Unapproved Minutes Council Special Session July 13, 2022 Wednesday 12:00 noon The special session of the City Council, City of Vermillion, South Dakota was held on Wednesday, July 13, 2022 at 12:00 noon at the John “Jack” Powell Conference Room. 1. Roll Call Present: Hellwege, Humphrey, Jennewein, Letellier, Price (Teleconference), Ward, Mayor Cole Absent: Holland, Murra (Arrived 12:11 p.m.) 2. Adoption of Agenda 224-22 Council Member Hellwege moved approval of the agenda. Council Member Humphrey seconded the motion. Motion carried 7 to 0. Mayor Cole declared the motion adopted. 3. Visitors to be Heard - None 4. Discussion of City Attorney Hiring Process Mayor Jon Cole wanted to get a hiring process in place to have a consistent process for hiring. Mayor Cole proposed to form a hiring committee to do interviews for City Attorney. Jon noted that it would consist of three Council Members, City Manager, and a neutral party attorney that does not have interest in the job. Ward asked why there needs to be an attorney on the hiring committee. Mayor Cole stated that this is to have someone on the committee that has a background in law and has the mindset of a lawyer. Lettelier stated that he likes the lawyer idea because he does not have a technical or legal background. Lettelier noted that someone that would sound good for the Council might not sound good to someone that has a background in law. Council Member Murra arrived at 12:11 p.m. 1 Council Member Hellwege proposed having an Executive Session with the Council, City Manager, and a consultant to decide how to proceed with the interviews. Discussion followed on having a committee. Council Member Price stated that, if the Council is making a decision on hiring the City Attorney, it would be beneficial for everyone on the Council to attend the interviews. Price stated that after the interviews the subcommittee could call references. 225-22 Council Member Murra made a motion to form a subcommittee consisting of Council Member Lettelier, Neil Fulton, Dean of the USD Law School, and John Prescott, City Manager. Council Member Ward seconded the motion. Motion carried 8 to 0. Mayor Cole declared the motion adopted. 5. Adjourn 226-22 Council Member Ward moved to adjourn the Council special session at 12:34 p.m. Council Member Price seconded the motion. Motion carried 8 to 0. Mayor Cole declared the motion adopted.
