CITY COUNCIL Regular Meeting January 16, 2017 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by those present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen Present: Swarm, Rebbe, Hubler, Stunkel, Hobler and Crawford. Lester and B. John Clark were absent. BOY SCOUTS ATTEND COUNCIL Mayor Gottman introduced two local MEETING TO EARN MERIT BADGE: Boy Scouts, Case Goldsmith and Cole Tarkington, who attended the council meeting as part of their work to receive their Merit Badge as an Eagle Scout. MINUTES: A motion was made by Swarm and seconded by Crawford approving the corrected minutes from the January 3, 2017 meeting as presented. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by Hobler approving the regular bills as presented. Motion carried. SPECIAL BILLS: A motion was made by Swarm and seconded by Stunkel approving the Special Bills as presented: Direct Energy in the amount of $31,522.08 for electric; Lowenbaum Partnership in the amount of $3,078.75 for professional services; Woody’s 1  Municipal Supply Co. in the amount of $12,500.00 for hopper spreader and hydraulic hose; Central Illinois Materials in the amount of $3,692.42 for pea gravel; Econo Signs in the amount of $ 2,261.97 for high intensity prismatic aluminum; Illinois Environmental in the amount of $22,787.56 for water revolving loan project; Centraz Industries in the amount of $3,060.00 for sewer solvent; Brenntag Mid South, Inc. in the amount of $4,736.81 for chemical supplies; Kaskaskia Springs Water Company in the amount of $2,232.80 for water. Motion carried. AUTHORIZATION TO SEEK BIDS A motion was made by Hobler and FOR CASH RENT FARM LEASE: seconded by Stunkel to seek bids for a two year farm cash rent lease on the 120 acres of city owned land on West Main Street. Motion carried. Bids will be accepted until 4pm on Friday, February 17, 2017. Bids will be opened during the City Council Meeting on Tuesday, February 21, 2017 at 7:30 pm. APPROVAL OF BIDS FOR REPAIR A motion was made by Swarm and OF MAIN PUMP AT WATER PLANT: seconded by Crawford approving the low bid from Missouri Machinery & Engineering Co. in the amount of $8,325.00 for the repair of the main pump at the Water Plant. Motion carried. APPROVAL OF BIDS FOR REPAIR A motion was made by Swarm and OF SEVERAL PUMPS FOR SEWER seconded by Hobler approving the low PLANT: bid from Vandevanter Engineering to repair the sewer pump at the Fourth Street Lift Station in the amount of $7,552.63 and repair the pump at the VanSeal in the amount of $6,165.65 also approving the authorization of the emergency expenditure to replace pump at the Main Terminal Lift 2  Station from Vandevanter Engineering in the amount of $3,578.92. Motion carried. ORDINANCE #2017-1-16-A: A motion was made by Stunkel and ORDINANCE AMENDING THE seconded by Crawford adopting VANDALIA MUNICIPAL CODE AT Ordinance #2017-1-16-A, Amending The TITLE V BUSINESS LICENSES Vandalia Municipal Code At Title V AND REGULATIONS: Business Licenses and Regulations. The City of Vandalia has received several requests with regards to “Temporary Licenses” for current liquor license holders to cater events within the city limits of Vandalia at locations other than their place of business. Class E license holders may make application for a permit for off premises service of alcoholic liquor to be served in conjunction of catering food for periods not to exceed 24 hours in duration. The application fee due at the time of application for an off premises catering permit shall be $50.00 and shall not be refundable. MAYOR’S REPORT: Zac Kopp, Code Official for the City of Vandalia gave a recap of the building permits issued in 2016. A total of 77 permits issued with fees totaling $4,663.70. Mayor Gottman reported that there will be a Blood Drive at the Vandalia Moose Lodge on Tuesday, January 17th from 12:00 noon to 6:00 PM. 3 STANDING COMMITTEES: Alderman Swarm announced that a Water & Sewer Committee Meeting to discuss the items that he brought up at the last meeting with the engineer will be held on Monday, January 30th at 7:00 P.M. in council chambers. Mayor Gottman reported that the Police Pension Board met this afternoon looking at ways to increase revenues by investments and so forth with their funds. Mayor Gottman said that Dorothy Donley has spoken with him in regard to getting the Old State Burial Grounds on the Historical Preservation, which would give the City of Vandalia four sights: The Old State Capitol, The Little Brick House, The Presbyterian Church Museum. Swarm reported that Vandalia will celebrate Lincoln’s Birthday on the weekend of February 10 & 11. He said that there will not be a Lincoln Victory Ball this year. CONCERNS FROM COUNCIL Crawford said that there has been a MEMBERS: couple of stop signs on 4th & Lincoln Street and 5th & Lincoln on the westbound direction that need to be replaced. Public Works Director will look into replacing them. REPORT FROM BRIAN STOUT: Stout, who serves as the city’s Director of Economic Development & Tourism said that he plans to meet with local business people trying to put together some strategic plan and kind of seeing where they’re at. 4  Stout said that he plans to attend a conference for economic developers next week after the recommendation came from Jeanne Gustafson who serves as the Director of Economic Development for Salem, IL. Stout said that he plans to attend the RV and boat show in St. Louis on February 3rd to promote tourism for Vandalia. Mayor Gottman said that Walt Barenfanger recommended that the city send a representative to the show. Barenfanger paid the $500.00 fee for the city, but the city will reimburse Barenfanger the entry fee. Stout plans to attend the manufacture & technology show in Cleveland, Oh.
