PUBLIC WORKS/SEWER & WATER COMMITTEE
MONDAY, APRIL 8, 2019
1. The meeting was called to order by Mr. Touchett at 5:17pm.
2. Roll Call: Present: Evan Touchett, Chad Kemp, and Sarah Gaskell. Also present: Theran Jacobson, Public Works
Director; Mark Graczykowski, Ice Age Trail; Ed Spoon, Ice Age Trail; Tim Malzhan, Ice Age Trail.
3. MOVED by Touchett, seconded by Kemp, to approve the minutes of the March 18, 2019 meeting of the Public
Works/Sewer and Water Committee. Motion carried 3-0.
4. DISCUSSION regarding coordination with Ice Age Trail and capital improvements.
• Tim Malzhan:
o Ice Age distinct separation
o Improvements in area to east of Lincoln St Bridge would require 20-ft easement from
private property owner
o Lincoln Street south post-project keep vegetation open
• Bike/foot traffic is the type of Ice Age Trail usage
• Touchett:
o A lot of use
o Like the separation
o Pave 14-ft section to Military Ridge State Trail
o Keep Gems in the City: Ice Age, walking, biking
How do we expand?
• Gaskell:
o Counts for this area? Trail camera?
o Connect Arbor Vitae to Lincoln Street via paved path
• Graczykowski:
o Get consultant for the east side interceptor project, the Ice Age Trail contacts
• Group discussion items:
o East of Lincoln Street connection, pave path to connect to Military Ridge State Trail
o How do we construct area east of siphon for path?
o Forest View connection from Glacier Ridge Trail Road north to Military Ridge State Trail
o “Dodgeway” to separate bikes and pedestrians to make bicyclists dismount
5. MOVED by Kemp, seconded by Touchett, to adjourn at 6:00pm. Motion carried 3-0.

1. The meeting was called to order by Mr. Touchett at 5:17pm.
2. Roll Call: Present: Evan Touchett, Chad Kemp, and Sarah Gaskell. Also present: Theran Jacobson, Public Works
Director; Carla Fischer, AECOM; Kyle Neeve, AECOM.
3. MOVED by Touchett, seconded by Gaskell, to approve the minutes of the February 25, 2019 meeting of the
Public Works/Sewer and Water Committee. Motion carried 3-0.
4. MOVED by Touchett, seconded by Gasekell, to recommend awarding design contract for Project 2018-108, East
Side Sanitary Interceptor Replacement to Short Elliot Hendrickson (SEH), for an amount not to exceed
$154,250. Motion carried 3-0.
5. MOVED by Kemp, seconded by Touchett, to recommend submittal of the 2017-2018 Municipal Separate Storm
Sewer System biennial report. Motion carried 3-0.
6. Adam Sayre, Interim City Administrator, entered at 5:38pm and left at 5:45pm. Discussion and updates
regarding public works projects noted below. No action taken.
• Mr. Jacobson provided updated project list to committee.
• Mr. Jacobson noted the old pit along CTH M would be looked at in regards to clean up with the east
side interceptor project. Mr. Sayre is looking into Deed restrictions on the property regarding uses.
• Mr. Jacobson presented a preliminary engineering layout for the operations of the Gateway Pond
suction pipe. Committee was supportive of layout. Mr. Jacobson noted outreach with the Gateway
Pond association is to be completed and permits applied for through the Wisconsin Department of
Natural Resources.
7. MOVED by Touchett, seconded by Kemp, to adjourn at 5:48pm. Motion carried 3-0.
Public Works Committee
April 8, 2019
Item (4) Coordination with Ice Age Trail and capital projects.
A meeting occurred with Public Works staff and Ice Age staff on January 14, 2019 to
start the coordination process and collaboration with the Ice Age Trail and the east side
sanitary sewer interceptor replacement project.
Discussion on January 14 focused on the interceptor corridor along the Badger Mill
Creek from S. Main Street to Lincoln Street and then east of Lincoln Street. Action items
from the meeting are as follows:
• Future meeting will occur during design process of the interceptor
• Corridor between S. Main and Lincoln Street was concluded to have two separate paths
o Ice Age and paved multi-use path separated if constructible
• Corridor east of Lincoln Street to remain separate path
Ultimate interceptor route is in process with consultant and will be presented in the
near future.
Capital Projects discussed:
• Eastside Interceptor
• Pedestrian and Bike study
• others
