City of Verona Personnel Committee City Hall – 111 Lincoln Street Verona, WI 53593-1520 MINUTES PERSONNEL COMMITTEE December 18, 2017 VERONA CITY HALL 1. The meeting was called to order by Elizabeth Doyle at 4:34 p.m. 2. Roll Call: Elizabeth Doyle, Sarah Gaskell and Heather Reekie were present. Also present were Jon Hochkammer, Mayor; Jeff Mikorski, City Administrator; and Bernie Coughlin, Police Chief. 3. Approval of minutes from November 13, 2017. Motion by Reekie, seconded by Doyle to approve minutes. Motion carried 3-0. 4. Discussion and Possible Action re: A Memorandum of Understanding between the City of Verona and the Wisconsin Professional Police Association (WPPA/LEER) regarding Probationary Period of Noncertified New Hires and Those Attending the Academy. Police Chief Coughlin provided information regarding the need for maintaining a full 18-month probationary period while officers are on their first shift training period after training at the Academy, if newly hired officer is not certified. Motion by Reekie, seconded by Gaskell to recommend to City Council an amendment to the Collective Bargaining Agreement to include the MOU to extend the probationary period for new hires until 18- months after completion of the State Academy. Motion carried 3-0. 5. Discussion and Possible Action re: A Memorandum of Understanding between the City of Verona and the Wisconsin Professional Police Association (WPPA/LEER) regarding incentive pay for Police School Liaison Officer. Police Chief Coughlin provided information regarding to possibility of the Verona Area School District to add an incentive to the Police School Liaison Officer (PSLO) assignment of up to $3.00 per hour worked. The City of Verona would not be required to add any compensation beyond the current assignment incentive. Motion by Doyle, seconded by Reekie to amend the Collective Bargaining Agreement to allow the Verona Area School District to add an incentive to the PSLO assignment of up to $3.00 per hour worked. Motion carried 3-0. 6. Discussion and Possible Action regarding Job Description and Classification for Public Works Construction Inspector/Project Supervisor. Mikorski presented the job description and compensation classification for the new position of Construction Inspector/Project Supervisor for the Public Works Department. Position will reduce the need to hire outside inspectors for capital improvement projects leading to financial savings in the future on those projects. Motion by Doyle, seconded by Gaskell to approve the job description for the Construction Inspector/Project Supervisor position at Grade 16 with a 2018 range of salary from $64,042 to $79,564. Motion carried 3-0. 7. Discussion and Possible Action re: Job Description for Senior Center Case Manager. Mikorski provided the job description and information regarding the Case Manager position for the Senior Center. This job description identifies the tasks and functions of the new Case Manager position. It was identified that the current Case Manager has taken on additional responsibilities beyond the Case Manager Job Description, and will be address in a modified job description in the coming months. Motion by Doyle, seconded by Reekie to approve the job description for the Senior Center Case Manager. Motion carries 3-0. 8. Discussion and Possible Action regarding City Administrative Policy No. 60 – Social Media Policy. Mikorski presented the Personnel Committee the social media policy at the November 13, 2017 meeting, at which time the Personnel Committee wanted a legal review of the policy. Bryan Kleinmaier reviewed the policy and required or advised no changes to be made. Personnel Committee requested to have the term “City” or “personal” before each reference to social media to clarify which social media accounts are being referred to in the policy. Motion by Doyle, seconded by Reekie to approve the Administrative Policy No. 60 - Social Media Policy, with the necessary clarifications of social media terms. Motion carried 3-0. 9. Discussion re City Administrative Policy No. 61: Electronic Device, E-mail, and Internet Policy. Mikorski presented the policy for initial review of the Personnel Committee only. A legal review is also currently in process. The initial review will allow additional time for the Personnel Committee to review the Policy before possible adoption. The need for a policy is to guide to use of City-supplied electronic devices and related equipment, networks, software, e-mail, messaging, and Internet access by employees and contracted employees. This ensures the City’s electronic resources are secure and reliable while enhancing the productivity, efficiency, and effectiveness of City operations. Not action was taken on this agenda item. 10. Discussion and possible action regarding the Performance Evaluation of the City Administrator. Personnel Committee reviewed the procedure for which the evaluation will be completed and set a date of January 3, 2018 for a follow-up Personnel Committee meeting to discuss evaluation. 8.
