo Reyes, Jeremy Treviño, Jaydien Canizales, Daniel Garza III, Mario Jimenez III, Nikolas Moreno, Madison Rubio, Leann Garcia, Kendall Olivarez, Noah Orona, Emilia Marin, Dustin Johns, Gabrielle Rodriguez, Michael Talley, Francisco Rodriguez, Jr., Adalyn Ortiz, Caitlyn Gonzalez, Elsa Avila, and Gilberto Mata; and WHEREAS, the City of Uvalde, Texas (“the City”) seeks to honor the memories of the innocent victims of gun violence with a permanent, public memorial that will replace the temporary memorials, and to promote the shared healing of the Robb families and the wider community of Uvalde; and WHEREAS, the City and certain Robb families (“the Families”) have settled litigation and claims through agreement to binding terms, which include the City’s commitment to contributing funds to a permanent memorial at the Plaza recognizing those lives which were taken and all who were present and survived the mass shooting (“the Permanent Memorial”); and WHEREAS, the City recognizes there are multiple stakeholders in any civic project involving the City of Uvalde’s public spaces; and WHEREAS, the City has agreed to contribute $100,000 (one hundred thousand dollars) to the Permanent Memorial; and WHEREAS, the Families may seek to raise or allocate additional funds for the Permanent Memorial Page 54 of 56 and/or to assist and join in other memorials; and WHEREAS, the City and the Families have agreed to creation of a community committee for the Permanent Memorial to make a recommendation for consideration by City Council relating to the design and location of the Permanent Memorial. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF UVALDE, TEXAS, THAT: Section One. That a committee of citizens shall be formed to oversee the design and location of the Permanent Memorial (“Memorial Committee”). The Memorial Committee shall number no more than seven (7) persons and have representation from the following stakeholder groups: • Parents or surviving family members of those killed on May 24, 2022 (up to 3); • Representative of the City of Uvalde (1); • Representatives of community (up to 3). Section Two. The City Council shall appoint the members of the Memorial Committee in coordination with the Families. Selection and appointment of Memorial Committee members shall be completed after execution of the final settlement agreement. Section Three. The purpose of the Memorial Committee shall be to consider and recommend the design and location of the Permanent Memorial to the City Council to replace the temporary memorials that have been placed by family members on the Plaza, and which conforms with City space and location guidelines and other requirements for municipal projects. The bidding and construction of the Permanent Memorial shall be overseen by the City and follow all applicable procurement and purchasing laws, regulations, and requirements. Section Four. Should the monies allocated by the City Council prove insufficient to fund the recommended design or construction, the Committee and/or the Families also shall have discretion to request allocation of funds from the City Crisis Relief Fund (“Fund”), and to seek additional donations and organize additional fundraising efforts to cover costs. Any funds donated or collected for the Permanent Memorial will be maintained by the City and set aside for the Permanent Memorial, with accounting information provided to the Memorial Committee. Section Five. After construction commences, the Committee will receive periodic updates on the status of construction of the Permanent Memorial from the contractor. Section Six. The recitals contained in the preamble hereof are hereby found to be true, and such recitals are hereby made a part of this Resolution for all purposes and are adopted as a part of the Page 55 of 56 judgment and findings of the City Council.
