MINUTES
FINANCE COMMITTEE
FEBRUARY 13, 2023
The meeting was called to order by Chairperson Chad Kemp at 6:30 p.m.
Roll Call: Chairperson Chad Kemp, Alder Christine Posey and Alder Mara Helmke were
present.
Also present: City Administrator Adam Sayre, and Finance Director Brian Lamers.
Discussion and Possible Action regarding approval of January 23, 2023 Finance Committee
minutes: Motion was made by Posey, seconded by Helmke to approve the January 23, 2023
Finance Committee minutes with no changes noted. Motion carried 3-0.
Discussion and Possible Action regarding Resolution R23-005 Approving a Tax Increment
District 4 (TID) Affordable Housing Extension: Lamers stated there is $1,964,115 in the fund
and this would add an approximate $750,000. Motion was made by Kemp, seconded by Helmke
to recommend approval of Resolution R23-005 Approving a Tax Increment 4 Affordable
Housing Extension. Motion carried 3-0.
Discussion and Possible Action regarding the Amendment to Agreement between All City
Management Services, Inc. for providing School Crossing Guard Services: Sayre stated that the
new agreement was for approximately $146,000, which was up about $50,000. He stated that
the city is looking into ways to reduce the cost such as taking it back in house, starting to talk to
the school regarding cost sharing, or reducing the amount of guards in certain less needed
crossings. He stated the city can get out of the agreement with a 2 month notice. A motion was
made by Kemp, seconded by Helmke to recommend to the Council the approval of the
agreement between All City Management Services, Inc. for providing School Crossing Guard
Services. Motion carried 3-0.
Discussion and Possible Action regarding the Proposals from WTI General Services for
Preventative Maintenance on City Facilities for Roofing and Windows: Sayre stated these are
agreements to provide preventative maintenance at the City building, Library, Fire Station and
Public Works roofing. The intend is to hopefully keep up the maintenance to extend the life of
the roofing. A motion was made by Kemp, seconded by Helmke to recommend to the Council
the approval of the proposals from WTI General Services for preventative maintenance on city
facilities for roofing and windows. Motion carried 3-0.

Discussion and Possible Action regarding the payment of bills: Motion was made by Kemp,
seconded by Helmke to approve the payment of bills totaling $1,755,101.57. Motion carried 3-0.
Adjournment: Motion was made by Helmke, seconded by Posey to adjourn the Finance
Committee Meeting at 6:49 p.m. Motion carried 3-0.
