Call to order: Heather Reekie called the meeting to order at 5:30 p.m. 2. Roll Call: Heather Reekie and Evan Touchett were present. Also present: City Administrator Adam Sayre, Police Chief Bernie Coughlin, Sergeant Jesse Christensen, and City Clerk Ellen Clark. Katie Kohl was absent and excused. 3. Approval of Minutes: Motion by Touchett, seconded by Reekie, to approve the minutes from the June 8, 2020 Public Safety and Welfare Committee meeting. Motion carried 2-0. 4. Discussion and Possible Action Re: An application for a Class “B” Fermented Malt Beverages license from Hop Haus Brewing Company, LLC d/b/a Hop Haus Brewing Company, 231 S. Main Street, Verona, WI 53593, Philipp Hoechst, Agent. Hop Haus Brewing Company, LLC is requesting a Class “B” Fermented Malt Beverages license effective July 1, 2020. This license will be in addition to the Class “C” Wine license renewing on July 1, 2020. Hop Haus Brewing Company will once again be a brewpub, which requires the business to hold a Class “B” license. The brewpub license is required to allow Hop Haus Brewing Company, LLC to maintain a full bar at their new Middleton location. Beer may be brewed at either location and transported to the other brewpub location. Motion by Reekie, seconded by Touchett, to recommend to the Common Council to approve a Class “B” Fermented Malt Beverages license from Hop Haus Brewing Company, LLC d/b/a Hop Haus Brewing Company, 231 S. Main Street, Verona, WI 53593, Philipp Hoechst, Agent. Motion carried 2-0. 5. Discussion and Possible Action Re: An application for a Combination Class “A” Fermented Malt Beverages and “Class A” Intoxicating Liquor license from Kwik Trip, Inc., d/b/a Kwik Trip #1075, 233 Wildcat Way, Verona, WI 53593, Juan Alfonso Primo, Agent. Approval of these licenses will allow the new Kwik Trip convenience store on Wildcat Way to sell alcohol. The license will be effective July 27th, with the store opening scheduled for July 30th. Motion by Reekie, seconded by Touchett, to recommend to the Common Council to approve a Combination Class “A” Fermented Malt Beverages and “Class A” Intoxicating Liquor license for Kwik Trip, Inc., d/b/a Kwik Trip #1075, 233 Wildcat Way, Verona, WI 53593, Juan Alfonso Primo, Agent. Motion carried 2-0. 6. Discussion and Possible Action Re: An application for a Cigarette and Tobacco Products Retail License for Kwik Trip, Inc., d/b/a Kwik Trip #1075, 233 Wildcat Way, Verona, WI 53593. Approval of this license will allow the new Kwik Trip convenience store on Wildcat Way to sell tobacco products. Motion by Reekie, seconded by Touchett, to recommend to the Common Council to approve a Cigarette and Tobacco Products Retail License for Kwik Trip, Inc., d/b/a Kwik Trip #1075, 233 Wildcat Way, Verona, WI 53593.Motion carried 2-0. 7. Discussion and Possible Action Re: A temporary premises description amendment for Tavern and Bar, LLC d/b/a Cahoots, 102 W. Railroad Street, Verona, WI 53593. Tavern and Bar, LLC has applied for a temporary premises description amendment to include a portion of the front parking lot. This will allow them to serve more customers, while adhering to required social distancing guidelines. The amendment will be effective through October 1, 2020. Christensen explained he met with the applicant and did a site visit. Installation of a metal fence at least four feet in height, similar to the fence the Hop Haus has in front of their  building, was discussed during the visit. The only access to the fenced-in area will be from inside the bar through the side door. Patrons may also take food to the outside seating area. Beverages will be served in plastic cups, and there will be no music or amplification outside. The outdoor area will close at 10 p.m. Approval of the premises description amendment should be contingent upon an inspection by the Police Department regarding fencing requirements. Motion by Reekie, seconded by Touchett, to recommend to the Common Council to approve a temporary premises description amendment for Tavern and Bar, LLC d/b/a Cahoots, 102 W. Railroad Street, Verona, WI 53593, contingent upon installation of a 4-foot metal fence, Police Department inspections, and access to outdoor seating only through the side door of the building. Motion carried 2-0. 8. Discussion and Possible Action Re: A temporary premises description amendment for LBO, Inc., d/b/a 5th Quarter, 161 Horizon Drive, #110, Verona, WI 53593. LBO, Inc. has applied for a temporary premises description amendment to extend the existing patio into the front parking lot. This will allow them to serve an influx of customers expected during their annual golf tournament. The request is for July 1st – July 20th. 5:47 p.m. - Leann Butts, owner of LBO, Inc., joined the meeting. Butts clarified that she is requesting the premises description amendment for July 11, 2020 only, during the hours of 10 a.m. – 10 p.m. The first four to five stalls of the parking lot will be enclosed for the duration of the event using a snow-type fencing secured by cement blocks and poles. Patrons will be required to enter the front door, exit through the back door to the permanent patio area, and then through an emergency exit to the front parking lot area. Plastic containers will be used, and there will be no outdoor music or amplification devices. Motion by Reekie, seconded by Touchett, to recommend to the Common Council to approve a temporary premises description amendment for LBO, Inc., d/b/a 5th Quarter, 161 Horizon Drive, #110, Verona, WI 53593 to extend the existing patio into the front parking lot on July 11, 2020 from 10 a.m. – 10 p.m.. LBO, Inc. has applied for a temporary premises description amendment to include the back parking lot for a cornhole benefit tournament on Saturday, August 22nd. Rain date is Saturday, September 12th. Motion: To recommend to the Common Council to approve a temporary premises description amendment for LBO, Inc., d/b/a 5th Quarter, 161 Horizon Drive, #110, Verona, WI 53593 on Saturday, August 22nd, with rain date of Saturday, September 12th. Memorandum To: Public Safety and Welfare Committee From: Bernie Coughlin, Police Chief Date: July 27, 2020 Re: Ordinance Amendments Staff determined a need to amend the Sec. 10-1-27 prohibiting on-street parking. The Verona Area School District (VASD) will complete road improvements prior to the new high school opening. As part of those improvements, neighboring roads will be restriped, contain additional turn lanes, and have pedestrian accommodations. Staff has added language to prohibit parking in various sections of roads for Paoli Street, North and South Nine Mound Road, Stewart’s Woods Road, West End Circle, and Wall Street. The parking prohibitions are recommended to accommodate sight distances, turn lanes, and the ability to maneuver easily along the roads with the increase in traffic and pedestrians. Currently, cars are parked in these areas and creating bottle necks for drivers trying to maneuver in the vicinity of the new high school. In addition to the language added for the new high school road improvements, staff added language prohibiting on-street parking on the west side of Lincoln Street north and south of the Military Ridge State Trail bound by the Department of Natural Resources property lines. The east side of Lincoln Street prohibits parking north of the Trail and south of the Trail to the northern entrance to City Center. When the construction traffic for the Lincoln Street Apartments was parked on Lincoln Street, sight distances between vehicles and Trail users was comprised and created bottle necks for drivers trying to maneuver in this area as well as people who were trying to visit the City Center. This will prohibit parking near the Trail and City Hall to allow better maneuverability and sight lines. Language was also added to prohibit parking on West Verona Avenue from South Marietta Street west to improve sight distances for the crosswalk. This would remove three on-street parking spaces on West Verona Avenue. Please let me know if you have any questions. Thank you. Sec. 10-1-27 - Parking Prohibited Zones.
