City Council Regular Meeting September 5, 2023 6:30 p.m. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all that were present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 6:30 pm. ROLL CALL: Aldermen Brosman, Hubler, Bowen, Hobler, Lester, Lewey, Stunkel and Barker were present. MOMENT OF SILENCE: A moment of silence was held for Olivia Blain, daughter of Jessica Blain, Librarian at Evans Public Library. APPROVAL OF CITY COUNCIL Motion was made by Stunkel and MEETING MINUTES DATED seconded by Hobler to approve City AUGUST 21, 2023: Council meeting minutes dated August 21, 2023. Motion carried. TREASURER’S REPORT: Treasurer’s report for period ending August 31, 2023 was reviewed. No action taken. REGULAR BILLS: Motion was made by Stunkel and seconded by Barker to approve the regular bills as submitted. Motion carried. SPECIAL BILLS: Motion was made by Stunkel and seconded by Hobler to approve the special bills as presented: Land of Lincoln Credit Union in the amount of $7,000.00 for sewer vac; General Contractors, Inc., in the amount of $6,990.84 for supplies; Ameren Illinois in the amount of $2,299.97 for electric bill; Van Dyke Metal Culverts in the amount of $18,073.80 for culverts; Dust and Son Auto 1  Supplies in the amount of $3,900.00 for auto supplies; Hecht Chevrolet in the amount of $48,273.00 for new fire truck; Brenntag Mid-South, Inc., in the amount of $19,795.60 for supplies; Hach Company in the amount of $2,058.00 for supplies; Hawkins, Inc., in the amount of $1,787.00 for supplies; Municipal Equipment Company in the amount of $3,069.00 for maintenance; Vandevanter Engineers, Inc., in the amount of $5,408.05 for repair fees. ACCEPTANCE OF PERSONNEL Motion was made by Hobler and COMMITTEE MEETING seconded by Lewey to accept the MINUTES FROM AUGUST 16, Personnel Committee meeting minutes 2023: dated August 16, 2023. Motion carried. TRANSFER OF LAKE LOT Motion was made by Stunkel and #154 FROM DAVID AND seconded by Hobler to authorize MARCI BARTH, VANDALIA, transfer of Lake Lot #154 from David ILLINOIS, TO ROB AND and Marci Barth, Vandalia, Illinois, VICKY BLACKERBY, to Rob and Vicky Blackerby, VANDALIA, ILLINOIS: Vandalia, Illinois. Motion carried. RESOLUTION 2023-9-5-A: A Motion was made by Barker and RESOLUTION AUTHORIZING seconded by Brosman to approve EXECUTION OF AN Resolution 2023-9-5-A: A Resolution EMPLOYMENT CONTRACT Authorizing Execution of an BETWEEN THE CITY OF Employment Contract Between the City VANDALIA AND JAMES of Vandalia and James Jackson. RESOLUTION 2023-9-5-B: A Paslay stated this contract was RESOLUTION APPROVING A amending the contract that was PREVENTATIVE MAINTENANCE approved at last meeting. Upon AGREEMENT BETWEEN THE further inspection of the original CITY OF VANDALIA, contract, it was realized that one ILLINOIS, AND LUBY of the generators listed was no EQUIPMENT SERVICES: longer owned by the City. Motion was made by Brosman and seconded by 2  Barker to approve Resolution 2023-9- 5-B: A Resolution Approving a Preventative Maintenance Agreement Between the City of Vandalia, Illinois, and Luby Equipment Services. APPROVE OR REJECT OFFER Motion was made by Brosman and FOR LOT AT 1319 WEST seconded by Bowen to approve the bid RANDOLPH STREET: submitted by Carla Hassebrock in the amount of $100.00 for the purchase of property located at 1319 W. Randolph Street. Motion carried. RESOLUTION 2023-9-5-C: A Motion was made by Hobler and RESOLUTION AUTHORIZING seconded by Lewey to approve AN INTERGOVERNMENTAL Resolution 2023-9-5-C: A Resolution AGREEMENT FOR Authorizing an Intergovernmental PARTICIPATION IN THE Agreement for Participation in the MUTUAL AID BOX ALARM Mutual Aid Box Alarm System (MABAS SYSTEM (MABAS MASTER Master Agreement 2022). AGREEMENT 2022): Roll call: Barker, yea; Lester, yea; Hubler, yea; Stunkel, yea; Hobler, yea; Bowen, yea; Brosman, yea; Lewey, yea. Motion carried. AUTHORIZATION TO Motion was made by Hobler and PURCHASE A 2023 SQUAD seconded by Barker to give Ray CAR: authorization to purchase a 2023 squad car. Motion carried. DISCUSSION OF LAKE Discussion was held regarding VANDALIA DAM: repairs of the Dam at the Lake. Additional repairs will need to be done at an estimated $2,675.00. Lee Beckman estimated an additional $10,000 to $15,000 to do some fill- in. Motion was made by Stunkel and seconded by Barker to approve the additional repair work. 3 UNFINISHED BUSINESS: Lee Beckman will be at the next Council meeting to review the status of pending/ongoing City projects. MAYOR’S REPORT: OSLAD grant deadline has been extended to September 15. Gottman has added kayak dock launching to the grant. Paslay will put together a letter for Council to sign in support of this grant. Gottman reported that the Tedrick home behind Washington School has been turned over to the City. Kopp will be getting an estimate for demolition. The Anthony Lach property has been signed over to the City. In two weeks, IML conference will be held in Chicago. CITY ATTORNEY’S REPORT: No report. CITY CLERK’S REPORT: Nothing to report. CITY ADMINISTRATOR’S Paslay reported that Festival of REPORT: Trees has tables available. Vendor applications for OTC will go out at the end of this week. Farmer’s Market will be held on September 9. Southwest Electric Cooperative will hold their annual meeting that morning on the State House lawn. A new event next year is the solar eclipse which will be on April 8, 2024. Paslay’s plan is to have vendors, music, food trucks, etc. SAFETY CODE OFFICIAL’S Report provided in previous meeting REPORT: packet. STANDING COMMITTEE Barker reported the City started REPORTS: oiling roads and alleyways. Stunkel said a Lake committee meeting was held prior to the Council meeting. He asked about the status of Lake lot #139 which was revoked. Paslay reported Connor has been in touch with the current owners. She noted that documentation will be signed no 4  later than September 30, 2023. Workman will check with the Dam repair crew on the status. Hubler stated he attended the annual bike show at Cages and it was a great success. ANNOUNCEMENTS AND Hobler asked if the park or Habitat CONCERNS: for Humanity would be interested in any of the properties that the City is obtaining. Gottman said once the properties have gone through the legal process, those options will be reviewed. Paslay will email a list of surplus properties to the Aldermen. Scott Jenkins introduced himself to the Council. Gottman stated that there is active litigation between Mr. Jenkins and the City. Jenkins stated 80 City documents have been kept from the citizens of Vandalia. He stated this is a Class 3 felony. He discovered these documents because they were sent to him in error. He is willing to turn these over to the City. Jenkins stated that he is willing to talk about this to anybody who will listen. He said he is here to try to get a fair chance. He stated for whatever reason, that has been denied him at all costs. Gottman asked what property was this relating to. Jenkins states this is in relation to the Twisters property. He said these are very important documents that the citizens of Vandalia had every right to see and instead, they were impounded. He said he is going to make sure this is brought to the public’s attention somehow. 5 ADJOURNMENT: Motion was made by Hubler and seconded by Lester to adjourn the meeting.
