MINUTES
FINANCE COMMITTEE
MARCH 11, 2024
The meeting was called to order by Chairperson Chad Kemp at 6:30 p.m.
Roll Call: Chairperson Chad Kemp, Alder Christine Posey and Alder Mara Helmke were
present.
Also present: Mayor Luke Diaz, City Administrator Jamie Aulik, Finance Director Brian Lamers
and Police Chief Dave Dresser
Discussion and Possible Action regarding approval of February 26, 2024 Finance Committee
minutes: Motion was made by Kemp, seconded by Posey to approve the February 26, 2024
Finance Committee minutes with no changes noted. Motion carried 3-0.
Discussion and Possible Action regarding Compensation for the Police Officers: Chief Dresser
referred to the letter that was in the packet of the different proposals. He stated that he has lost 3
Officers for various reasons and can’t afford to lose anymore else. Dresser explained about some
of the surrounding agencies offering retention bonuses. Dresser stated there would be savings
from vacancies. Dresser stated that Dane County offers up to 1800 hours of sick leave to be
transferred and he is requesting 1 week if less than 5 years and a max of 2 weeks for over 5 years
of experience. Dresser said that he would not want the recruitment bonus if the retention bonus
was not approved. Helmke asked if this was just for 2024 and it was discussed that it was since
next year is a negotiating year and the wages will get addressed at that time. After further
discussion the Committee asked for the details to presented at the next Finance Committee
meeting. No action taken at this time.
Discussion and Possible Action regarding the City Investment Report-February 2024: Lamers
stated that there was a significant decrease due to the February payment to other taxing entities
for January tax bill collections.
Discussion and Possible Action regarding the Revenue and Expenditure Summary Report-May
2023: Lamers stated there is nothing to be concerned about at this time and it is early in the year
to determine anything yet.
Discussion and Possible Action regarding the payment of bills: Motion was made by Kemp,
seconded by Posey to approve the payment of bills totaling $653,795.55. Motion carried 3-0.

Adjournment: Motion was made by Kemp, seconded by Posey to adjourn the Finance
Committee Meeting at 6:56 p.m. Motion carried 3-0.
