CITY COUNCIL Regular Meeting December 18, 2017 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by those present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen present were: Rebbe, Crawford, Barker, Lester, B. John Clark, Hobler and Stunkel. Hubler was absent. MOMENT OF SILENCE: A moment of silence was observed for Delbert Miller, former manager at the Vandalia Airport and for Robert “Bob” Bowen a retired fireman for Vandalia. Our condolences to these families for their loss. MINUTES: A motion was made by Hobler and seconded by B. John Clark approving the minutes from December 4, 2017. Motion carried. REGULAR BILLS: A motion was made by Hobler and seconded by Crawford approving the regular bills as presented. Motion carried. SPECIAL COUNCIL BILLS: A motion was made by B. John Clark and seconded by Barker approving the Special Bills as presented: Elwin Tree Farm in the amount of $3,000.00 for trees; Global Tech Systems, Inc. in the amount of $4,813.50 for technical outside service; Saltus 1  Technologies in the amount of $2,24.52 for software maintenance for the Police Department; Sheldon Schulte Construction in the amount of $26,800.00 for sidewalk replacements; South Central FS in the amount of $91,218.35 for TIF reimbursement; Hurst Rosche Engineering in the amount of $8,445.09 for engineering fees on Thrill Hill Project; Core & Main in the amount of $2,330.11 for curb stop mipxcts, Ball C; County Materials, Corp in the amount of $1,720.00 for Neenah Castings; Brenntag Mid South Inc. in the amount of $6,452.12 for chemicals; Hawkins, Inc. in the amount of 10,982.40 for chemicals; Direct Energy in the amount of $16,999.55 for electric; Kaskaskia Springs Water Co. in the amount of $1,653.60 for 4.134 million gals. delivered. Motion carried. TREASURER’S REPORT: A copy of the Treasurer’s Report will be filed for audit. SEEK BIDS TO TEAR DOWN THE OLD A motion was made by Stunkel and JAIL BEHIND THE POLICE seconded by B. John Clark to seek DEPARTMENT: bids to tear down the old jail behind the Vandalia Police Department. A report from Dan Barenfanger, Building & Zoning Official inspected the building stating that the building is a hazard, badly deteriorated and should be demolished. Motion carried. ORDINANCE #2017-12-18-A: THE A motion was made by Stunkel and ANNUAL TAX LEVY FOR THE FISCAL seconded by Barker Adopting Ordinance YEAR BEGINNING ON THE FIRST DAY #2017-12-18-A, Making The Annual Tax OF MAY 2017 AND ENDING ON THE Levy For The Fiscal Year Beginning On THIRTIETH DAY OF APRIL 2018 The First Day of April 2017 and Ending On The Thirtieth Day Of April 2018. 2  Roll Call: Lester, yea; Clark, yea; Stunkel, yea; Barker, yea; Rebbe, yea; Crawford, yea; Hobler, nay; Hubler, absent. ORDINANCE #2017-12-18-B: A motion was made by Stunkel and ABATING THE TAX LEVY seconded by Crawford Adopting REQUIREMENTS OF ORDINANCE 2016- Ordinance #2017-12-18-B, Abating The 9-19-D Tax Levy Requirements Of Ordinance 2016-9-19-D, otherwise entitled An ordinance Authorizing & Providing for the Issuance of $2,013,000 GO Refunding Bonds. APPROVE OR REJECT BIDS FOR A motion was made by Stunkel and DEMOLITION OF HOUSE AT 307 N. seconded by B. John Clark Approving ROCK ISLAND the bid from Gathe Farms in the amount of $5,800.00 to demolish the house at 307 Rock Island, Vandalia. Motion carried. STREET COMMITTEE MEETING A motion was made by Stunkel and MINUTES FROM DECEMBER 4, 2017: seconded by B. John Clark approving the Street Committee Meeting Minutes as submitted. Motion carried. TIF COUNCIL WORK SESSION A motion was made by Stunkel and MINUTES-DECEMBER 4, 2017: seconded by Barker approving the TIF Council Work Session Minutes from December 4, 2017 as submitted. Motion carried. 3 ORDINANCE #2017-12-18-C: A motion was made by Barker and ORDINANCE OF THE CITY OF seconded by Stunkel Adopting VANDALIA, FAYETTE COUNTY, IL Ordinance #2017-12-18-C, Authorizing AUTHORIZING TIF ASSISTANCE IN Tax Increment Financing Assistance In CONNECTION WITH A REDEVELOPMENT Connection With A Redevelopment PROJECT Project with Tina Kingery dba Country Folk located at 110 S. 3rd Street, Vandalia. The City shall reimburse the Developer the sum of $6,029.50 upon receipt of paid invoices on the project. WEHRLE PROPERTIES TIF A motion was made by Barker and ASSISTANCE FOR 25% seconded by Lester for 25% assistance of the estimated cost for construction. Roll Call: Stunkel, nay; Crawford, nay, Rebbe, nay; Barker, yea; Lester, yea; Clark, nay; Hobler, nay; Hubler, absent. Ordinance Failed. ORDINANCE #2017-12-18-D: After Mike Wehrle spoke to the CITY OF VANDALIA AUTHORIZING council asking for the typical 50% TIF ASSISTANCE IN CONNECTION contribution to Discount Tobacco WITH THE REDEVELOPMENT PROJECT renovation project. WITH WEHRLE PROPERTIES After hearing the request from Mike Wehrle, Stunkel said he would like to see a higher amount of TIF money be approved for the work after he went and viewed the building and talked with Wehrle about the number of possible jobs that could be created by businesses occupying the building after all the work is completed. Hobler agreed he would like to see an amount closer to 40-50% of the total project cost being approved. 