EVERY REASONABLE  CITY OF VERONA PUBLIC SAFETY & WELFARE COMMITTEE MINUTES February 24, 2025 1. Call to Order: Hoechst called the meeting to order at 6:30 p.m. 2. Roll Call: Spencer Harrison, Phil Hoechst, and Brent Kyzer-McHenry were present. Also present: Police Chief Dave Dresser, City Clerk Holly Licht and Public Works Director Bryan Manning. 3. Public Comment 4. Approval of the minutes from the January 27, 2025 Public Safety and Welfare Committee meeting Motion by Harrison, seconded by Hoechst to approve the minutes from the January 27, 2025 Public Safety and Welfare Committee meeting. Motion carried 3-0. 5. Discussion and Possible Action Re: School Resource Officer Program Agreement By and Between the City of Verona and the Verona Area School District Chief Dresser gave an overview of the history of the SRO and a summary of the new agreement being proposed. He stated that school security staff will respond first to minor disturbances. The school district will pay 80% when school is in session. The city will pay 100% when school is not in session. Motion by Harrison, seconded by Hoechst to recommend that the Common Council approve the School Resource Officer Program Agreement By and Between the City of Verona and the Verona Area School District. Motion carried 3-0. 6. Discussion and Possible Action Re: Project 2022-109 North Booster Station-Rohde Brothers Request for After Hours Work Manning stated that we are currently rehabbing the North Booster Station. This requires them to work around the clock to avoid disruption to the water service. The noise should be minimal, but there will be noise. They will be going door-to-door with notices. Motion Hoechst, seconded by Harrison to approve Project 2022-109 North Booster Station-Rohde Brothers Request for After Hours Work. Motion carried 3-0.  7. Discussion and Possible Action Re: Special Event Application from Le Jordan, Verona Area Chamber of Commerce, for the Egg-stravaganza Event on April 19, 2025 This is an annual event for the Chamber. The size of the event has increased over the past several years, so the City is now requiring this event to be permitted per the ordinance. The event includes an Easter Egg hunt, pictures with the Easter Bunny, food trucks, games, an obstacle course, and a petting zoo. Staff recommend approval of the license contingent upon receipt of a certificate of insurance. Motion: Approve a Special Event Application from Le Jordan, Verona Area Chamber of Commerce, for the Egg-stravaganza Event on April 19, 2025, contingent upon receipt of a certificate of insurance. 6. Discussion and Possible Action Re: Special Event Application from J. Garrett Wilson, Race Day Events for the Cottontail Classic 5K/10K on April 19, 2025 This event is being held in conjunction with the Egg-stravaganza. This is the first year it is being held in Verona; previously it was in Fitchburg. Parking will be available at Ice Arena and City Hall. No officers are needed along the route. The route will be coned and there will be “No parking” signs where needed. Staff recommend approval of the license. Motion: Approve a Special Event Application from J. Garrett Wilson, Race Day Events for the Cottontail Classic 5K/10K on April 19, 2025. 7. Discussion and Possible Action Re: Special Event Application from Laura Przbylo, Glacier Edge PTO, for the Color Run on May 14, 2025 This event has been held for several years without any issues. There will be a maximum of 400 participants. The run will start at Tollefson Park and end at the school. The runners will be on the sidewalk. There will be approximately 50 volunteers. The powdered color that is thrown is cornstarch and will be cleaned up after the race. There will be pizza and ice cream for sale at the park shelter. Staff recommend approval contingent upon receipt of a certificate of insurance. Motion: Approve a Special Event Application from Laura Przbylo, Glacier Edge PTO, for the Color Run on May 14, 2025 contingent upon receipt of a certificate of insurance. 8. Special Event Application from Christine Benedict, Girls on the Run of South- Central Wisconsin, for the Girls on the Run Spring 5K on May 31, 2025 This is the third time this event will be in Verona. There are an estimated 2,600 runners. Runners are released in waves of approximately 500 people less than 10 minutes apart. There will be 2 officers placed at S. Nine Mound/Legion and S. Nine Mound and Industrial. Notifications will be provided to businesses along the route. Staff recommend approval contingent upon receipt of a certificate of insurance and final background check. Motion: Approve a Special Event Application from Christine Benedict, Girls on the Run of South-Central Wisconsin, for the Girls on the Run Spring 5K on May 31, 2025 contingent upon receipt of a certificate of insurance and final background check. 9. Discussion and Possible Action Re: Request for on-street parking for properties located at 604-608 W. Verona Ave Business owners at 604-608 W. Verona Avenue are requesting on-street parking on W Verona Avenue. Staff are not supportive of their request. 10. Discussion and Possible Action Re: Request for After Hours Work for the Epic DSX project Epic is requesting a variance to the current noise ordinance of 7am – 8pm during the weekdays to allow us to work 24-hour days on the Deep Space Expansion project. This accelerated schedule will allow them to complete this project for their customers attending UGM 2026. This variance is requested to start as soon as approved and would run through August 1, 2025. The extent of the variance would be reevaluated at that time to see if any other variances are still needed. The noise ordinance for weekends will remain as 8:00 A.M. to 8:00 P.M. Staff recommend approval.
