JULY 20, 2026 CITY COUNCIL MEETING SUMMARY: A Special Daily Malt Beverage and Wine License for the Clay County Fair Board on Wednesday, August 12 to Saturday, August 15, 2026 at the Clay County Fairgrounds was approved. Ribs, Rods, and Rock ‘N Roll had two items approved for their annual event on Friday, September 11 and Saturday, September 12, 2026. The first item was a special permit to exceed noise levels from 12:00 p.m. to 11:45 p.m. for a street dance on both nights. The second item was a Special Daily Malt Beverage and Wine License for both days of the events with the size of the area adjusted for the different events taking place. The street closing request is an item on the August 3, 2026 agenda. A special permit to exceed permissible noise levels for a LifeLight concert on or about September 19, 2026 from 10:00 a.m. to 10:00 p.m. close to the Prentis Park Bandshell was approved. The actual event will be held from 7:00 p.m. to 9:00 p.m. The first reading of proposed Ordinance 1563 to add the Munger Ridge Planned Development District into the City’s Code of Ordinances was heard. The City Council voted to advance the item forward for a second reading to be held on August 3, 2026. A Letter of Commitment to participate in the Clay County Hazard Mitigation Plan was approved. A resolution authorizing the purchase of up to 14,400 landfill bale bags at $5.61 per bag was approved. The second readings of Ordinance 1559 to add a new definition for the term “Fuel Dispensing Mixed-Use Building” and of Ordinance 1560 to add the new use of “Fuel Dispensing Mixed-Use Building” and the new applicable standards for the new use were approved. The use is a conditional use in the General Business District. A resolution approving the Project Plan for Tax Increment Financing District #13 was approved. The TIF #13 boundaries are Lot 21, Replat of Parts of Lots 1 and 4, Block 1, Johnson’s Addition. The project involves the creation of 56 apartment units located at the southwest corner of Elm Street and Alumni Street. A street closure request to temporarily remove parking on portions of N. Dakota Street and to close Rose Street from the front edge of parking lots south of Coyote Village north to the SCSC from 2:00 a.m. to 6:00 p.m. on August 29, September 12, October 3, October 10, October 24, November 14, November 28, December 5, December 11, December 12, and December 19, 2026 for USD Coyote football games and playoff games was approved. A resolution authorizing the purchase of a Stryker Powerload and Stryker Power Pro 2 stretcher for a new ambulance in the amount of $66,877.65 from Stryker Sales LLC. of Chicago, IL for the Fire/EMS Department was approved. A resolution authorizing the purchase of a new Hustler Super Z 72” RD 35 HP mower in the amount of $16,461.45 from Vermillion Ace Hardware of Vermillion, SD for the Parks and Recreation Department was approved. An agreement with Geotek Engineering for materials testing and observation services for the new Light & Power Building in the amount of $37,325 was approved. An agreement with Banner Associates for staking services for the new Light & Power Building in the amount of $34,380 was also approved. The building will be constructed at 112 Shriner Street. Doug Kronaizl was appointed to complete a term expiring in 2027 on the City’s Planning and Zoning Commission. City Manager’s Report: BID Board #1 will meet at 3:00 p.m. on Monday, July 27th in the Powell Conference room. Planning & Zoning meets at 5:30 p.m. on Monday, July 27th in the Powell Conference room. The City Council has a special meeting at 5:30 p.m. on Thursday, July 30th for a City Council orientation session led by USD Professor Dr. Matt Fairholm. The mausoleums at the Bluff View Cemetery have been nominated for inclusion on the National Register of Historic Places. The State Historical Society Board of Trustees will be considering the nomination on Friday, September 11, 2026. Comments on the nomination will be accepted by the City through Friday, August 21, 2026. Raffle notification: The Eagles will be selling 50/50 raffle tickets from August 17, 2026 to January 24, 2027 for $5.00 each. Drawings will take place on October 18, 2026, December 6, 2026, and January 24, 2027. The estimated prize range is $200 to $1,000. Half of the proceeds will go to charities while the other half will go the winner.
