Call to order: Heather Reekie called the meeting to order at 6:30 p.m. 2. Roll Call: Heather Reekie, Evan Touchett and Phil Hoechst. Also present: Police Chief Bernie Coughlin, Sergeant Jesse Christensen, City Administrator Adam Sayre, and City Clerk Holly Licht. 3. Public Comments: None 4. Approval of Minutes: Motion by Reekie, seconded by Touchett to approve the minutes from the August 23, 2021 Public Safety and Welfare Committee meeting. Reekie noted that the date for Ironman was incorrect in the minutes. Clerk Licht noted that she would correct it. Motion carried 3-0. 5. Discussion and Possible Action Re: Special Event Permit application from Rita Mortenson, Verona Area High School, for the VAHS Homecoming Parade on Friday, October 1st from 4 p.m.-5 p.m. There is a new route to the parade this year due to the relocation of the High School. The parade should take approximately 30 minutes. An officer will lead the parade and there will be other officers along the route to ensure safety. Sgt. Christensen will work with Ms. Mortensen to find another route if the Legion St. construction is not complete. Motion by Reekie, seconded by Hoechst to approve the Special Event Permit application from Rita Mortenson, Verona Area High School, for the VAHS Homecoming Parade on Friday, October 1st from 4 p.m.-5 p.m. Motion carried 3-0. 6. Discussion and Possible action Re: Special Event Permit application and temporary premises amendment from Annemarie Miller for the Sow’s Ear 21st Birthday Party on Friday, October 8th from 7 p.m.-9 p.m. Sow’s Ear is planning a celebration event for their 21 years in business. The event will include a band on the patio. They are also request a temporary premises amendment to allow for alcohol to be served on the deck/porch and portion of the back parking lot. The area will be enclosed with snow fencing.  Motion by Reekie, seconded by Hoechst to recommend that the council approve a Special Event Permit application and temporary premises amendment from Annemarie Miller for the Sow’s Ear 21st Birthday Party on Friday, October 8th from 7 p.m.-9 p.m. and that the use of fire pits is contingent upon approval from the Fire Department. Motion carried 3-0. 7. Discussion and Possible Action Re: Agreement with the City of Madison for use of the City of Madison Police Training Center The Verona Police Department has partnered with the Madison Police Department to utilize their training center since it was constructed in 2012. The Verona PD is one of many Dane County police departments who use Madison’s facility as it meets most of our training needs and is conveniently located. The current agreement in place with the City of Madison expires at the end of 2021. The proposed agreement will end on December 31, 2025. Motion by Reekie, seconded by Hoechst to recommend that council approve an Agreement with the City of Madison for use of the City of Madison Police Training Center. Motion carried 3-0. 8. Discussion and Possible Action Re: Ordinance No. 21-987 Amending Section 10-7-27 Parking Prohibited Zones of the Code of Ordinances This resulted from a complaint from a resident at 102 Prairie Heights Drive. VPD investigated and determined that the resident’s complaint was valid. Parked vehicles obstruct the view of motorists who are exiting the driveway to the apartments resulting in a hazardous situation. Motion by Reekie, seconded by Hoechst to recommend that council approve Ordinance No. 21-987 Amending Section 10-7-27 Parking Prohibited Zones of the Code of Ordinances. Motion carried 3-0. 9. Discussion and Possible Action Re: An application for a combination “Class B” Intoxicating Liquor and Class “B” Fermented Malt Beverage license from Grace Coffee, LLC, d/b/a Grace Coffee, 150 West End Cir., Verona, WI The applicant is applying for a Class “B” Fermented Malt Beverage and “Class B” Intoxicating Liquor license for their coffee shop/restaurant in Market 5. The applicant operates other locations in Madison, Middleton, and Sun Prairie. Staff recommends approval of the license contingent upon final approval from the Building Inspector and Fire Department. Motion: To recommend that council approve an application for a combination “Class B” Intoxicating Liquor and Class “B” Fermented Malt Beverage license from Grace Coffee, LLC, d/b/a Grace Coffee, 150 West End Cir., Verona, WI. 2. Discussion and Possible Action Re: Special Event Permit application and Temporary Class “B” Fermented Malt Beverage and “Class B” Wine license from Le Jordan, Verona Area Chamber of Commerce, for Fall Fest on October 1 from 4 p.m. - 11 p.m. The event will take place at Festival Park. Activities include hayrides, pumpkin painting, petting zoo, an outdoor movie, crafts, farmers market, food trucks and a beer tent. There will be licensed bartenders at the event and anyone drinking will be required to have their ID checked and wear a wrist band. There will be a band playing from 4 p.m. - 10:30 p.m. Staff recommends approval with the contingency that the fire pits must be inspected and approved by the Fire Department.
