City Council Regular Meeting September 3, 2019 6:30pm PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all that were present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 6:30pm. ROLL CALL: Aldermen present were: Barker, Stunkel, Lester, Hubler, Brosman & Crawford. Hobler & Rebbe were absent. MOMENT OF SILENCE: A moment of silence for the Illinois State Trooper who was killed in the line of duty and buried last weekend. MINUTES: A motion was made by Stunkel and seconded by Barker approving the minutes from the August 19, 2019 meeting as presented. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by Crawford approving the regular bills as presented. Motion carried. SPECIAL BILLS: A motion was made by Stunkel and seconded by Barker approving the special bills as presented: McKellar, Robertson, McCarty & Click Ins. In the amount of $2,300.00 for boiler insurance; Retail Strategies LLC in the amount of $15,000.00 for retail academy research and marketing; Fayette County Treasurer in the amount of $2,640.75 for 3rd quarter payment for animal control; Ameren Illinois in the amount of $2,760.36 for electric; Ignition Graphix in the amount of $2,965.00 for signs at Vandalia Lake; Miller’s Lime Service in the amount of $2,731.77 for lime; U.S. Bancorp in the amount of $14,781.19 for water meter contract; Core & Main in the amount of $4,500.88 for mag meter; Birkey’s in the amount of $13,423.95 for reassembling main relief valve on loader backhoe; Centraz Industries Inc. in the amount of $3,420.00 for sewer solvent; Hawkins in the amount of $3,442.12 for activated carbon; Gateway Industrial Power Inc. in the amount of $2,657.14 for replacing coolant hoses; Vandalia Electric Motor Inc. in the amount of $1,756.83 for electrical supplies. Motion carried. 1 TRANSFER OF LAKE LOT #102 FROM A motion was made by Stunkel and seconded by Barker RODNEY & BRENDA HUNT, RAMSEY approving the transfer of Lake Lot #102 from Rodney & TO CODY ROBBINS, VANDALIA: Brenda Hunt, Ramsey to Cody Robbins, Vandalia. All necessary fees have been paid. Motion carried. FIRST READING LIQUOR LICENSE FOR First reading for Liquor License for the Copper Penny (Class COPPER PENNY (CLASS E): E). They will take action at the next meeting. Discussion was made about Liquor Licenses. RESOLUTION 2019-9-3A: A motion was made by Brosman and seconded by Barker for AUTHORIZATION FOR ROAD CLOSURE Resolution 2019-9-3A for authorization of road closure for FOR OLDE TYME CHRISTMAS: Olde Tyme Christmas on Friday November 15, 2019 from 1pm-10pm. Motion carried. APPROVAL FOR REPAIR OF PUMP AT A motion was made by Brosman and seconded by Barker to 4TH STREET LIFT STATION: approve the repair of pump at 4th street lift station. Motion carried. RESOLUTION 2019-9-3B: A motion was made by Brosman and seconded by Stunkel RESOLUTION PHASE A PREVENTATIVE approving Resolution 2019-9-3B, Phase A Preventative MAINTENANCE CONTRACT BETWEEN Maintenance Contract between the City of Vandalia, Illinois THE CITY OF VANDALIA, ILLINOIS AND and Vandevanter Engineering. RESOLUTION 2019-9-3C: A motion was made by Brosman and seconded by Barker RESOLUTION PHASE B PREVENTATIVE approving Resolution 2019-9-3C, Phase B Preventative MAINTENANCE CONTRACT BETWEEN Maintenance Contract between the City of Vandalia, Illinois THE CITY OF VANDALIA, ILLINOIS AND and Vandevanter Engineering. APPROVAL LETTER OF SUPPORT FOR A motion was made by Barker and seconded by Stunkel for EXTENSION OF TIF#1: approval letter of support for extension of TIF #1. Mayor Gottman stated that TIF #1 is getting ready to expire and this would extend it. Motion carried. 2 RESOLUTION 2019-9-3D: SUPPORT A motion was made by Barker and seconded by Stunkel FOR THE COFFEEN POWER PLANT: approving Resolution 2019-9-3D, letter of support for the Coffeen Power Plant. Roll call: Barker, yea; Lester, yea; Hubler, yea; Crawford, yea; Stunkel, yea; Brosman, yea; Hobler and Rebbe were absent. Motion carried. MAYOR’S REPORT: Mayor Gottman stated that he thought the Grizzley’s ballgame was well attended. The bobbleheads went out very quickly. They are also being sold at Iya’s and Friends for $12.50 plus tax. Gottman also said that Illinois South did a good job with the hospitality. Mayor Gottman stated that the fence was up over in the empty lot, it was put up by the Street guys. It is the rod iron fence that was in front of the building that collapsed. He said it looks very nice. Gottman also stated that Kaskaskia College will be having a luncheon on Friday September 27, 2019 at 12 noon. They are going to be talking about the needs and wants of our College and the Community engagements. Mayor Gottman encourages everyone who can to participate in the Olde Tyme Christmas. He said he thinks it will be bigger and better than it has been. CITY ADMINISTRATOR: City Administrator LaTisha Paslay stated that they City has had a server crash and wanted to let people know that city employees and aldermen emails are unavailable. Paslay encourages people to call instead of sending emails. It also affected the water billing payments, they cannot look payments up or enter payments at this time. STANDING COMMITTEES: Barker stated that there was a water break on 7th street in front of the American Legion last week and they got it taken care of. Mayor Gottman stated that there was a gentleman that was billed out for a Fire call and he wrote a nice note back to us with his payment. Hubler brought up a question about charging for trash cans at apartment buildings with the customer having only one meter but more than one apartment. After discussion, the decision was made to charge full price for each trash can per apartment. 3  Mayor Gottman stated that the bids went out today in regards to the interior and exterior walls at the Police Department. It will be the first meeting in October. Stunkel stated that there was a good crowd over the weekend and they sold 650 gallons of fuel. There is also new signs posted and nothing has been stolen or vandalized since the signs have been posted. Stunkel said that Marlin brought some rock out to the lake and he brought a truck and patched holes. Stunkel said that there were gates and fences that were put up on the north side of the lake. He said that there is a new water fountain that will be installed by the shower house next week and the new soap dispensers are up. Stunkel also stated that he wanted to have a Lake Committee meeting on Monday September 16th at 5:30pm. Mayor Gottman stated that the Illinois Manufacturers Association was in town and they toured two plants. It went very well and they were very pleased. Mayor Gottman said that City Administrator Paslay and Lester need to set up a meeting to replace Andy Gelsinger at the Water Plant who has moved up into the management position. Gottman also stated that there was a part-time Cemetery position open. COUNCIL CONCERNS: Stunkel said that he went to the Tourist Information Center and volunteer Marilyn was there and showed him around. He said that it looks really nice inside. He said that the ramp outside needed replaced. Mayor Gottman stated that it wasn’t in the budget this year but it would probably be another year to get replaced. Stunkel asked about the Economic Development Committee to review the package liquor. Mayor Gottman said that they were putting together a group of Aldermen. Stunkel asked about the committee that was appointed based on the Marijuana Law. Mayor Gottman said that he has three people for the committee and he was working on three more.
