CITY COUNCIL Regular Meeting July 16, 2018 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by those present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. MOMENT OF SILENCE: A motion of silence was observed for Thelma Wright who passed away over the weekend. Mrs. Wright was a former radio dispatcher for the Vandalia Police Department. ROLL CALL: Barker, yea; B. John Clark, yea; Stunkel, yea; Hobler, yea; Lester, yea; Crawford, yea; Rebbe, yea; Hubler, yea. MINUTES: A motion was made by Stunkel and seconded by Barker approving the minutes from July 2, 2018. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by Barker approving the regular bills as presented. Motion carried. SPECIAL COUNCIL BILLS: A motion was made by Stunkel and seconded by Crawford approving the Special Bills as presented: Civic Systems, in the amount of $5,576.00 for semi-annual support from Civic; Global Site Location in the amount of $2,950.00 for a 6 month multi media marketing campaign; Econo Signs in 1  the amount of $2,586.72 for high intensity prismatic signs; South Central F.S. Inc. in the amount of $5,764.95 for gasoline; State of Illinois Treasurer’s Office in the amount of $51,268.48 for reimbursement to the state for part of construction costs on Bear Creek Bridge; Schulte Supply in the amount of $4,350.96 for supplies for Street Department; Core & Main in the amount of $2,741.60 for bolts & white flags; Vandalia City Garage in the amount of $4,430.00 for gasoline & equipment repairs; Brenntag Mid South, Inc. in the amount of $4,707.66 for chemicals; Hawkins, Inc. in the amount of $9,325.15 chemicals; Kaskaskia Springs Water in the amount $2,338.00 for 5.845 million delivered energy pass thru; Illinois EPA in the amount $17,500. for the annual NPDES fees for permits; Cogent, Inc. in the amount of $2,365.50 for terminal repair of panel. ORDINANCE #2018-7-16-A: A motion was made by Stunkel and CITY OF VANDALIA, FAYETTE seconded by Crawford Adopting COUNTY, ILLINOIS, ASCERTAINING Ordinance #2018-7-16-A, City of THE PREVAILING RATE OF WAGES Vandalia, Fayette County, Illinois, FOR LABORERS WORKMEN AND Ascertaining the Prevailing Rate of MECHANICS EMPLOYED ON PUBLIC Wages for Laborers, Workmen and WORKS OF SAID CITY Mechanics Employed on Public Works of said City. COUNCIL WORK SESSION MINUTES A motion was made by Stunkel and FROM JUNE 11, 2018: seconded by Hobler approving the Council Work Session Minutes from June 11, 2018 as submitted. Motion carried. 2 ORDINANCE REGARDING A ONE Mayor Gottman tabled the Ordinance PERCENT SALES TAX INCREASE- Authorizing & Requesting The TABLED: Placement Of A Public Question Regarding A One Percent Municipal Retailers’ Occupation Tax. Mayor Gottman said that they would not act on the ordinance during the meeting. Mayor Gottman said they were looking to get the publics and local business input on the matter. A special city council meeting is set for Monday, July 30th to discuss the sales tax increase and a Public Hearing to take comments on the Proposed FY 2019 Appropriations Ordinance. ORDINANCE #2018-7-16-B: A motion was made by Stunkel and A SMALL WIRELESS FACILITIES seconded by Crawford Adopting DEPLOYMENT ORDINANCE PROVIDING Ordinance #2018-7-16-B, A Small FOR THE REGULATION OF AND Wireless Facilities Deployment APPLICATION FOR SMALL WIRELESS Ordinance Providing For The FACILITIES Regulation Of And Application For Small Wireless Facilities. The applicant will pay an application fee of $650.00 for an application to collocate a single small wireless facility on an existing utility pole or wireless support structure, and $350.00 for each small wireless facility on existing utility poles or wireless support structures. John Clark BRIDGE INSPECTION: and seconded by Stunkel approving payment of $850.00 to Hurst-Rosche Engineering for the inspection of the In-Service Thrill Hill Bridge. Motion carried. MAYOR’S REPORT: Mayor Gottman stated that the city received a very nice “thank you” card from Gail DePaolo who is with the Community Garden, who asked if the city could extend the water line to be able to water the garden. There was a handout from the Illinois Municipal League to each elected official. CITY ADMINISTRATOR: Paslay reported that Rick & Cindy Radliff informed her by email that they are 99% ready to test all of their equipment at Witness Distillery. The Vandalia Bicentennial Committee will be hosting a Community Picnic on Sunday, September 9th from 11:30 a.m. to 2:00 p.m. on the lawn of the Vandalia State House. There will be food, music and games. It will also be the kick-off for the Brothers of the Brush beard contest for the Bicentennial. Paslay also reported that she has been in contact with the new owner of the Old Capitol Antiques building. He officially closed on the building July 3rd. The person who purchased the building is Jay Leskera, an attorney from Collinsville who plans to renovate the building for use as a branch office. 4  There will be a Planning Commission and Zoning Board work session th tomorrow, Tuesday, July 17 at 4:00 p.m. in the Council Chambers with the Comprehensive Plan Consultants to review the existing land use maps as a part of the comprehensive plan update. Paslay reported that she attended the Illinois Municipal Treasurers’ Association and was asked to serve on their Board of Directors for a one- year term. STANDING COMMITTEE REPORTS: B. John Clark said that a letter was in your packet from Elizabeth Meyer in regard to a narrow bridge passing on Main Street just east of Sloan Implement. Clark spoke with Public Works Director, Marlin Filer about putting guard rails on this bridge. Filer received a bid for the guard rail in the amount of $9,000.00 which is in the budget. Hubler reported that the Cemetery & Landfill Committee met this evening at 6:30 pm to review the status of the existing recycling agreements. Hubler reported that the city covered 35% of the program in the first year for Fayco and covered 50% of the funding for the Fayette County Soil & Water Conservation District electronic recycling program. Fire Chief Keith Meadows and Kyle Reiss & Clayton Gathe, fire fighters were on hand to show the council the work our volunteers did on the 2007 GMC Utility Truck purchased from West Virginia. 5 Lester reported that Slack Glass finished up on the windows on the front of City Hall. Lester announced that the Building & Grounds Committee will meet on Wednesday, July 18th at 5:00 p.m. at the Senior Citizens Center to discuss the city’s lease for the Senior Citizens Center and to conduct a walk-through of the facility. Mayor Gottman reported that Economic Development Director Amber Daulbaugh is in Springfield to attend the DCEO Meeting on economics and grants. Mayor Gottman announced that he along with Amber Daulbaugh will be meeting with the Fayette County Economic Development Group on July 24th. Mayor Gottman will be attending IML Summer Board of Directors Meeting July 19th-July 21st in the Metro-East area. The Mayor of Belleville is the president of the Illinois Municipal League. Mayor Gottman said that he has signed the documents for the cleanup for the Old Capitol View Restaurant. The insurance company forwarded the documents, they did have bids. They have picked up a TIF application to possibly re-build. Mayor Gottman reported that Congressman Shimkus’ Traveling Help Desk will be hosted at City Hall on August 17th from 2:00pm-3:30 pm. Barker announced that a Tourism Committee Meeting will be held in August to continue plans for the Olde Tyme Christmas. 6 ADJOURNMENT: A motion was made by Hubler and seconded by Stunkel to adjourn.
