EVERY REASONABLE  CITY OF VERONA PUBLIC SAFETY AND WELFARE COMMITTEE MINUTES December 9, 2024 1. Call to Order: Phil Hoechst called the meeting to order at 6:30 p.m. 2. Roll Call: Phil Hoechst and Spencer Harrison were present. Brent Kyzer-McHenry was absent and excused. Also present: City Clerk Holly Licht and Police Chief Dave Dresser. 3. Public Comment: None 4. Approval of the minutes from the November 11, 2024 Public Safety and Welfare Committee meeting Motion by Hoechst, seconded by Harrison to approve the minutes from the November 11, 2024 Public Safety and Welfare Committee meeting. Motion carried 2-0. 5. Discussion and Possible Action Re: Change of Agent for Kwik Trip Inc. d/b/a Kwik Trip #837 located at 400 E. Verona Avenue Motion by Hoechst, seconded by Harrison to recommend that the Common Council approve a change of Agent for Kwik Trip Inc. d/b/a Kwik Trip #837 located at 400 E. Verona Avenue. Motion carried 2-0. 6. Discussion and Possible Action Re: Ordinance No. 24-1056 Amending Section 10-1- 27 of the Code of Ordinances relating to Parking on Prairie Heights Drive Motion by Hoechst, seconded by Harrison to recommend that the Common Council approve Ordinance No. 24-1056 Amending Section 10-1-27 of the Code of Ordinances relating to Parking on Prairie Heights Drive. 7. Discussion and Possible Action Re: An application for a Fixed Full-Service Retail Outlet for Cider Farm Brands, LLC d/b/a Orchard located at 881 W. Verona Avenue The applicant is applying for a Fixed Full-Service Retail Outlet for their proposed restaurant and bar located at 881 W. Verona Avenue. The Wisconsin Department of Alcohol Beverages (DAB) is the licensing entity for this type of alcohol license, but they require the governing body to sign off on the application before the license can be issued. A background check has been conducted on the applicant, and staff recommend approval of the application. Motion: Recommend that the Common Council approve an application for a Fixed Full-Service Retail Outlet for Cider Farm Brands, LLC d/b/a Orchard located at 881 W. Verona Avenue. 6. Discussion and Possible Action Re: Application for a Temporary Class "B" Fermented Malt Beverage License and Temporary "Class B" Wine License from Dee Baldock, Verona Area Community Theater for their performance of Suite Surrender on February 13-15, 2025 and February 20-22, 2025 The Verona Area Community Theater is requesting a temporary Class "B" Fermented Malt Beverage License and Temporary "Class B" Wine license for their performance of the Suite Life on February 13-15, 2025 and February 20-22, 2025. Staff recommends approval of the license contingent upon final background check. Motion: Recommend that the Common Council approve an Application for a Temporary Class "B" Fermented Malt Beverage License and Temporary "Class B" Wine License from Dee Baldock, Verona Area Community Theater for their performance of Suite Surrender on February 13-15, 2025 and February 20-22, 2025. 7. Discussion and Possible Action Re: Application for a Temporary Class "B" Fermented Malt Beverage License and Temporary "Class B" Wine License from Dee Baldock, Verona Area Community Theater for their performance of Grease- Senior Musical on May 8-10, 2025 and May 16 -18, 2025 The Verona Area Community Theater is requesting a temporary Class "B" Fermented Malt Beverage License and Temporary "Class B" Wine license for their performance of Grease-Senior Musical on May 8-10, 2025 and May 16 -18, 2025. Staff recommend approval of the license contingent upon final background check.  Motion: Recommend that the Common Council approve an Application for a Temporary Class "B" Fermented Malt Beverage License and Temporary "Class B" Wine License from Dee Baldock, Verona Area Community Theater for their performance of Grease-Senior Musical on May 8-10, 2025 and May 16 -18, 2025 contingent upon final background check. 8. Discussion and Possible Action Re: Ordinance No. 25-1057 Amending Section 10- 1-26 relating to Fifteen Minute Parking on West Verona Avenue The Department of Public Works asked for this ordinance to be modified in response to a crosswalk modification scheduled to occur on W. Verona Ave at Westlawn Ave when Rapid Flashing Beacons are installed. The crosswalk will be relocated from the east side of the intersection to the west side of the intersection, to align with the existing sidewalk. As a result, a park stall will be eliminated on the west side of the intersection and relocated to the east side of the intersection. The parking stalls designated as 15- minute parking only will shift to the west accordingly. This ordinance amendment accounts for the new measurements only. Motion: Recommend that the Common Council approve Ordinance No. 25-1057 Amending Section 10-1-26 relating to Fifteen Minute Parking on West Verona Avenue. 9. Discussion and Possible Action Re: Special Event Permit Application from William Martin, SBR Endurance Performance Center, for the Winter Wonderland Tri on February 9th Only the running portion of the triathlon will take place on City property. The cycling portion will be at SBR. There will be no swim portion this year. Runners will be using the trail, weather dependent. There is a backup route if the trail is snowy/icy along the same route. Heats of 15 runners will run throughout the day. Police traffic control is not necessary for the event. Motion: Approve a Special Event Permit application from William Martin for the SBR Endurance Performance Winter Wonderland Triathlon Run on February 9th.  ORDINANCE NO. 25-1057 AN ORDINANCE AMENDING SECTION 10-1-26 MOTOR VEHICLES AND TRAFFIC OF THE CODE OF ORDINANCES OF THE CITY OF VERONA The Common Council of the City of Verona, Dane County, Wisconsin, does ordain that Sections 10-1-26(e) of the Code or Ordinances of the City of Verona are created to read as follows (language added/language deleted): 1. Sec. 10-1-26 Parking Prohibited During Certain Periods is hereby amended to the following: (e) Fifteen Minute Parking. When signs are erected in any block giving notice thereof, no person shall park or leave standing a vehicle for longer than fifteen (15) minutes between the hours of 8:00 a.m. – 8:00 p.m. upon the following streets: (1) On the south side of West Verona Avenue, beginning one hundred seventy- five (175) feet two hundred seven (207) feet west from the intersection with South Marietta Street extending west for a distance of seventy-two (72) feet. 2. All other sections shall remain as previously adopted. 3. This ordinance shall become effective upon passage and publication as required by law.
