CITY OF VERONA MINUTES FINANCE COMMITTEE AUGUST 12, 2013 VERONA CITY HALL 1. The meeting was called to order by Mac McGilvray at 6:00 p.m. 2 Roll Call: Elizabeth Doyle, Scott Manley, Mac McGilvray. Also present: Jon Hochkammer, Mayor; Bill Burns, City Administrator; Joe Giver, Fire Chief; Bryan Kleinmaier, City Attorney. 3. Approval of the 7/22/2013 Finance Committee Minutes: Motion by McGilvray, seconded by Doyle, to approve the 7/22/2013 Finance Committee Minutes. Motion carried 3-0. 4. Payment of Bills: Motion by Manley, seconded by Doyle, to approve the payment of bills in the amount of $3,240,400.16. Motion carried 3-0. 5. Out-of-Office Checks: Motion by McGilvray, seconded by Manley, to approve the payment of out-of-office checks in the amount of $1,873,809.99. Motion carried 3-0. 6. Resolution R-13-031 Approving the Commitment and Assignment of Fund Balances: Mr. Burns presented a resolution that would approve the commitment of fund balance to allow for the accounting of the City Fire Department as a special revenue fund. Motion by McGilvray, seconded by Doyle, to recommend that the Common Council approve resolution R-13-031. Motion carried 3-0. 7. Establishing and Authorizing the Filling of Positions for a City Fire Department: Mr. Burns provided a summary of the Fire Chief’s recommendation to establish five full-time subordinate positions for the City Fire Department and up to 40 part-time paid-on-call and 30 part-time paid-on-premise positions. Chief Giver explained that he would like to hire a full-time Deputy Chief and up to three full-time Lieutenants if there is funding for 24-hour shifts, and a full-time Firefighter. If there are not enough funds for 24-hour shifts his intent is to fill two full-time Lieutenant positions and two full-time Firefighter positions. The requested maximum initial compensation and projected 2014 costs are listed in the materials in the committee packet. Motion by McGilvary, seconded by Manley, to recommend that the Common Council establish and authorize the filling of positions for a City Fire Department as requested by Chief Giver. Motion carried 3-0. 8. Authorizing the Utilization of Funds for Fire Department Recruitment Costs: Chief Giver provided an explanation of the proposed recruitment and testing costs for the filling of positions for the City Fire Department. Upon further discussion, he is not recommending using a written test. The total projected cost is $4,555. Of this amount, $325 is for advertising and $4,230 is for medical and psychological testing as well as background check expenses. Mr. Burns recommended the allocation of funds from the Administration – Professional Services line item to cover this cost. That line item includes $20,000 for a fire consolidation/collaboration study. Based on proposal received, it is estimated that the City’s share of a study would be approximately $14,000 which would allow for the allocation of funds to be utilized for the recruitment process. It is also possible that a study would not be conducted until 2014. Motion by Manley, seconded by McGilvray, to recommend that the Common Council authorize the utilization of funds for Fire Department recruitment costs as requested by Chief Giver. Motion carried 3-0. 9. Adjournment: Motion by McGilvary, seconded by Manley, to adjourn the Finance Committee Meeting at 6:16 p.m. Motion carried 3-0.
