CITY OF VERONA MINUTES PUBLIC WORKS/SEWER & WATER COMMITTEE MONDAY, DECEMBER 16, 2019 1. The meeting was called to order by Mr. Touchett at 5:15pm. 2. Roll Call: Present: Sarah Gaskell, Evan Touchett. Not present, unexcused: Chad Kemp. Also present: Theran Jacobson, Public Works Director; Carla Fischer, City Engineer / AECOM. 3. MOVED by Gaskell, seconded by Touchett, to approve the minutes of the October 28, 2019 meeting of the Public Works/ Sewer and Water Committee. Motion carried 2-0. 4. Mr. Jacobson provided an update in regards to the 2019 Wisconsin Information System for Local Roads (WISLR) submittal to WISDOT. The City added 0.69 miles of roads in 2019. Information update with no financial impacts. No action taken. 5. MOVED by Touchett, seconded by Gaskell, to recommend approval of project closeout and change order no. 1 for Project ID 2019-101, 2019 Asphaltic Rehabilitation. Motion carried 2-0. 6. MOVED by Kemp, seconded by Gaskell, to approve the minutes of the September 30, 2019 meeting of the Public Works/ Sewer and Water Committee. Motion carried 2-0. 4. Discussion and action regarding Developers Agreement with Liberty Business Park for Liberty Drive Extension. Jacobson presented information regarding Liberty Drive Extension, which is a privately funded project. The improvements to Liberty Drive will commence on October 29, 2019 and complete on or before July 31, 2020. The wording in this Developers Agreement is typical of a subdivision Developers Agreement. Zoning will remain the same for this area. This Developers Agreement is purely for ACS to begin construction on their facilities. MOVED by Kemp, seconded by Gaskell, to approve the Developers Agreement with Liberty Business Park for Liberty Drive Extension. Motion carried 2-0. 5. Discussion and action regarding The Woods at Cathedral Point subdivision. Jacobson explained that this is a continuation from the previous meeting where the Committee had two items left to be addressed, which are private/public alleys and side yard setbacks. Jacobson explained that the City has developed a checks and balance for administering site drainage during design process. This is not a code change, but what, how, and the process. The baseline is similar to what was discussed previously with Veridian. Jacobson and Fischer worked on preparing the pre-final document as shown tonight. Jacobson is viewing this process as the norm moving forward instead of project specific as the proposed language and process would more than likely occur with other projects. Dan Day stated that the side yard language per the handout in the meeting is supported by them. This is very similar to what his company does in other municipalities. Veridian is in support of the drainage aspect of the language in the handout with regards to setbacks. Chris Ehlers stated that Veridian is 51% in favor of public alleyways and 49% in favor of private alleyways. Final plat will be provided in January of 2020. He explained that alleyways were straightened per discussions with Public Works. Veridian can take photos of their equipment and of the streets to give Verona a better understanding of how alleyways work in Madison. There is enough space in the right-of-way to have snow storage. If the City maintains the alleyways, it is less of a burden for the Homeowner Association (HOA). The cost for HOA dues is $120- $140 per year. All the driveways are cleared of snow per the individual homeowners. Gaskell asked how many units are on the alleyways. Ehlers stated that 75% of the HOA dues are paid by each residential unit. The multi-family is a different percentage. Veridian funds the HOA to help with turnover and a reserve fund to maintain common areas. This would be similar to The Woods at Cathedral Point. Kemp asked what the width of the alleyway is. Day replied the alleys have twenty-six (26) feet for right-of-way with fifteen (15) feet of asphalt. Jacobson passed out a handout with the pros and cons of alleyways. The equipment needs are on the last page with snow removal, hauling, brush collection, and leaf collection. The City only has one spreader with a center salt agitator. Public Works would need a second one for the alley. Ideally, another truck with a spreader would be of great help. Snow hauling is different using a bobcat as the loaders cannot turn in the area of the alley. The operations require smaller equipment and a truck to haul snow out of the area. Gaskell asked what the linear foot for alleyways is. Jacobson replied 600 and 800 linear foot for alleyways total. 55 property owners for the alleyways would benefit from this or the City would have to pay for this to be done for 55 homes. Gaskell stated that she believes the Mayor’s preference for public streets is due to some private roads going bad and not being maintained with the complaints coming to the City and not to the owner of the road. Ehlers asked if Veridian makes private alleys, what Veridian can see to support this decision for private alleys. Jacobson explained the two main roads that were previously discussed are Prairie Way Boulevard and Prairie Way Circle. These roads are not going to be the same as the alleyways that are proposed. These private roads are a thoroughfare versus an alleyway. Kemp and Jacobson are supportive for the private alleyway. Ehlers acknowledges that Public Works supports private alleyways. MOVED by Kemp, seconded by Gaskell, that the Public Works Committee recommends to