Unapproved Minutes Council Special Budget Session August 15, 2017 Tuesday 5:30 p.m. The special budget session of the City Council, City of Vermillion, South Dakota was called to order on Tuesday, August 15, 2017 at 5:30 p.m. at the City Hall large conference room. 1. Roll Call Present: Collier-Wise, Erickson, Holland, Humphrey, Price, Sorensen, Ward, Mayor Powell Absent: Meins 2. Pledge of Allegiance 3. Adoption of Agenda 257-17 Alderman Price moved to amend the agenda by moving Outside Organization Requests continued from August 10th to first on the agenda and to add an executive session for personnel matters before adjourn. Alderman Ward seconded the motion. Motion carried 8 to 0. Mayor Powell declared the motion adopted. 4. Budget Workshop Outside Organizations request continued from August 10, 2017 Mayor Powell requested that the Labor and Finance Committee review and report on a policy to address funding for outside agency requests. Discussion followed on funding options for outside agencies requests. Alderman Holland provided a handout that summarized the percentage of the budget provided to outside agencies over the last ten years. Alderman Sorensen proposed adjustments to outside agency requests. Discussion followed on the funding options for the outside agency requests. 258-17 Alderman Price moved to include in the 2018 budget the funding of outside agencies at the levels included in the proposed budget and request the Labor and Finance Committee study and report on a policy to address funding for outside agencies in the future. Alderman Collier-Wise seconded the motion. Discussion followed noting that the report could include additional funding for agencies that would 1 require a revision to the 2018 budget. Motion carried 8 to 0. Mayor Powell declared the motion adopted. The Council continued the review of the 2018 proposed budget and 2017 revised budget by reviewing the following sections of the budget with the City Manager and Department Heads: Maintenance and Transportation: Service Center, Mechanic’s Garage, Street Department, Snow Removal, Sweeping and Mowing, Carpentry; Policy and Administration: Code Compliance; Human Development & Leisure: Parks & Forestry, Recreation, Prentis Plunge Pool, National Guard Armory & Community Center, Mosquito Control; Special Funds: Parks Capital Improvement Fund; Enterprise Funds: Bluffs Clubhouse, Bluffs Maintenance; Capital Projects Fund: Prentis Park; Enterprise Funds: Liquor Store; Special Funds: 2nd Penny Sales Tax, Business Improvement District #1; Debt Service Funds, Special Assessments, TIF District #5, TIF District #6, City Hall Debt Service, Prentis Park Debt Service; Internal Service Funds: Unemployment, Copy/Fax/Postage, Custodial; Maintenance & Transportation: City Hall Maintenance; Policy Administration: General Government, Finance. Discussion followed on the Downtown Improvement Project and if the City wanted to commit funding to see if it will move forward. Discussion followed with John Prescott suggesting reserving $1 million of second penny sales tax funds for this project. Discussion followed with the consensus of the City Council that Administrative Staff prepare a resolution for City Council consideration at first reading of the budget ordinance to reserve $1 million of second penny sales tax funds for the downtown improvement project. 5. Executive Session – Personnel matters 259-17 Alderman Price moved to go into executive session for personnel matters at 9:20 p.m. Alderman Collier-Wise seconded the motion. Motion carried 8 to 0. Mayor Powell declared the City Council in executive session. Mayor Powell declared the City Council out of executive session at 9:30 p.m. Mayor Powell reported that the consensus of the City Council was to include a salary adjustment for the City Manager and Finance Officer of 1.75% in addition to the 2.25% cost of living adjustment in the 2018 budget. Mayor Powell wanted to thank the Council members for time commitment for the budget hearings. 2 6. Adjourn 260-17 Alderman Ward moved to adjourn the Council Meeting at 9:33 p.m. Alderman Sorensen seconded the motion. Motion carried 8 to 0. Mayor Powell declared the motion adopted.
