CITY COUNCIL Regular Meeting September 18, 2017 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen present were: Hubler, Lester, B. John Clark, Stunkel, Barker and Rebbe. Crawford & Hobler were absent. MINUTES: A motion was made by Stunkel and seconded by Barker approving the minutes from the September 5, 2017 meeting as presented. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by Barker approving the regular bills as presented. Motion carried. SPECIAL BILLS: A motion was made by Stunkel and seconded by B. John Clark approving the Special Bills as listed: Direct Energy in the amount of $18,718.51 for electric; Global Site Location Service in the amount of $4,950.00 for renewal of prospecting & project development services for 12 months; Fayette Co. Sand & Gravel in the amount of $2,671.15 for pea gravel TE; Hach Company in the amount of $3,776.27 for TU5200, Lab Turb with RFID, EPA; Brenntag Mid South, Inc.in the amount of $6,854.15 for chemicals; Kaskaskia Springs Water in the amount of $1,704.40 for water energy pass thru 1  4.261 million delivered and energy pass thru in the amount of $590.39. Motion carried. FIRST READING DUFFY & A first reading of a request from ASSOCIATES REQUEST FOR CLASS Duffy & Associates owners of Discount J LIQUOR LICENSE: Tobacco for a Class J liquor license. It will be acted on at the October 2nd council meeting. APPROVE OR REJECT BIDS FOR A motion was made by Stunkel and POLICE SQUAD VEHICLE: seconded by Barker approving the low bid from Hosick Motors, Inc. for a 2018 Dodge Charger for the Vandalia Police Department in the amount of $22,069.00. Motion carried. The City also received a bid from Arthur Young, Inc. for a 2016 Chev. Impala Police Package Interceptor in the amount of $22,174.00. CEMETERY & LANDFILL A motion was made by Hubler and COMMITTEE MEETING MINUTES seconded by Stunkel approving the SEPTEMBER 5,2017: Cemetery & Landfill Committee Meeting Minutes from September 5, 2017. Motion carried. TRANSFERRING OF LAKE LOT #17 A motion was made by Stunkel and FROM DARRELL RINDERER seconded by B. John Clark approving HIGHLAND, IL TO REGINA the transfer of Lake Lot #17 from HASTING, RAMSEY, IL & ASHLEY Darrell Rinderer, Highland, IL. to BLUNT VANDALIA, IL.: Regina Hasting, Ramsey, IL & Ashley Blunt, Vandalia, IL. All necessary fees have been paid. Motion carried. TRANSFERRING OF LAKE LOT A motion was made by Stunkel and #701 FROM THE CITY OF seconded by Barker approving the VANDALIA TO PAIGE REAVILL transfer of Lake Lot #701 from the RAMSEY,IL: City of Vandalia to Paige Reavill, Ramsey, IL. All necessary fees have been paid. Motion carried. 2 TIF COUNCIL WORK SESSION A motion was made by Stunkel and MINUTES FROM SEPTEMBER 5, seconded by Barker approving the TIF 2017: Council Work Session Minutes from September 5, 2017 as submitted. Motion carried. ORDINANCE # 2017-9-18-A: A motion was made by Barker and TIF AGREEMENT WITH GRUBAUGH seconded by Stunkel adopting Ordinance CONTRACTING #2017-9-18-A, The City of Vandalia, Fayette County, Illinois Authorizing Tax Increment Financing Assistance In Connection With A Redevelopment Project with Dennis Grubaugh Contracting. Grubaugh intends to demolish the buildings located at 121 & 123 S. Fifth St. and by updating the drainage and retaining wall of parking lot at 113 S. Fifth St. The City of Vandalia shall reimburse the Developer the sum of $82,400.00. The agreement is that the project be completed on or before January 16, 2018. This shall be a timeframe of 120 days from the date of approval of this ordinance. Roll Call: Lester, abstain; Clark, yea; Barker, yea; Stunkel, yea; Hubler, yea; Rebbe, yea; Crawford, absent; Hobler, absent. Motion carried. MAYOR’S REPORT: Mayor Gottman brought to the attention of the council that in your packets you will find a magazine Illinois The State of Innovation with an article recognizing Vandalia. Mayor Gottman along with Alderman Barker praised City Administrator, LaTisha Paslay for putting the ad together to make sure Vandalia is recognized. 3 Mayor Gottman reported that the maquette of the capitol which is on display at the Tourist Information Center will be taken over to the Vandalia Correctional Center for a complete facelift by the building trades. Mayor Gottman said that the City of Vandalia plans to use that to help advertise the 200th anniversary celebration. Mayor Gottman publicly thanked the Vandalia Correctional Center for helping with the cleanup around the Statehouse during the recent storm. Mayor Gottman thanked the Vandalia Police Department for making an arrest pretty quickly after the recent vandalism in the city cemeteries. Saying, it shows the team of police officers and the qualifications of our officers that we have on the investigation. Mayor Gottman also thanked Pyramid Marble located here in Vandalia and an office in Effingham sent a crew over today to help set four huge stones at no cost. Mayor Gottman also commended the cemetery sexton, Sam Kerr and his staff for their work to restore some of the stones that were damaged. Mayor Gottman mentioned that the Memory Care Facility on Sunset Drive is moving along very well. The facility cares for Alzheimer & Dimentia patients which will have twelve rooms. 4  The Vandalia Performing Arts Center on Coles Street is moving along as well. CITY CLERK’S REPORT: City Clerk Peggy Bowen reported that the City of Vandalia received its first installment of real estate taxes last Monday. A total of $535,406.89 was collected. TIF District #1 received $387,160.82 TIF District #2 received $170,864.68 A total amount of $1,093,432.39 A reminder that some of the TIF monies is committed funds. Mayor Gottman reported that he will be meeting with the Comptroller’s Office in Springfield to see about getting some money released from previous bills. STANDING COMMITTEE REPORTS: B. John Clark reported that the street crews have finished oiling the streets for this year. Hubler reported on the damage done to the tombstones at the Vandalia Cemetery. Lester questioned where we stand on the repairs on the Tourist Information Center. Mayor Gottman said that we will need to budget for the repairs for the Tourist Information Center. Lester also asked about the windows for the front of City Hall. Those quotes will be brought up at the next council meeting. 5 Lester said that the shower building at the Vandalia Lake needs some repair. Paslay will check the current budget to see if there are funds available to fix it. Lester said that the Railroad & Industrial Development Committee met this evening to review requests for qualifications for the Comprehensive Plan Update. Mayor Gottman stated that the quotes are due by October 9th from the qualified bidders. Each will give a thirty minute presentation of the companies beginning at 6:00 P.M. Mayor Gottman said that the City of Vandalia received a $15,000 grant from the Illinois Realtors Association. The last time the Comprehensive Plan was updated was in 2001. Barker announced that the next Tourism Meeting will be held on September 25th at noon in the council chambers. Mayor Gottman announced several events taking place in the next few weeks: September 23rd – Fay. Co. Cancer Fund Carnival at Rogier Park September 30th- Community Garden Walk September 30th – Fire Dept. Golf Outing September 30th- Cemetery Walk September 30th – Wine & Dine With Abe September 30th – All Class Reunion 6 COUNCIL CONCERNS: Lester asked if the Finance Committee could meet to discuss the restructure of fees for the City of Vandalia.
