CITY COUNCIL Regular Meeting December 3, 2018 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen present were: Barker, B. John Clark, Crawford, Stunkel, Lester, Hobler and Rebbe. Hubler was absent. MOMENT OF SILENCE: A moment of silence was observed for the following: Elaine Hubler, mother of Alderman Ken Hubler; Sheryl Brazle, former dispatcher for the Vandalia Police Department; Shirley Hill, mother of city employee Jeff Hill; Helen Edwards, mother of Randy Edwards; and our 41st President of the United States, George H. W. Bush. Our thoughts and prayers to all of their families. MINUTES: A motion was made by Stunkel and seconded by Barker approving the minutes from the November 19, 2018 meeting as presented. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by Hobler approving the regular bills as presented. Motion carried. 1 SPECIAL BILLS: A motion was made by Stunkel and seconded by Barker approving the Special Bills as presented: Land of Lincoln Credit Union in the amount of $9,990.79 for fire truck payment; Birkey’s in the amount of $2,098.60 for a valve; U.S. BanCorp in the amount of $14,781.19 for water meters; Brenntag Mid South, Inc. in the amount of $2,992.96 for chemicals; Hawkins, Inc. in the amount of $9,363.41 for chemicals; Direct Energy in the amount of $13,746.57 for electric. Motion carried. DISCUSSION ON TAX LEVY: Dale Timmerman of Timmerman & Associates presented to the council examples of possible tax levies for 2018. Timmerman explained to the council that all levies kept the same except for the police pension fund. In discussing the levy with three options A,B,C the alderman were asked by Timmerman to give him a recommendation to draft an Appropriation Ordinance for the December 17th council meeting. After much discussion, a motion was made by Hobler and seconded by B. John Clark to go with Option B. This is the amount given to the city by Department of Insurance. . Timmerman explained based on a current $3,000 tax bill, if the city were to approve Option B proposed levy of 10.87% that would make a $47.00 increase in property taxes. If the city would instead approve one of the other presented amounts, that figure could be as low as $17.00 if Option C of a 4% levy would be 2 approved or as high as $117.00 if Option A if a 26.84% levy was approved. A roll call vote was taken to go with Option B. Stunkel, yea; Hobler, yea; Lester, yea; B. John Clark, yea; Barker, nay; Crawford, yea; Rebbe, nay. Motion carried. 5 yea & 2 nay. Hubler was absent. APPROVAL OF PUBLIC HEARING A motion was made by Stunkel and MINUTES FROM NOVEMBER 5, seconded by Barker approving the 2018: minutes from the Public Hearing Meeting from November 5, 2018. Motion carried. ACCEPTANCE OF RETIREMENT OF A motion was made by Stunkel and SHANON NEIBER FROM THE seconded by Barker accepting the VANDALIA POLICE DEPARTMENT: resignation from Police Officer Shanon Neiber effective December 31, 2018. Motion carried. AUTHORIZE THE VANDALIA A motion was made by Barker and POLICE COMMISSION TO HIRE seconded by Stunkel authorizing the POLICE OFFICER: Vandalia Police Commission to hire a police officer to replace Shanon Neiber. Motion carried. RESOLUTION #2018-12-3-A: A motion was made by Barker and APPROVING AN AGREEMENT seconded by Stunkel Approving BETWEEN THE CITY OF Resolution #2018-12-3-A, An Agreement VANDALIA, IL AND THE DONNING Between The City of Vandalia, IL & The COMPANY PUBLISHERS: Donning Company Publishers. The agreement is for the purpose of Donning Company Publishers to provide editing and printing of the 2019 Bicentennial Commemorative Book. Roll Call vote: Barker, yea; Hubler, absent; Crawford, yea; Stunkel, yea; Hobler, yea; Rebbe, yea; B. John Clark, yea; Lester, yea. Motion carried. 3 APPROVAL OF 2019 PLANNING A motion was made by Barker and COMMISSION MEETING SCHEDULE: seconded by Stunkel approving the 2019 Planning Commission Meeting Schedule as submitted. Motion carried. APPROVAL OF 2019 ZONING A motion was made by B. John Clark and BOARD MEETING SCHEDULE: seconded by Stunkel approving the 2019 Zoning Board Meeting Schedule as submitted. Motion carried. APPROVE OR REJECT BIDS OF A motion was made by Crawford and SURPLUS ITEMS: seconded by Barker approving the sale of a 2002 Dodge 1500 Truck in the amount of $1,000; 12” Stihl Cutoff Saw in the amount of $50.00; 3” Honda Trash Pump & Hose in the amount of $9.00; 2- 15” Trailer tires & rims in the amount of $3.00; Stihl Pole Saw in the amount of $50.00. The council rejected the bid on the 2005 Ford Escape in the amount of $181.00. Motion carried. MAYOR’S REPORT: Mayor Gottman congratulated the wrestlers on their win over the past weekend. The Statehouse Gala was a success this past weekend. December 8th, the candlelight tours of the Statehouse will take place. Mayor Gottman will be attending the IML meeting in Chicago on December 7th. CLERK’S REPORT: City Clerk Bowen announced that on Monday, December 10th, will be the first day to file for the April 2, 2019 Consolidated Election. December 17, 2018 will be the last day to file. STANDING COMMITTEES: Crawford announced that the Fillmore Tower is back in service. 4 Stunkel stated that the Vandalia Police Commission will look at hiring a Police Officer to replace Shanon Neiber.
