FINANCE COMMITTEE
MARCH 10, 2014

1. The meeting was called to order by William “Mac” McGilvray at 6:17 p.m.
2 Roll Call: Elizabeth Doyle, William “Mac” McGilvray, Scott Manley. Also present: Bill
Burns, City Administrator.
3. Approval of the 2/24/2014 Finance Committee Minutes: Motion by McGilvray, seconded
by Manley, to approve the 2/24/2014 Finance Committee minutes. Motion carried 3-0.
4. Payment of Bills: Motion by McGilvray, seconded by Doyle, to approve the payment of
bills in the amount of $433,753.60. Motion carried 3-0.
5. Out-of-Office Checks: Motion by McGilvray, seconded by Manley, to approve the payment
of out-of-office checks in the amount of $6,376,583.65. Motion carried 3-0.
6. Claim of Excessive Assessment for Property Owned by Apex Hawthorne Hills, LLC and
Apex Hometown Grove, LLC for the 2013 Tax Year: Motion by Manley, seconded by
McGilvray, to deny the claim for excessive and unlawful assessment for Apex Hawthorne
Hills, LLC and Apex Hometown Grove, LLC for the 2013 Tax Year. Motion carried 3-0. It
was noted that the clamant failed to appear at the 2013 Board of Review to object to the
assessments.
7. Update on the Potential Redesign of the City Website: Mr. Burns provided an update on the
proposed redesign of the City website. Staff has been gathering additional information on
options and has met with the resident who spoke on this topic at a Common Council
meeting. Staff have also contacted communities using CivicPlus and open source platforms
including a discussion with the City of Madison web manager. There are three primary
decisions for the City: whether to update the City’s site using its current provider or to
conduct a full redesign, whether to use an open source platform or a vendor based platform,
and whether to conduct a request for proposal process or present two to three options with a
recommendation. The consensus of the committee was that staff should present two to three
options and make a recommendation on the preferred approach.
8. Update on a Joint Request for Proposal for a Multi-Community Compensation Survey: Mr.
Burns reported that several Dane County municipalities are working together on a joint
Request-For-Proposal (RFP) for a compensation survey. The intent is to obtain competitive
pricing on a survey that would include both private and public sector market data on
benchmark positions that could be used for the 2015 budget process. The joint RFP also
asks for quotes to provide additional optional services including the development of a formal
pay plan. Responses are due in late March and it is anticipated that this item will come back
to the Finance Committee and Council for consideration in April. The communities
involved in the joint RFP are: McFarland, Middleton, Monona, Sun Prairie, Stoughton, and
Verona.
9. Adjournment: Motion by McGilvray, seconded by Manley, to adjourn the Finance
Committee Meeting at 6:50 p.m. Motion carried 3-0.
