Call to order: Heather Reekie called the meeting to order at 6:16 p.m. 2. Roll Call: Heather Reekie, Katie Kohl and Evan Touchett were present. Also present: Police Chief Bernie Coughlin, City Administrator Adam Sayre, and City Clerk Ellen Clark. 3. Approval of Minutes: Motion by Reekie, seconded by Kohl, to approve the minutes from the October 28, 2019 Public Safety and Welfare Committee meeting. Motion carried 3-0. 4. Public Comment: There was no public comment. 5. Discussion Re: City of Verona Warming and Cooling Center Policy. Sayre explained that this warming & cooling center policy becomes effective in extreme cold and warm weather situations when the National Weather Service issues a wind chill warning, heat advisory or excessive heat warning. The Verona Public Library and Verona Senior Center are designated as the City warming and cooling centers. The City Administrator and Chief of Police will make the final determination regarding opening the centers. The centers are not intended to be overnight shelters, but under extenuating circumstances, such as a power outage, decisions may be made at that time to extend the center hours. The intent is to have a clear policy in place. We did utilize this on a Saturday last summer, and opened the Senior Center as a cooling center. Two staff members will be on sight during all hours that the warming and cooling centers are open. Badger Prairie Needs has expressed a desire to help us out should we need their help in the future. There are also churches and other non-profits in the City that will help, if needed. Reekie asked that paragraph seven, line five be changed to, “Individuals who use the center will return to their homes when the center is closed”. Touchett asked how we will accommodate people during hours outside of regular operating hours. Sayre replied we will open the Senior Center on Saturdays and Sundays, if needed. Kohl stated it is good to have a clear cut policy in place that also provides us some flexibility. Touchett asked that there be a log-in system in place for people using the facilities, as a resource for information regarding times of greatest use. 6.
