CITY OF VERONA MINUTES FINANCE COMMITTEE MARCH 23, 2015 VERONA CITY HALL 1. The meeting was called to order by William “Mac” McGilvray at 6:37 p.m. 2 Roll Call: Elizabeth Doyle, Jack Linder, William “Mac” McGilvray. Absent (excused): Jack Linder. Also present: Jon Hochkammer, Mayor; Bill Burns, City Administrator. 3. Approval of the 3/9/2015 Finance Committee Minutes: Motion by McGilvray, seconded by Doyle, to approve the 3/9/2015 Finance Committee minutes. Motion carried 2-0. 4. Payment of Bills: Motion by Doyle, seconded by McGilvray, to approve the payment of bills in the amount of $1,171,397.21. Motion carried 2-0. 5. Claim of Excessive Assessment for Property owned by Apex Hawthorne Hills, LLC and Apex Hometown Grove, LLC for the 2014 Tax Year: Mr. Burns stated that as part of a settlement agreement approved in 2014 the City agreed to a 2014 valuation on several parcels owned by Apex. Since the assessment roll was completed at the time of the settlement, the property owner needed to pay the 2014 taxes and file a claim of excessive assessment seeking a refund of taxes based on the value agreed upon in the settlement. The recommendation is to approve the claim. Motion by McGilvray, seconded by Doyle, to recommend that the Council approve the claim of excessive assessment from Apex Hawthorne Hills, LLC and Apex Hometown Grove, LLC for the 2014 tax year and to refund the amount due under the claim once the 2014 taxes are paid in full. Motion carried 2-0. 6. Claim of Excessive Assessment for Property owned by Walgreens for the 2014 Tax Year: Mr. Burns explained that Walgreens has filed a claim asserting that the assessment of the property of $2,794,000 is too high and that the fair market value of the property should be no more than $2,000,000. The recommendation from the attorney representing the City is to deny the claim. Motion by McGilvray, seconded by Doyle, to recommend that Council deny the claim of excessive assessment for Walgreens for the 2014 tax year. Motion carried 2-0. 7. Claim of Excessive Assessment for Property owned by Blain’s Farm and Fleet for the 2014 Tax Year: Mr. Burns explained that Enterprise Drive, LLC (Blain’s Farm and Fleet) has filed a claim asserting that the assessment of the property of $7,383,200 is too high and that the fair market value of the property should be no more than $5,000,000. The recommendation from the attorney representing the City is to deny the claim noting that since the owner did not appear before the Board of Review they have not met the requirements to file a claim of excessive assessment. Motion by McGilvray, seconded by Doyle, to recommend that Council deny the claim of excessive assessment for Enterprise Drive, LLC (Blain’s Farm and Fleet) for the 2014 tax year. Motion carried 2-0. 8. Adjournment: Motion by McGilvray, seconded by Doyle, to adjourn the Finance Committee Meeting at 6:47 p.m. Motion carried 2-0.
