PARK, RECREATION & FORESTRY COMMISSION
WEDNESDAY, MAY 18, 2016
1. The meeting was called to order by chairperson Jon Turke at 7:00 p.m.
2. Roll Call: Present: Jon Turke, Heather Reekie, Paul Schmidt, Brad Stiner. Excused: Mark
Giesfeldt. Also present: Dave Walker, Parks Director; Casey Dudley, Recreation Director, Jon
Hochkammer, Mayor.
3. Moved by Schmidt, seconded by Reekie, to approve the minutes of the April 20, 2016 meeting
of the Park, Recreation, and Forestry Commission. Motion carried 4-0.
4. The Commission reviewed the Preliminary Plat for Kettle Creek North. The Plat consisted of
176 single family lots and included two park areas totaling approximately 6.25 acres. The first
area was a 3.5 acre neighborhood park along Hemlock Dr and the second area was a 2.75 acre
wooded trail corridor running North-South through the middle of the plat. The proposed land
dedication would satisfy over 85% of the park requirement with the balance in fees totaling
approximately $60,000. After much debate it was decided that the wooded trail corridor would
be of limited benefit and a large neighborhood park area with additional street frontage would be
more desirable.
5. Moved by Schmidt, seconded by Reekie, to forego parkland dedication in Outlots 1 and 2 in
favor of additional acreage and street frontage in Outlot 3. Motion carried 4-0.
6. The Park Commission considered a Professional Services Agreement with MSA for Master
Planning improvements to Fireman’s Park. MSA would look at the existing layout and use of
the park and recommend potential improvements including better parking, a new bathhouse, a
splashpad, and better access to the water. MSA would prepare two concepts for discussion at the
August Park Commission meeting and develop a final plan based upon input received. The
planning would be completed on a time and material basis at a cost not to exceed $9,500.
7. Moved by Reekie, seconded by Turke, to approve a Professional Services Agreement with MSA
Professional Services for Master Planning at Fireman’s Park at a cost not to exceed $9,500.
Motion carried 4-0.
8. Moved by Schmidt, seconded by Reekie, to approve a special event request for a large cookout
by Infinity Martial Arts at Festival Park on August 21. Motion carried 4-0.
9. Moved by Reekie, seconded by Turke, to adjourn. Motion carried 4-0. Time 8:20 p.m.
