CITY COUNCIL Regular Meeting March 05, 2018 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen present were: Barker, B. John Clark, Hubler, Rebbe, Hobler, Lester, Hobler and Crawford. MINUTES: A motion was made by Stunkel and seconded by Hobler approving the minutes from the February 20, 2018 meeting as presented. Motion carried. REGULAR BILL: A motion was made by Stunkel and seconded by Barker approving the regular bills as presented. Motion carried. SPECIAL BILLS: A motion was made by Stunkel and seconded by Hobler approving the Special Bills as presented: Direct Energy in the amount of $22,470.73 for electric; PMSI in the amount of $4,050.00 for sealant; Ameren Illinois in the amount of $16,181.94 for street lighting; Land of Lincoln Credit Union in the amount of $9,990.79 for payment on fire truck; Ron Whiteside Communications in the amount of $2,660.00 for maintenance to radio; Durbin Seamless Guttering in the amount of $1,625.00 for work on garage doors at the City Garage; Bluff Equipment in the amount of $1,755.90 1  for filters; Rainbow Industries in the amount of $1,565.98 for a shop divider curtain with curtain tracks and beam connectors; U.S. Bancorp in the amount of $14,781.19 for water meters; Culbertson Heating in the amount of $4,700.00 for gas furnace; Brenntag Mid South, Inc. in the amount of $3,566.86 for chemicals; Hawkins, Inc. in the amount of $2,675.20 for chemicals; Sidener Environmental Services in the amount of $2,754.54 for repairs to the high speed gear reducer; Vandevanter Engineering in the amount of $42,640.56 for pump and station repairs at the terminal lift station. APPROVAL OF CITY’S ANNUAL A motion was made by Hobler and CLEAN-UP WEEK APRIL 23-27, seconded by B. John Clark approving 2018: the City’s Annual Clean-up Week for April 23-27th, 2018. Motion carried. City wide Clean-up Week is for Doty Sanitation Customers only. Items will be collected on the dates of regular trash pickup. ORDINANCE #2018-3-5-B: A motion was made by Stunkel and APPROVING TENTH MEMORANDUM seconded by Barker Adopting Ordinance OF AGREEMENTS BETWEEN THE #2018-3-5-B, Approving Tenth CITY OF VANDALIA AND THE Memorandum Of Agreements Between The LABORERS’ INTERNATIONAL City of Vandalia And The Laborers’ UNION OF NORTH AMERICA, THE International Union Of North America, SOUTHERN & CENTRAL ILLINOIS The Southern & Central Illinois LABORERS’ DISTRICT COUNCIL Laborers’ District Council And AND LABORERS’ LOCAL 1197 Laborers’ Local 1197. This covers the time period of May 1, 2018 through April 30, 2022. There will be a 2-percent pay hike in each of the next four years. RESOLUTION # 2018-3-5-C: A motion was made by Barker and FOR MAINTENANCE OF STREETS & seconded by Hubler Adopting Resolution HIGHWAYS BY MUNICIPALITY 2018-3-5-C, for Maintenance of Streets UNDER THE ILLINOIS HIGHWAY & Highways By Municipality Under the CODE Illinois Highway Code in the amount of $228,480.70 of Motor Fuel Tax funds from January 1, 2018 to December 31, 2018. Motion carried. 3 APPROVAL OR REJECT BIDS FOR A motion was made by Barker and DEMOLITION OF OLD JAIL AT seconded by Stunkel approving the low 219 S. FIFTH ST.: bid from Grubaugh Contracting in the amount of $1,860.00 for the demolition of the old city jail at 219 S. Fifth St. which is behind the Public Safety Building with the completion of a 90 day tear down. Motion carried. The city did receive one other bid from Gathe Farms in the amount of $5,950.00. The police officers will receive a 2- percent pay hike in each of the next four years. The police officers agreed to give up their flex spending account and dependent care. Mayor Gottman said that it was an honor to be able to sit down and work out an agreement with all three bargaining units without lawyers being involved. Mayor Gottman said that speaks to the caliber of staff that we have, to work with us. My hat’s off for good faith bargaining. They take care of us and we take care of them. 4 ORDINANCE #2018-3-5-E: A motion was made by Stunkel and APPROVING A CERTAIN seconded by B. Motion carried. The telecommunicators will receive a 2-percent pay hike in each of the four years. Mayor Gottman said that he would like to see on the agenda for the March 19th city council meeting a motion to provide the non-bargaining employees with the same pay raises. A motion was made by Clark and seconded by Barker, approving the bid from Sloan Implement for a John Deere 5075E utility tractor and loader in the amount of $48,797.53. This was a recommendation from the Street Committee this evening. Motion carried. MAYOR’S REPORTS: Mayor Gottman reported on his trip to Washington D.C. He expressed a positive feedback about his trip meeting with other lawmakers. A lot of good information and contacts that he brought back. Mayor Gottman attended the Illinois South Tourism Board Meeting. On February 15th, Mayor Gottman attended the Economic Development Team Meeting here in Vandalia. 5 Mayor Gottman announced that he is now serving as the chair for the South Central Illinois Planning Commission for this area. Mayor Gottman attended the Chamber Board Meeting today at noon. On March 7th, Mayor Gottman will be attending a meeting in Alton, IL in regards to “Good Energy”. They negotiate power costs for municipalities so we can obtain lower power costs. On March 8th, Mayor Gottman will be attending the Old Capitol Foundation Board Meeting on behalf of the city. The demolition on the house at 307 Rock Island is completed. The yard has been seeded. The owner of the house on Sixth & Fillmore St. is in the process of working with a local contractor to get this house demolished. Mayor Gottman announced that on th Friday, March 16 at 2:00 p.m. in the council chambers there will be a work session to discuss creation of a Fire Protection District in the unincorporated areas surrounding city limits. We will hear from an attorney from the Alton, Il area that will talk about what is needed to create a district, who