4  Crawford also agreed that it should be a higher amount. A motion was made Stunkel and seconded by Crawford to give Wehrle Properties 50% of the total project cost which would be $53,715.42. Roll Call: Lester, nay; Barker, nay; B. ORDINANCE 2017-12-18-E: A motion was made by Stunkel to amend THE CITY OF VANDALIA, FAYETTE Ordinance #2017-12-18-E, Where the Co., IL AUTHORIZING TIF City of Vandalia Authorizes A TIF ASSISTANCE IN CONNECTION WITH A Assistance In Connection With A REDEVELOPMENT PROJECT-DUFFY & Redevelopment Project With Duffy & ASSOCIATES, INC. Associates, Inc. The City of Vandalia shall reimburse the Developer the sum of $43,365.40 (50% of the total project cost) upon receipt of paid invoices. RESOLUTION #2017-12-18-F: A motion was made by Stunkel and PROHIBITING SEXUAL HARASSMENT seconded by Hobler Adopting Resolution #2017-12-18-F, A Resolution Prohibiting Sexual Harassment. Motion carried. 5 MAYOR’S REPORT: Mayor Gottman wanted those that attended the hearing on the tax levy for the upcoming year that the City is not in dire financial brokenness. We are holding our own and looking out for the future to make sure we are using the city’s money in the right way and be fiscal responsible for the citizens of Vandalia. PGAV has received the mapping from the county to begin the process of the Comprehensive Plan. After the first of the year there will be a group meeting with the department heads and another meeting with the full council. Mayor Gottman reported that the Memory Unit is moving along very well. They hope to open in early 2018. Mayor Gottman announced that at the January 2, 2018 meeting we will have the guidelines of the TIF. Mayor Gottman would like to add to the guidelines that NO Non-For-Profit can except TIF assistance with the exception of those that have paid into the TIF. Council agreed to add this to the guidelines. The Holiday Inn is under a major renovation at this time. Mayor Gottman said that The Distillery is moving along very well. Mama Antonio’s Pizza is doing some electrical work at this time. Hoping to open very soon. Mayor Gottman met with the interim for the Kaskaskia College last week. 6  The Thrill Hill Bridge is underway. The search for an Economic Development Director for the City of Vandalia is underway. The Vandalia Chamber of Commerce will become the Fayette County Chamber of Commerce. It will be county wide instead of just Vandalia. Mayor Gottman reported that last year Vandalia Tourism participated in the RV Show in St. Louis and will do so again this year. The dates are set for February 1st through February 4th. Anyone wishing to help with working the booth contact Mayor Gottman or LaTisha Paslay. Mayor Gottman wished everyone a very Merry Christmas and a Happy New Year. CITY CLERK: Just a reminder, that the first council meeting in January will be held on Tuesday, January 2, 2018. STANDING COMMITTEE REPORTS: Crawford reported that Ameren Illinois Energy Efficiency Business Program will be able to help with the expense of the Variable Frequency Drives. Crawford reported that the Sewer Plant had their yearly EPA inspection today. Will not receive any results until July of 2018. A Water Committee was set for this Thursday evening at 6:30 P.M. in Council Chambers. Lester announced that everyone should have received a letter from William Howard, Curator for the Caboose. 7 ANNOUNCEMENTS FROM COUNCIL Lester brought to the attention of MEMBERS: the council members that during the council work session on TIF, when Mike Weber went on to explain the various options. He said that usually they do a 50/50 match with a maximum amount, typically around $10,000.00. AUDIENCE Jeff Carroll asked the Mayor and the council at the beginning of the fiscal year is there a set amount of TIF funds available. City Administrator, LaTisha Paslay said that it was based on what we project we will receive from the county. ADJOURNMENT: A motion was made by B. John Clark and seconded by Hobler to adjourn.
