Call to order: Heather Reekie called the meeting to order at 6:33 p.m. 2. Roll Call: Heather Reekie and Evan Touchett were present. Also present: Police Chief Bernie Coughlin, and City Clerk Ellen Clark. Katie Kohl was absent and excused. 3. Approval of Minutes: Motion by Touchett, seconded by Reekie, to approve the minutes from the September 9, 2019 Public Safety and Welfare Committee meeting. Motion carried 2-0. 4. Public Comment: There was no public comment. 5. Discussion and Possible Action Re: A Special Event Permit application from Michael O’Brien, Ice, Inc. for the Snow family fundraiser on Sunday, October 6, 2019 from 2 p.m. – 9 p.m. This fundraiser for the Lindsey Snow family will be held at the Verona Ice Arena at 451 E. Verona Avenue. Open skate, Packers game, tailgate food, face painting and other family activities are scheduled for this Celebration of Life. Motion by Reekie, seconded by Touchett, to approve a Special Event Permit from Michael O’Brien, Ice, Inc. for the Snow family fundraiser on Sunday, October 6, 2019 from 2 p.m. – 9 p.m., contingent upon receipt of a Certificate of Insurance listing the City of Verona as the Certificate Holder and background check by the Verona Police Department. Motion carried 2-0. 6. Discussion and Possible Action Re: An application for a Temporary Class “B” Beer and “Class B” Wine Retailer’s License from Ice, Inc. for the Snow family fundraiser on Sunday, October 6, 2019 at 451 E. Verona Avenue, from 3 p.m. – 8 p.m., Michael O’Brien, Agent. This Temporary Retailer’s License will allow beer to be served at the fundraiser. A licensed bartender will be at the bar at all times during the event, people will be ID’d and wristbands will be worn. Chief Coughlin suggested that the times for this license be extended to 2 p.m. – 9 p.m. to coincide with the times for the event itself. Motion by Touchett, seconded by Reekie, to recommend to the Common Council to approve a Temporary Class “B” Beer and “Class B” Wine Retailer’s License from Ice, Inc. for the Snow family fundraiser on Sunday, October 6, 2019 at 451 E. Discussion and Possible Action Re: Ordinance No. 19-949 amending Sections 7-1-3 and 7-1-18 of the Code of Ordinances, City of Verona, relating to licensing of dogs and number of dogs allowed The proposed Ordinance amendment would eliminate a kennel license requirement and amend the Ordinance to allow no more than three (3) dogs in a household. The current Ordinance allows no more than two (2) dogs in a household. The kennel license is recommended for elimination from this Section, as the City does not have any residential kennels, and commercial kennels are regulated through the Zoning Ordinance. The change in the number of dogs allowed will bring the Ordinance in line with past practice of issuing dog licenses, and clarify the number of dogs allowed for enforcement purposes. Motion should be: Recommend to the Common Council to approve Ordinance No. 19-949 amending Sections 7-1-3 and 7-1-18 of the Code of Ordinances, City of Verona, relating to licensing of dogs and number of dogs allowed  ORDINANCE NO. 19-949 AN ORDINANCE AMENDING SECTIONS 7-1-3 and 7-1-18 OF THE CODE OF ORDINANCES OF THE CITY OF VERONA The Common Council of the City of Verona, Dane County, State of Wisconsin, does hereby ordain as follows: 1. That Section 7-1-3 (b) is hereby amended to read as follows (language added/language deleted):repealed. Sec. 7-1-3 - Dog Licenses Required; Issuance of Dog Licenses. Formatted: Strikethrough (b) Kennel Licenses. Any person who keeps or operates a kennel may, instead of the license tax for each dog required by this Chapter, apply for a kennel license for the keeping or operating of the kennel. Such person shall pay for the license year a license tax per the City Fee Schedule, Title 3, Chapter 6. Upon payment of the required kennel license tax and, if required by the City, upon presentation of evidence that all dogs over five (5) months of age are currently immunized against rabies, the City Treasurer shall issue the kennel license and a number of tags equal to the number of dogs authorized to be kept in the kennel. Kennels may only be located in commercial and/or residential areas following a public hearing and approval by the Common Council utilizing the conditional use procedures prescribed in the City's Zoning Code; the Council may attach conditions to such approval as a conditional use under the City's Zoning Code. The owner or keeper of a kennel shall keep at all times a kennel license tag attached to the collar of each dog over five (5) months old kept by the owner or keeper under a kennel license, but this requirement does not apply to a show dog during competition, to a dog securely confined indoors or to a dog securely confined in a fenced area. These tags may be transferred from one dog to another within the kennel whenever any dog is removed from the kennel. The rabies vaccination tag or substitute tag shall remain attached to the dog for which it is issued at all times, but this requirement does not apply to a show dog during competition, to a dog securely confined indoors or to a dog securely confined in a fenced area. No dog bearing a kennel tag shall be permitted to stray or to be taken anywhere outside the limits of the kennel unless the dog is on a leash or temporarily for the purposes of hunting, breeding, trial, training or competition.  The term "kennel" means any establishment wherein or whereon three (3) or more dogs are kept. No kennel license shall be issued to the keeper or operator of a kennel who fails to provide proper food and drink and proper shelter for the dogs in said kennel or who neglects or abandons said dogs. The Chief of Police or other designated official shall investigate any complaints regarding the failure to maintain proper standards or investigate any kennel premises upon his own initiative. Expressly incorporated by reference in this Section as minimum standards for kennel keepers or operator are the relevant provisions of Chapter 948 of the Wisconsin Statutes. 2. That Section 7-1-18 (b) is hereby amended to read as follows (language added/language deleted): Sec. 7-1-18 - Limitation on Number of Dogs. (b) Number Limited. No more than three (3) two (2) dogs may be kept in one household, except a litter of offspring from one (1) female dog may be kept for not more than sixteen (16) weeks from birth or when a kennel license has been issued.