can and cannot be involved in the creation of the district. Please plan to attend if possible. On March 15th, there will be a public meeting for Vandalia’s updated comprehensive plan. 6  The city is updating its comprehensive plan and is looking for community input regarding Vandalia’s future. The City, in partnership with PGAV Planners will host the meeting on March 15th from 5:30 to 8:00 p.m. at Kaskaskia College, Vandalia Campus. Mayor Gottman reported that he had a good meeting with the department heads and Grunloh Engineering out of Effingham. We looked at a five and a ten year plan and also looked at ways of receiving grants to fund some of the projects we are looking at. CITY CLERK: Clerk Peggy Bowen reminded those that have not turned in their Statement of Economic Interests should do so by the March 19th council meeting. CITY ADMINISTRATOR: LaTisha Paslay reported on the fundraiser “Casino Night” presented by the Vandalia 2019 Bicentennial on Saturday, March 24th from 6:00-11:00 p.m. at the Vandalia American Legion. Please see Latisha for tickets. They are $50.00 per ticket. STANDING COMMITTEES: B. John Clark reminded members of the community to “slow down” while driving through work zones. People need to slow down. People are ignoring those workers out there. Crawford said, that they are still waiting on the two pumps to come in. Crawford advised the council of a massive water leak that was discovered last week that almost emptied both towers. Marlin Filer, Public Works Director said that a city worker discovered a 7 leak on a fire line for the Purina property on Friday, and Crawford said that the city’s water department was able to recover fully from the incident. Filer, encouraged residents to help out when they notice a sign of a leak. If anyone sees water in an odd place, in a ditch or running down a hill, please contact him. Because some of these leaks we look for weeks, sometimes for months, and we never find them, and then, all of a sudden, one of our systems will come across it. These lines can leak for blocks at a time and you never see it. Lester said that he talked with Marty Huskey and Marlin today about the city’s distribution system and after talking with them, does the city have a game plan or have we discussed replacing some of this infrastructure? Mayor Gottman said, that is why the engineer is asking for a five and ten year plan. Lester said that there are places where some new water mains are next to old mains, but not yet tapped into the distribution system. Marlin said that they have eliminated most of the old mains. The big problem is the aging water lines. Some of these lines are 50-60 years old. 8 Crawford said that she has talked with Huskey & Filer recently about the city’s infrastructure issues. Learning of those issues, Crawford remarked one of my main objections to a new water plant is the infrastructure is not there. She said, there is no point in spending all of this money on a water plant if we’re going to blow out every water main in the city. She said, that she fully supports anything we can do on infrastructure. Mayor Gottman said, that will also be in our comprehensive plan. Lester also asked how many water wells are available at this time. What are they producing? Where do we stand on this? Mayor Gottman said that Crawford could call a Water Committee Meeting and have Walt Barenfanger and Jeff Beckman with Kaskaskia Springs Water to answer these questions. Lester said it was his understanding that the city is receiving 100 gallons a minute and wondered if the city could get more. Mayor Gottman said that there are others getting water from that source and we need to make sure we don’t suck the other people dry. Barker said he was told that Kaskaskia Springs Water is about at its limit as to what it can provide. Lester asked if we need a third well or is that even possible. 9 City Administrator Paslay reminded Lester that in addition to paying Kaskaskia Springs Water for their water, the city also pays the electricity costs tied to getting that water and the maintenance on pumps. Rebbe reported that he attended the school safety meeting this evening. A lot of issues were addressed with school safety. He felt it was a very good meeting. Lester said that he spoke with Slack Glass regarding the south window on City Hall asking them to give City Hall heads up when they plan to put the new windows in. Thinking maybe mid April. Mayor Gottman asked Lake Committee Chair, Mike Hobler if we could have a standing committee meeting here at City Hall once a month through the spring and summer months for those having questions with issues at the lake. Mayor Gottman asked Hobler to get some dates to Paslay that would accommodate him. Barker reported on the Governor’s Conference on travel and tourism on February 26-28th in Chicago. He said that he made a lot of good contacts and attended several classes and round table discussions. Barker announced that the Tourism Commission will meet here at City Hall tomorrow at 12:00 noon to talk about the Grande Levee and other events for spring. 10  Mayor Gottman reported that the City of Vandalia has had the Girl Scout Camp turned back over to the city. The mayor would like to take this to the Lake Committee for a recommendation. Mayor Gottman would like to have a local surveyor go in and subdivide it and sell off at a public sale. Mayor Gottman would like to list it with all the realtors and have them sell it. Mayor Gottman said that he had a good meeting with the DNR Office, which the Old State Capitol reports to. CONCERNS FROM COUNCIL Lester asked if there is any progress MEMBERS: on the downtown lighting. Mayor Gottman said that he has spoken with the engineering firm and they will work with IDOT. Lester also asked about updating the out of town fire calls. That was brought up at the February 20th meeting but the fire chief was not present at that time. A date will be set to discuss the fees.
