City Council Regular Meeting January 16, 2023 6:30 p.m. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all that were present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 6:30 pm. ROLL CALL: Aldermen Brosman, Lester, Lewey, Hobler, Stunkel, and Rebbe were present. Hubler and Barker were absent. MOMENT OF SILENCE: A moment of silence was held for Dr. James Underwood, Former President of Kaskaskia College and Mr. Denzel “Denny” Boley, former business owner and volunteer fireman. APPROVAL OF CITY COUNCIL Motion was made by Stunkel and MEETING MINUTES DATED seconded by Hobler to approve the JANUARY 3, 2023: City Council meeting minutes dated January 3, 2023. Motion carried. TREASURER’S REPORT: Treasurer’s report for period ending December 31, 2022 was reviewed. Motion made by Hobler and seconded by Stunkel to accept the treasurer’s report as submitted. REGULAR BILLS: Motion was made by Stunkel and seconded by Hobler to approve the regular bills as submitted. Motion carried. SPECIAL BILLS: Motion was made by Stunkel and seconded by Hobler to approve the special bills as presented: Civic Systems, LLC in the amount of $6,321.00 for semi-annual fees; Sandberg Phoenix in the amount of $9,619.96 for legal fees; Land of 1  Lincoln Credit Union in the amount of $7,000.00 for sewer vac; Milano and Grunloh in the amount of $1,550.00 for surveying fees; OTS Storage Containers in the amount of $6,000.00 for Festival of Lights Christmas displays storage; Crafco, Inc., in the amount of $1,554.00 for supplies; South Central FS in the amount of $5,924.25 for gasoline; Illinois Environmental Protection Agency in the amount of $22,787.56 for drinking water project; Brenntag Mid-South, Inc., in the amount of $26,087.96 for supplies; Hawkins, Inc., in the amount of $1,512.80 for supplies; Kaskaskia Springs Water Company in the amount of $2,567.20 for 6.418 million gallons of water; Homefield Energy in the amount of $4,104.46 for utility fees at water plant; Homefield Energy in the amount of $9,385.16 for utility fees for sewer plant; Blue Flame Propane in the amount of $1,573.20 for propane. Motion carried. ORDINANCE 2023-1-16-A: Clarification was made regarding AN ORDINANCE AMENDING number of liquor licenses as THE VANDALIA MUNICIPAL discussed at last Council meeting. CODE AT TITLE V BUSINESS The correct number of Class C2 LICENSES AND REGULATIONS (Club) licenses is 2 and the correct AT SECTION 5.08.70 number of Class E NUMBER OF LICENSES: (restaurants/hotels/motels) licenses is 7. Motion was made by Stunkel and seconded by Hobler to approve Ordinance 2023-1-16-A: An Ordinance Amending the Vandalia Municipal Code at Title V Business Licenses and Regulations at Section 5.08.70 Number of Licenses. Motion carried. APPROVE OR REJECT PAY Motion was made by Brosman and ESTIMATE NO. 6 FOR seconded by Hobler to Approve Pay PAYNE/WAGNER STREET Estimate No. 6 for Payne/Wagner PROJECT - $92,557.80: Street Project - $92,557.80. Motion carried. 2 APPROVE OR REJECT BIDS Motion was made by Brosman and FOR NEW 75HP VFD PUMP AT seconded by Hobler to approve the RANDOLPH PUMP STATION: bid submitted by C and C Pumps and Supply in the amount of $7,457.50 for new 75HP pump at Randolph pump station. Motion carried. APPROVE OR REJECT Motion was made by Brosman and APPOINTMENT OF DANA seconded by Hobler to appoint Dana WHITEMAN TO VANDALIA Whiteman to Vandalia Tourism TOURISM COMMISSION: Commission. Motion carried. RESOLUTION 2023-01-16-B: Motion was made by Hobler and A COUNCIL RESOLUTION OF seconded by Brosman to approve SUPPORT AND COMMITMENT Resolution No. 2023-01-16-B: A OF LOCAL FUNDS – CDBG Council Resolution of Support and GRANT: Commitment of Local Funds. Roll call: Lester, yea; Lewey, yea; Stunkel, yea; Hobler, yea; Rebbe, yea; Brosman, yea. Hubler and Barker were absent. Motion carried. APPROVE OR REJECT BIDS Motion was made by Stunkel and FOR REPLACEMENT OF seconded by Lester to accept bid ROOFTOP HVAC UNIT AT submitted by Culbertson Heating and CITY HALL (ABOVE COUNCIL Cooling, Inc., in the amount of CHAMBER AREA): $10,370.00. Motion carried. APPROVE OR REJECT BID Motion was made by Hobler and FOR A SQUAD CAR: seconded by Stunkel to accept bid submitted by Hosick Motors, Inc., in the amount of $36,394.00 for a new squad car. Motion carried. UNFINISHED BUSINESS: Lee Beckman of Milano and Grunloh provided an update on the ongoing/upcoming City projects. Randolph Street upgrades - survey has been completed. Possibly ready to be advertised for construction 2nd/3rd quarter. Main Street Lift Station – will be advertised next week. Lake Dam – Beckman will follow up with Jackson Summers regarding Summers’ proposals. 3 MAYOR’S REPORT: Gottman reported the Cemetery building has been demolished. The concrete footings are in. Last week he was in Springfield representing the City of Vandalia and met with some of the Executive branch of the State of Illinois. Cricket Wireless will be opening a store at the retail center. Big River Motor Sports has opened and is located at the John Deere building. CITY CLERK’S REPORT: Clerk Huhn reported there will be a computer software upgrade on January 17, 18 and 19. City Hall will be closed for lunch on the 18th and 19th from 12 Noon until 1:15 p.m. CITY ADMINISTRATOR’S Nothing to report. REPORT: SAFETY CODE OFFICIAL: Report provided in packet. STANDING COMMITTEES Brosman reported that he had 3 REPORTS: requests for water adjustments. Water and Sewer committee met on Wednesday, January 11, 2023. RMA denied the claim submitted by the Klein’s. Kelly Klein will be reaching out to RMA on Tuesday. The Klein’s have not received a response from the hospital. Klein asked the status of an Ordinance that was discussed at the Water and Sewer Committee meeting. Gottman replied that this process will take approximately 3 to 4 weeks. Hobler reported that a Public Safety meeting was held. Huhn and Paslay are looking into placing a survey on the water bills for consensus of what the citizens of Vandalia prefer regarding allowing golf carts, side by sides and motorized vehicles in the City of Vandalia. 4 ANNOUNCEMENTS AND Mr. Robert Short addressed the CONCERNS: Council about requiring septic system inspections every 12 months at the Lake. He stated he had his inspected for 12+ years and has never found anything wrong with it. It has cost him over $800.00. He would like to see the Ordinance changed or removed. He also stated there is a clause in the Ordinance that states if the payment is late, then the City can assess a $200.00 daily fine. Mr. Short was informed that septic tank inspections are required by the IEPA. Mr. Short stated he doesn’t think he is going to have his septic system inspected any longer, and Connor replied “that will cost you (Mr. Short) $200.00 a day.” Mr. Short was advised to pay the septic inspection fee. Connor said all Lake subdivision Lessees are required to have the inspection.
