MINUTES
December 9, 2024
1. Call to Order: Phil Hoechst called the meeting to order at 6:30 p.m.
2. Roll Call: Phil Hoechst and Spencer Harrison were present. Brent Kyzer-McHenry
was absent and excused. Also present: City Clerk Holly Licht and Police Chief Dave
Dresser.
3. Public Comment: None
4. Approval of the minutes from the November 11, 2024 Public Safety and Welfare
Committee meeting
Motion by Hoechst, seconded by Harrison to approve the minutes from the
November 11, 2024 Public Safety and Welfare Committee meeting. Motion carried
2-0.
5. Discussion and Possible Action Re: Change of Agent for Kwik Trip Inc. d/b/a Kwik Trip
#837 located at 400 E. Verona Avenue
Motion by Hoechst, seconded by Harrison to recommend that the Common Council
approve a change of Agent for Kwik Trip Inc. d/b/a Kwik Trip #837 located at 400 E.
Verona Avenue. Motion carried 2-0.
6. Discussion and Possible Action Re: Ordinance No. 24-1056 Amending Section 10-1-
27 of the Code of Ordinances relating to Parking on Prairie Heights Drive
Motion by Hoechst, seconded by Harrison to recommend that the Common Council
approve Ordinance No. 24-1056 Amending Section 10-1-27 of the Code of
Ordinances relating to Parking on Prairie Heights Drive.
7. Adjournment: Motion by Harrison, seconded by Hoechst to adjourn at 6:34 p.m.
Motion carried 2-0.

1. Call to Order: Phil Hoechst called the meeting to order at 6:30 p.m.
2. Roll Call: Phil Hoechst and Brent Kyzer-McHenry were present. Spence Harrison
was absent and excused. Also present: City Clerk Holly Licht and Police Chief Dave
Dresser.
3. Public Comment: None
4. Approval of the minutes from the October 14, 2024 Public Safety and Welfare
Meeting
Motion by Kyzer-McHenry, seconded by Hoechst to approve the October 14, 2024
Public Safety and Welfare Minutes. Motion carried 2-0.
5. Discussion and Possible Action Re: Ordinance No. 24-1054 Amending Section 10-1-
26 of the City of Verona Code of Ordinances – Motor Vehicles and Traffic
Motion by Kyzer-McHenry, seconded by Hoechst to recommend that the Common
Council approve Ordinance No. 24-1054 Amending Section 10-1-26 of the City of
Verona Code of Ordinances – Motor Vehicles and Traffic. Motion carried 2-0.
6. Discussion and Possible Action Re: Ordinance No. 24-1055 Amending Section10-1-
27 Parking Prohibited Zones
Motion by Hoechst, seconded by Kyzer-McHenry to recommended that the
Common Council approve Ordinance No. 24-1055 Amending Section10-1-27
Parking Prohibited Zones. Motion carried 2-0.
7. Discussion and Possible Action Re: Temporary Class “B” Fermented Malt Beverage
and “Class B” Wine license applications from the Verona Area Community Theater,
103 Lincoln Street, for December 5-8, 2024 – Dee Baldock, Agent
Motion by Hoechst, seconded by Kyzer-McHenry to recommend that council
approve a Temporary Class “B” Fermented Malt Beverage and “Class B” Wine
license applications from the Verona Area Community Theater, 103 Lincoln Street,
for December 5-8, 2024 – Dee Baldock, Agent. Motion carried 2-0.
8. Discussion and Possible Action Re: Special Event Application from Le Jordan,
Verona Area Chamber of Commerce, for the Hometown Holidays Tree Light on
December 6, 2024
Motion by Hoechst, seconded by Kyzer-McHenry to approve the Special Event
Application from Le Jordan, Verona Area Chamber of Commerce, for the Hometown
Holidays Tree Light on December 6, 2024 with the condition that the food cart
placement be approved by the Parks Commission. Motion carried 2-0.
9. Discussion and Possible Action Re: Full-Service Retail Outlet for Hop Haus to
Operate at the Hometown Holidays Tree Lighting on December 6, 2024 at 400 W
Verona Ave
The committee did not discuss nor take action on this matter. It will be before the
Council for approval later tonight.
10. Adjournment: Motion by Kyzer-McHenry, seconded by Hoechst to adjourn at 6:39
p.m. Motion carried 2-0.

5. Discussion and Possible Action Re: Change of Agent for Kwik Trip Inc.
d/b/a Kwik Trip #837 located at 400 E. Verona Avenue
Kwik Trip #837 is requesting a change of agent as the former agent is no
longer employed. A background check has been conducted and no issues
were identified. Staff recommends approval of the appointment of Nicole
Harrison as agent.
Motion: Recommend that the Common Council approve a Change of Agent
for Kwik Trip Inc. d/b/a Kwik Trip #837 located at 400 E. Verona Avenue.
6. Discussion and Possible Action Re: Ordinance No. 24-1056 Amending
Section 10-1-27 of the Code of Ordinances relating to Parking on Prairie
Heights Drive
In the 100 block of Prairie Heights Dr., on the south side of the road,
Department of Public Works staff determined the need to amend Section 10-
1-27 to restrict parking to create space for the tenants of a new development
to place garbage receptacles curbside. The amendment proposes
restricting parking between two driveways for a distance of 148 feet to
facilitate an unobstructed location for garbage pick-up. If approved, the
parking restriction will prevent vehicles from parking too close or completely
block garbage receptacles. Staff recommend approval.
Motion: Recommend that the Common Council approve Ordinance No. 24-
1056 Amending Section 10-1-27 of the Code of Ordinances relating to
Parking on Prairie Heights Drive.
ORDINANCE NO. 24-1056
AN ORDINANCE AMMENDING SECTION 10-1-27
MOTOR VEHICLES AND TRAFFIC
FOR THE CODE OF ORDINANCES
OF THE CITY OF VERONA
The Common Council of the City of Verona, Dane County, Wisconsin, does ordain that
Section 10-1-27(a)(110) of the Code or Ordinances of the City of Verona is created to read as
follows (language added/language deleted):
1. Sec. 10-1-27 Parking Prohibited Zones
(a) Parking Prohibited at All Times. No person shall park, stop or leave standing any
vehicle upon any of the following highways or parts of highways:
(110) On the south side of Prairie Heights Drive, starting 179 feet east from the
intersection with Locust Drive, extending easterly for a distance of 148 feet,
between the two driveways.
2. All other sections shall remain as previously adopted.
3. This ordinance shall become effective upon passage and publication as required by law.
