City of Verona Personnel Committee City Hall – 111 Lincoln Street Verona, WI 53593-1520 MINUTES PERSONNEL COMMITTEE MAY 8, 2017 VERONA CITY HALL 1. The meeting was called to order by Elizabeth Doyle at 5:30 p.m. 2. Roll Call: Elizabeth Doyle, Heather Reekie and Sarah Gaskell were present. Also present were Jon Hochkammer, Mayor; Jeff Mikorski, City Administrator; Bernie Coughlin, Police Chief; and Brian Lamers, Finance Director. 3. Approval of minutes from March 13, 2017. Motion by Reekie, seconded by Doyle. Motion carried 3- 0. 4. Discussion and Possible Action regarding review of employee compensation plan and possible adjustments for Police positions and City Clerk position. Chief Coughlin presented salary calculations that shows management positions in the Police Department management positions received 2.25% less in increases compared to the represented Police Officers over the last two years. In order to reduce salary compression, requested an adjustment for the positions of Chief, Lieutenant, and Sergeant of 2.25% of base salary. The total adjustment for 2017 would be approximately $13,500 (effective retroactive to January 1, 2017), a motion by Doyle to approve the adjustment was seconded by Reekie. Motion carried 3-0. Jeff Mikorski presented an adjustment to the position of City Clerk to be reclassified to Grade 15. Reviewing the scoring of the position during the compensation study, the City Administrator felt the study did not include the time and effort to supervise nearly 100 election inspector for each election. At least one election occurs each year, and each year the procedure and policies for elections becomes more complex. The Compensation Plan did not recognize any supervision except the one full-time Deputy Clerk position. The position scored 5 points short of grade 15 (established as grade 14). Taking into account the supervision of the election inspectors would have exceeded the 5 points needed to be included in grade 15. Grade transition will go into effect as the time other positions in the compensation study will be reviewed. A motion by Reekie was seconded by Doyle. Motion carried 3-0. 5. Discussion regarding update on new positions and employees. Jeff Mikorski presented the list of positions that were added to the budget in 2017 and updated the Personnel Committee on the positions that have been filled including: Community Engagement Librarian – Marissa Gehrke Senior Center Admin Assistant – Rita Martin Parks Maintenance Worker – Kjell Bakke Community Development Specialist – Katherine Holt Building Facility Maintenance – Simon Hesch 6. Discussion regarding City non-discrimination policies. From a request by Chair Doyle, City policies that include non-discrimination language was included in the packet for the Personnel Committee to review. Discussion included adding “gender identity” and “gender expression” to the classes that should not be discriminated in City Employee policies. A question arose if adding the classes would impact the City liability insurance or create a legal question. Jeff Mikorski was asked to get additional information from the City’s insurance carrier and the City Attorney. 7.
