Call to order: Heather Reekie called the meeting to order at 5:45 p.m. 2. Roll Call: Heather Reekie, Katie Kohl and Evan Touchett were present. Also present: Police Chief Bernie Coughlin, Sergeant Jesse Christensen, and City Clerk Ellen Clark. 3. Approval of Minutes: Motion by Kohl, seconded by Touchett, to approve the minutes from the June 24, 2019 Public Safety and Welfare Committee meeting. Motion carried 3-0. 4. Public Comment: None 5. Discussion and Possible Action Re: An application for a Class “B” Fermented Malt Beverage and “Class C” Wine Retailer’s License for Mr. Brew’s Taphouse Verona, LLC, d/b/a Mr. Brew’s Taphouse, 611 Hometown Circle, Suite 104, Ryan Swanson, Agent. Ryan Swanson is purchasing Mr. Brew’s Taphouse from the current owner, Danial Johnson, and has applied for a new license for the property. No physical changes have been made to the property, and this license is identical to the one currently held by Mr. Johnson. Motion by Reekie, seconded by Kohl, to approve a Class “B” Fermented Malt Beverage and “Class C” Wine Retailer’s License for Mr.Brew’s Taphouse Verona, LLC, d/b/a Mr. Brew’s Taphouse, 611 Hometown Circle, Suite 104, Ryan Swanson, Agent, contingent upon the surrender of the current license by Danial Johnson. Motion carried 3-0. 6. Discussion and Possible Action Re: A Special Event Permit application from Alexander Murray, Boys and Girls Club of Dane County, for the Bike for Boys and Girls Club bike race on Saturday, July 20, 2019 from 8 a.m. – 10 a.m. This is a fundraising event for the Boys and Girls Club of Dane County. This event has come through Verona for several years. A portion of the 50-mile bike ride route will be coming through Verona. Officers will be available at the intersection of Whalen Road and Main Street as a precaution. No road closures are necessary. Motion by Reekie, seconded by Kohl, to approve a Special Event Permit for the Bike for Boys and Girls bike race on Saturday, July 20, 2019 from 8 a.m. – 10 a.m., contingent upon payment of a $50 late application fee. Motion carried 3-0. 7. Discussion and Possible Action Re: A Memorandum of Understanding between Public Safety Cadets and the City of Verona regarding a program to educate and mentor youth. Sergeant Christensen explained that the Police Department used to be an Explorer Post group through the Boy Scouts of America under the Learning for Life umbrella. The Public Safety Cadets are essentially the same thing as Learning for Life, except that they are more narrowly focused on public safety organizations. The Public Safety Cadets program is nationwide, non-profit organization founded in 2018 to assist public safety agencies in mentoring young adults ages 14-21 to serve their communities. Compared to the fees currently being paid by the City to the Learning for Life program, the Public Safety Cadet program is much less expensive. Reekie asked how many hours a month this entails for the officers, and how the hours are covered fiscally.  Christensen replied the officers spend approximately two hours with the youth on Mondays. Coughlin stated this is part of the department’s community outreach. It allow the kids to get involved in something productive and meaningful, while having some experience with the job, so they know what is involved. Christensen stated they are also involved in community events like Adopt-A-Highway, help with posting No Parking signs, and do ride-alongs with the officers from time to time. They use a team oriented approach, and sometimes compete against other cadet groups. Motion by Reekie, seconded by Touchett, to recommend to the Common Council to approve a Memorandum of Understanding between Public Safety Cadets and the City of Verona to educate and mentor youth. Discussion and Possible Action Re: A Special Event Permit application from Ryan Richards for the World Triathlon Corporation’s Ironman Triathlon on Sunday, September 8, 2019 from 7:30 a.m. – 4:30 p.m. The Ironman event brings several thousand participants and spectators to the city. All police officers are assigned to this event to assist with traffic and road crossings. This is the 17th year for the event.
