CITY COUNCIL Regular Meeting January 21, 2019 7:30 P.M. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all present. ROLL CALL: Hubler, Rebbe, Lester, Stunkel, Crawford, B. John Clark and Barker. Hobler was absent. MOMENT OF SILENCE: A moment of silence was observed for Doug Fulk, Owner of Fulk Construction and Glenda Lawler, MINUTES: A motion was made by Stunkel and seconded by Barker approving the minutes from the January 7, 2018 as presented. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by Crawford approving the regular bills as submitted. Motion carried. SPECIAL BILLS: A motion was made by Stunkel and seconded by Crawford approving the Special Bills as submitted: Civic Systems, LLC in the amount of $5,689.00 for Semi-Annual Software Support Fees for 1/01/2019-6/30/2019; Expansion Solutions in the amount of $3,602.00 for advertising; ADS Electric, Corp. in the amount of $8,255.00 for maintenance to signal lights; Econo Signs in the amount of $1,719.48 for 1  traffic signs; Julie, Inc. in the amount of $$1,912.38 for annual transmissions; Kathleen Field Orr & Associates in the amount of $1,925.00 for review of the TIF Audits; Memorandum & review of ordinances; Key Equipment in the amount of $3,126.94 conveyor belt and parts; South Central FS, Inc. in the amount of $1,587.30 for hydraulic oil and gasoline; Fayette Co. Sand & Gravel in the amount of $2,776.96 for pea gravel; Hawkins, Inc. in the amount of $7,681.71 for activated carbon; Direct Energy Business in the amount of $8316.88 for electric; Kaskaskia Springs Water in the amount of $1,866.80 for 4667 million gallons delivered & energy passed thru $2,175.93. Motion carried. TREASURER’S REPORT: A motion was made by Stunkel and seconded by Barker approving the Treasurer’s Report to be filed for audit. Motion carried. BICENTENNIAL PRESENTATION: Cassie Beesley, president of the Vandalia Bicentennial Committee explained the plans for the 200th birthday celebration that will run from Thursday, June 13th through June 16, 2019. The celebration will include a parade, a carnival, concerts; a cemetery walk and a Civil War enactment. Much more is being planned for the event. APPROVE OR REJECT CONTRACTS A motion was made by Stunkel and FOR BICENTENNIAL seconded by Barker approving the CELEBRATION: contracts for the following for the 200th Celebration: 2  Swain Productions of Alton, in the amount of $3,500, for “Silver Bullet”, A Bob Seger cover band; The “Surviving Members” of Pana in the amount of $600.00; Alverson Sound of Coffeen, for lights and sound,in the amount of $5,570.00; JVR Enterprises of St. Louis for Bubble Bus in the amount of $1,011; LS XPRSS (“The Band”), a band featuring local native Drew Sheafor in the amount of $400.00. Motion carried. RESOLUTION #2019-1-21-A: A motion was made by Stunkel and AUTHORIZATIOON FOR ROAD seconded by Rebbe Approving CLOSURE FOR BICENTENNIAL Resolution #2019-1-21-A, COMMUNITY PICTURE ON MARCH Authorization For Road Closure 30,2019 For Bicentennial Community Picture on March 30, 2019. Motion carried. RESOLUTION #2019-1-21-B: A motion was made by Stunkel and AUTHORIZATION FOR ROAD seconded by Hubler Approving CLOSURE FOR VANDALIA’S 200TH Resolution #2019-1-21-B, CELEBRATION FROM JUNE 14, Authorization For Road Closure 2019-JUNE 16, 2019 For Vandalia’s 200th Celebration From June 14th-June 16th, 2019 Motion carried. ACCEPTANCE OF LETTER OF A motion was made by Stunkel and RETIREMENT FROM MARTY HUSKEY seconded by Barker approving the FROM WATER TREATMENT PLANT: retirement of Water Plant Superintendent Marty Huskey effective August 23, 2019. APPOINTMENT TO FILL WATER A motion was made by B. John TREATMENT PLANT Clark and seconded by Stunkel SUPERINTENDENT: approving the appointment of Andy Gelsinger as Huskey’s replacement effective August 23 . Motion carried. rd Gelsinger has worked at the Water Plant since 2014. 3 APPROVE OR REJECT BIDS FOR A motion was made by Stunkel and MIXER AT THRILL HILL WATER seconded by Crawford approving TOWER: the bid from Tomcat Consultants, LLC/TAP Company in the amount of $14,450.00 for a mixer for the Thrill Hill Water Tower. Motion carried. The Tomcat bid is for the exact same model of mixer that was recently installed in the Fillmore Street Tower. This bid includes the mixer and installation. The City of Vandalia received two other bids: Municipal Equipment Company, Inc. in the amount of $9,580.00 Utility Service Co., Inc. in the amount of $35,529.00. The municipal Equipment Company bid DID NOT include labor se we would have to hire an outside company to install, this could prove costly as there are none in the area. Utility Service Co., is not an option the city wishes to pursue it is extremely costly. MAYOR’S REPORT: Mayor Gottman reported that a meeting between Mayor Gottman, City Attorney Connor and Dennis Grubaugh in regard to the wall was held this past week. Mayor Gottman publicly thanked the Public Works Department for a job well done during the snow storm and in the middle of the cold weather several water leaks took place. 4  “Thank you” Marlin & crew!! Mayor Gottman announced that he along with LaTisha Paslay and Police Chief Jeff Ray attended the Inauguration of the State Executives in Springfield. Mayor Gottman announced that Mike Kleinik has been appointed to a director’s position under the new governor. STANDING COMMITTEES: B. John Clark also thanked Marlin and his crew for the great job they did during the snow storm. B. John Clark also announced that the city was awarded a $500,000 water replacement grant. Crawford stated that she was impressed by the Vandalia Volunteer Fire Department that battled a fire on N. Second Street Saturday evening which destroyed a two-car garage but was able to save the house. Hats Off to our Fire Department. Hubler said that he spoke with Sam Kerr, Sexton at the Cemetery who will be purchasing a snow blower which is a budgeted item. It will be used to clean sidewalks at City Hall as well. Mayor Gottman announced that he along with Amber met with Dan Hecht Brothers today. They recently purchased Arthur Young Inc. 5  Barker said that he spoke with several seniors to build a base so when we get a Tourism Director they will have some assistance. TOWER LEASE AGREEMENT: A motion was made by Hubler and seconded by Barker to raise the fee to $350.00 per year. Motion carried. It will be addressed at the next council meeting. A motion was made by Stunkel and seconded by Crawford to move into Executive Session at 8:11 P.M. under 5ILCS120/2 for personnel matters. There was no action taken from EXECUTIVE SESSION ENDS AT Executive Session. 8:55 P.M.: A motion was made by Stunkel and REGULAR SESSION RECONVENES seconded by Hubler to adjourn.
