PERSONNEL COMMITTEE
December 18, 2018
VERONA CITY HALL
1. The meeting was called to order by Sarah Gaskell at 5:04 p.m.
2. Roll Call: Alders Sarah Gaskell, Heather Reekie (arrived late), and Charlotte Jerney were present. Also present:
Mayor Luke Diaz, City Administrator, Jeff Mikorski, Finance Director Brian Lamers, and Police Chief Bernie
Coughlin, and Human Resource Coordinator Mitchell Weckerly.
3. Approval of minutes from the November 5, 2018 Personnel Committee meeting. Motion by Jerney, seconded
by Gaskell to approve the minutes. Motion carried 2-0.
4. Jeff Mikorski introduction Mitchell Weckerly to the Personnel Committee, as the City’s new Human Resource
Coordinator. The new Human Resource position will be the coordination point for Administration on tasks such
as health insurance, employee benefits, Workers Compensation, FMLA, revisions to employee files. Additionally,
the position will be responsible for establishing training opportunities for employees, establishing and maintaining
an employee handbook and supervisor handbook, reviewing and managing a city –wide performance evaluation
system, advising departments on discipline and accountability, reviewing and recommending policy changes, and
recommending new policies.
5. Discussion and possible action regarding a request for a Limited Term (LTE) Clerical staff positon in the Police
Department.
Chief Coughlin presented the history of vacancies in record clerks and is requesting a limited term employee
(LTE) to be hired while trying to fill the vacant full-time night records clerk position. Motion by Jerney, seconded
by Reekie to approve a limited term employee clerical position for a maximum of 1200 hours. Motion carried 3-0.
6. Discussion and possible action regarding employee education reimbursement per personnel policy section 3-15.
Mikorski presented a request by Becky Losby for reimbursement of education costs for semesters beginning in
summer of 2016. Motion by Gaskell, seconded by Jerney, to approve reimbursement of education costs per
section 3-15 for the quarter semesters completed in 2018 totaling $600.00 and pre-approve the reimbursement of
education costs during the spring quarter semesters in 2019 to be paid after providing evidence of satisfactory
completion. Total pre-approval is $300.00. Motion carried 3-0.
7. Discussion of existing policies within Section 3 of the Administrative Policy #4 - Personnel Policy.
City staff identified areas of the section 3 that the Personnel Committee may want to update or review, including
calculation of overtime, uniform and equipment reimbursement, holidays, and tuition reimbursement. Personnel
Committee would like to see draft changes on a number of areas in Section 3 of the Personnel Policy.
Administration will draft revisions of the sections for internal review and Personnel Committee review in the
coming month. No formal action was taken.
8. Discussion and possible action regarding the performance of City Employee. Motion by Gaskell, seconded by
Jerney, to convene in closed session as authorized by Section 19.85 (1)(c) of the Wisconsin Statutes – Personnel
Matters. Roll call vote was unanimous. Closed session convened at 6:40 p.m.
Motion by Reekie, seconded by Jerney, to move back into open session at 7:19 pm. Motion carried 3-0.
9. Adjournment: Motion by Reekie, seconded by Jerney to adjourn the meeting at 7:19 p.m. Motion carried 3-0.

the Wisconsin Statutes – Personnel Matters (Performance Evaluation). The Personnel Committee
may reconvene in open session to discuss and take action on the subject matter discussed in the
closed session.
