CITY COUNCIL Regular Meeting March 18, 2019 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen present were: Barker, B. John Clark, Crawford, Stunkel, Lester, Hobler, Rebbe and Hubler. MINUTES: A motion was made by Stunkel and seconded by Hobler approving the minutes from the March 4, 2019 meeting as presented. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by Barker approving the regular bills as presented. Motion carried. TREASURER’S REPORT: A motion was made by Stunkel and seconded by Crawford approving the Treasurer’s Report to be filed for audit. SPECIAL BILLS: A motion was made by Stunkel and seconded by Hobler approving the Special Bills as presented: South Central FS, Inc. in the amount of $3,424.32 for fuel & tire service; Vandalia City Garage in the amount of $1,980.00 for maintenance to equipment; Gateway Industrial Power in the amount of $2,130.79 to fix generator; Brenntag Mid-South Inc. in the amount of $4,728.96 for chemicals; Hawkins, Inc. in the amount of $3,779.44 for chemicals; Ameren 1  Illinois in the amount of $8,197.72 for electric; Kaskaskia Springs Water in the amount of $2,424.80 for 6.062 million gals. of water. Motion carried. TRANSFER OF LAKE LOT #21 A motion was made by Hobler and FROM LES & LEE MILLER, seconded by Barker approving the MOWEAQUA, IL to TAMARA & transfer of Lake Lot #21 from Les & CHAD GELSINGER & PAYTON Lee Miller to Tamara & Chad Gelsinger SCHREIER, EFFINGHAM, IL & Payton Schreier, daughter, Effingham, Il. All necessary fees have been paid. Motion carried. CITY WIDE CLEAN-UP WEEK Mayor Gottman announced that Clean-Up APRIL 29, 2019-MAY 3, 2019: Week will be April 29, 2019-May 3, 2019 for Doty Sanitation Customers Only. Items will be collected on the dates of regular trash pickup. MAYOR’S REPORT: Mayor Gottman brought before the council a recommendation to change the time for the council meetings from 7:30 p.m. to 6:30 p.m. After discussion the council was in favor of doing so. An ordinance will be drawn up and voted on at the April 1st council meeting. Mayor Gottman reported that the IDES gave a presentation to the Greater Fayette County Chamber of Commerce Meeting on March 6th. Mayor Gottman reported that IDOT is planning maintenance patching on US 40 as well as U.S. 51 from IMCO Drive, south to Orchard Street. 2 CLERK’S REPORT: Clerk Bowen said on behalf of us around this table, we extend our deepest sympathy to you Mayor Gottman and your family in the loss of your nephew Kent Cripe. We are so sorry for your loss. CITY ADMINISTRATOR: Paslay said that the preliminary budget drafts have been distributed to each department head. Please get them back to her by Tuesday, March 26th so she can prepare the first draft of the budget. The plan will then be to schedule meetings with each department’s council committee to discuss the numbers beginning the first week of April. STANDING COMMITTEES: Mayor Gottman announced that the vac truck is down and the city is renting one at $3,500.00 a week. Mayor Gottman said that the city has received bids from local banks to possibly purchase a new truck. Filer said that a new vac truck is around $375,000.00. Clark informed the council that Horst Enterprises has started the sidewalk improvements on N. Eighth Street. Public Works Director Marlin Filer announced that the Public Works Department will have 8th St. at Veterans Avenue closed for most of the day on Tuesday. They will be replacing concrete due to an earlier water main break in that area. Crawford reported that the yearly maintenance done for the Sewer Department. 3 Out of all the pumps in the city there was only one pump with an issue at the lift station. Rebbe reported that the Public Safety Committee met at 5:00 P.M. this evening to discuss Fire Department fees. Rebbe said that the Fire Department officials will present a recommendation on those fees based on the number of trucks responding and the number of manhours used. Rebbe announced that the Police Department has been awarded an IDOT grant in the amount of $5,000 for officers to participate in the new Illinois Distracted Driving Law to help with distracted drivers. Mayor Gottman reported that in January 2019 the Fire Department had 166 training hours and 5 calls; in February 132 training hours and 4 calls. Stunkel asked about part-time help at Cemetery & the Vandalia Lake. It looks like the employees who were working last year are scheduled to return this year. Barker announced that the Tourism Commission will meet tomorrow at 4:00 p.m. at City Hall to conduct regular business. Stunkel asked about the status of hiring a part-time tourism director. Mayor Gottman said that a job description for that position was completed last week and the city is ready to accept applications. 4  Paslay reported that the Bicentennial Committee met last week. Paslay gave a quick rundown of events that will happen from June 13th thru June 16th. A community picture is being planned for Downtown Vandalia on Saturday, March 30th at 9:30 a.m. Everyone is encouraged to either wear one of the Bicentennial Shirts that are currently for sale at Iya’s and Friends or at City Hall. In the event of inclement weather, a rain date has been scheduled for April 6th. The fundraising committee will be hosting a ½ chicken drive-thru dinner on Friday, April 26th. Tickets are $10.00 each and are available at City Hall or from any board or fundraising committee member. ADJOURNMENT: A motion was made by Stunkel and seconded by Hubler to adjourn.
