City of Verona Personnel Committee City Hall – 111 Lincoln Street Verona, WI 53593-1520 MINUTES PERSONNEL COMMITTEE November 5, 2018 VERONA CITY HALL 1. The meeting was called to order by Sarah Gaskell at 6:00 p.m. 2. Roll Call: Alders Sarah Gaskell, Heather Reekie, and Charlotte Jerney were present. Also present: City Administrator, Jeff Mikorski, Finance Director Brian Lamers, and Public Works Director Theran Jacobson. 3. Approval of minutes from the August 20, 2018 Personnel Committee meeting. Motion by Jerney, seconded by Reekie to approve the minutes. Motion carried 3-0. 4. Discussion and possible action regarding an update on the compensation plan market study. Mikorski presented the Springsted update to the 2014 compensation study to the Personnel Committee. The study was commissioned to see if the City of Verona compensation plan was keeping up with the other cities around Dane County since the 2014 plan was implemented. The study revealed that the City of Verona increased employee wages by 8% between 2015 and 2018. The other survey participants increased their employee wages by 6.72%. The City of Verona adjusted the pay plan and employee wages at a higher rate that surrounding municipalities that participated in the survey, so no additional changes are necessary at this time. The study also suggested that the City should continue with the practice which will ensure that the plan is internally equitable and competitive with the market. No action was taken. 5. Discussion and possible action regarding a request for reclassification of Lead Mechanic Position. Theran Jacobson presented information regarding the change in job description for the position of Public Works Maintenance Worker to proposed Lead Mechanic, consistent with the positions of Building Facilities Manager and Water Operator. The position would be proposed to be moved from Grade 10 step 9 to Grade 11, step 6. Mikorski presented the compensation plan scoring of the position as Grade 10. A concern brought up was the need for all departments to review their employee job descriptions for reclassification. Motion by Jerney, seconded by Reekie, to reclassify the Public Works Maintenance position to the Lead Mechanic position at Grade 11, step 6 effective January 1, 2019. Motion carried 3-0. It was also identified that the City Administrator begin a process to provide all departments to review job descriptions for changes in duties of employees. Department heads can propose any job description that changes substantially can be reviewed for reclassification in April/May by Personnel Committee, leading into the 2020 budget process. This would be the only time within the year that reclassifications will be reviewed. 6. Discussion and possible action regarding request for new position of Library Assistant II for Youth Services. Based on a request by Library Director Stacey Burkhart, the new position increases the duties of the Library Assistant position by helping the plan, publicize, and carry out programming and outreach for youth and teens. Mikorski presented the compensation plan scoring of the position as Grade 6. It was proposed that three current Library Assistants would move to the Library Assistant II position, if approved. Motion by Gaskell, seconded by Jerney, to approve the new position of Library Assistant II for youth services with the condition that if any employees were moved from the Library Assistant positions, no employees would be back filled into the Library Assistant positions. Motion carried 3-0. 5. Discussion and possible action regarding the performance of City Employee. Motion by Gaskell, seconded by Reekie to convene in closed session as authorized by Section 19.85 (1)(c) of the Wisconsin Statutes – Personnel Matters. Roll call vote was unanimous. Closed session convened at 7:13 p.m. Motion by Reekie, seconded by Gaskell, to move back into open session at 8:37 pm. Motion carried 3-0. 6.
