CITY OF VERONA PUBLIC SAFETY AND WELFARE COMMITTEE SEPTEMBER 24, 2018 VERONA CITY HALL MINUTES 1. Call to order: Heather Reekie called the meeting to order at 5:40 p.m. 2. Roll Call: Heather Reekie, Katie Kohl and Evan Touchett were present. Also present: Police Chief Bernie Coughlin, Sgt. Jesse Christensen, and City Clerk Ellen Clark. Jennifer den Daas, representing the Sugar Creek PTO, and Le Jordan, representing the Verona Area Chamber of Commerce, were also present. 3. Approval of Minutes: Motion by Touchett, seconded by Kohl, to approve the minutes from the August 27, 2018 Public Safety and Welfare Committee meeting. Motion carried 3-0. 4. Discussion and Possible Action Re: A Special Event Permit application from Rita Mortenson, Verona Area High School (VAHS), for the VAHS Homecoming Parade on Friday, October 12, 2018 from 4 p.m. – 5 p.m. The parade begins at the K Wing parking lot of the high school, travels south on CTH M, west on Verona Avenue, and north on Westlawn Avenue back to the high school parking lot. Motion by Touchett, seconded by Kohl, to approve a Special Event Permit for the VAHS Homecoming Parade on Friday, October 12, 2018 from 4 p.m.- 5 p.m. Motion carried 3-0. 5. Discussion and Possible Action Re: A Special Event Permit application from Jennifer den Daas, Sugar Creek PTO, for the Sugar Creek Fun Run on Saturday, October 6, 2018 from 9 a.m. – 11 a.m. The course for this event begins and ends at Sugar Creek Elementary School, with three police department positions staffed for traffic control. Approximately 300 people participate in this run. Motion by Touchett, seconded by Kohl, to approve a Special Event Permit for the Sugar Creek Fun Run on Saturday, October 6, 2018 from 9 a.m. – 11 a.m. Motion carried 3-0. 6. Discussion and Possible Action Re: A Special Event Permit application from Le Jordan, Verona Area Chamber of Commerce, for the Fall Festival on Friday, October 5, 2018 from 4 p.m. – 11 p.m. This is the second year for this event, which will be held at Festival Park. Pumpkin chucking, pumpkin painting, a family movie, food vendors, train rides, a petting zoo, a fire pit, an obstacle course and a small band are scheduled. Wine, beer and water will be served. A Temporary Class “B”/”Class B” Retailer’s License is required for this event. Motion by Touchett, seconded by Kohl, to recommend to the Common Council to approve a Special Event Permit for the Verona Area Chamber of Commerce Fall Festival on Friday, October 5, 2018 from 4 p.m. – 11 p.m. Motion carried 3-0. 7. Discussion and Possible Action Re: An application for a Temporary Class “B” Beer and “Class B” Wine Retailer’s License from the Verona Area Chamber of Commerce for the Fall Festival event on Friday, October 5, 2018 at Festival Park, 111 Lincoln Street, Le Jordan, Agent. The Temporary Retailer’s License will allow the Chamber to serve beer  and wine within the fenced area of the Fall Festival event at Festival Park. A licensed bartender will be on site at all times during the event. Motion by Touchett, seconded by Kohl, to recommend to the Common Council to approve a Temporary Class “B”/”Class B” Retailer’s License for the Verona Area Chamber of Commerce for the Fall Festival on Friday, October 5, 2018 at Festival Park, 111 Lincoln Street, Le Jordan, Agent, contingent upon completion of background checks by the Verona Police Department and a fence around the entire event space.
