City Hall Municipal Building is wheelchair accessible with accessed and special parking available on
the west side of the building. The Council Chamber is accessible by elevator to the second floor.

The Regular Strategic Planning Committee meeting of the City of Uvalde was called to order
on Tuesday August 2, 2022, at 12:00 Noon, in the City Hall, Council Chambers, with the
following members present:

2.A. Consider approval of minutes from the July 5, 2022 Strategic Planning
Committee meeting.
The committee reviewed the minutes from the July 5, 2022 meeting.
3. NEW BUSINESS
3.A. Discussion on creation of a Robb School Memorial.
Susan Anderson, Director of Planning and Development addressed the Strategic
Planning Committee. Present at the meeting were city staff members, committee
members, community members, and media representatives. Mrs. Anderson explained
what the Strategic Planning Committee does and stated that the purpose of today's
meeting was to start a discussion on a creation of a Robb School Memorial. This was
not the official committee for the Robb School Memorial, and suggestions made were
not official decisions. This was simply a discussion meeting. Mrs. Anderson provided
information on the Sandy Hook Memorial. The Sandy Hook tragedy happened on
December 14, 2012, and as of August 2, 2022, there is no existing information or
pictures of a memorial that has been built. The city of Newtown, Connecticut has
developed a committee, a plan, and they are in the process of building a memorial.
Mrs. Anderson stated that we do not want to wait 10 years to develop a memorial.
Committee members shared input on locations for the memorial, such as Robb
Elementary, El Progreso Memorial Library, and Downtown Plaza. They shared that

they would like the committee to be made up of family members and community
members. They also shared ideas for the memorial, such as 21 plaques around the
fountain at the Downtown Plaza, suggesting re-naming the plaza to "Plaza de Los
Angeles" or "Remembrance Plaza". Suggested having plaques at the library. Statutes
at Robb Elementary, demolishing school but keeping the sign, having a park-like
setting at the school, and having a place of solitude and reflection at Robb Elementary.
All ideas shared were documented.