the Common Council alleyways to be private for The Woods at Cathedral Point subdivision. Motion carried 2-0. Jacobson stated that the setback discussion for drainage and elevations that are attached to the lot lines. There is a process, standard and goal for what Public Works Committee is looking to have happen and this can be used in other projects. This situation is specific to design build process of a subdivision by the same group. The design build aspect of the Woods also allows facilitation for this project based on the lay of the land. Jacobson noted this would not work well for the Westridge area. Gaskell asked how utility companies would access the back of properties that are located near the southern portion of the subdivision. Where are the utility easements on the rear lots? Will there be something in the side yards to prevent people from planting items in these areas such as shrubs? Day stated that these properties have utility easements, which permit utility companies ways to access the properties. Jacobson stated the only people who would have access to these properties would be Alliant and other utilities. These agencies would access the site by foot. The easements are noted on the plat, but not physically on the property. Jacobson stated that number 1 of notes per the handout to be amended in the code. The City should have language as to public access to rear lot lines. The physical access to the properties is by foot. There was a discussion about the concerns from Gateway Subdivision and property owners adding retaining walls in the side yard setback creating a one (1) foot clear setback. Ehlers stated that Veridian has a landscape package for their property. Additional landscaping would have to be approved by Veridian to comment on them with a focus on drainage and other impediments. The HOA will take over the Architectural Review for landscaping and have made people remove landscaping if it is not done correctly. Veridian is well aware of these concerns in other subdivisions and enforces the setback requirements. No action is requested on the handout regarding language changes to setback requirements and drainage as Legal needs to review the information. The City will use this document or something similar for reviews. 6. Discussion regarding on-going public works and utility projects. Jacobson stated that CTH M has all paving done for the northern section. It will be opened for full traffic by November 15. There is some median work, signals, testing, and lighting that still need to be addressed prior to opening all lanes for traffic. Kemp asked about Verona Road and CTH PD. Jacobson stated it will be opened up to full capacity by the end of November with the side roads still underway. Jacobson will discuss with Touchett what was determined for Veridian. 7. Item (4) 2019 Wisconsin Information System for Local Roads (WISLR) submittal to Wisconsin Department of Transportation. Public works staff has prepared the WISLR submittal to WisDOT for the updates in regards to the City of Verona street inventory. Updates include: • Identifying streets where maintenance was performed o Rehabilitation projects o Reconstruction projects • Identifying streets that were added to the City of Verona o Streets dedicated to City o Streets jurisdictionally transferred to the City. An additional 0.30 centerline miles of road were dedicated and 0.39 miles of road were jurisdictionally transferred in 2019. Therefore a new total of 67.37 centerline miles of roads the City of Verona maintains. Item (5) Project closeout and change order no. 1 for Project ID 2019-101, 2019 Asphaltic Rehabilitation. Raymond P. Cattell has successfully completed the 2019 Asphaltic Rehabilitation project at the following streets: • 300 block of William Street • 200 block of S. Jefferson Street • 300 block Schweitzer Drive • William Court Change order No. 1 is to rectify as-built quantities for the work required to complete the project: • Deduction in undercut excavation for unsuitable soils. • Deduction in crushed stone for subgrade stabilization. This will close the contract with Raymond P. Cattell and final payment will be issued. Integrity Grading and Excavating (IGE) has successfully completed the CTH M / Thousand Oaks / Liberty Drive traffic signals. Change order No. 2 is to rectify as-built quantities for the work required to complete the project: • Final contact value is less than 1% of an add vs award value. • No significant changes is quantities during the project were recorded. This will close the contract with IGE and final payment will be issued. Payne and Dolan is continuing the construction of the expansion of CTH PD. The project is in stage 3 of construction and is in winter shut down. Change order No. 1 is to rectify quantities of additional work required from changes in project staging and weather conditions during paving operations: • Temporary paving. • Asphalt wedge paving (to protect curb and gutter). • Cold weather paving additive. • Cold weather protection for curb and gutter during concrete curing process. • Temporary pavement epoxy painting. Change order No. 1 is to rectify change in sanitary sewer construction as noted below: • Substitute sanitary sewer pipe material from SDR 26 to C900 pressure pipe adjacent to well per permit requirements. • Substitute 8” with 12” along the Whalen Road to add capacity to the system for future users. The devise is a screen that is installed at the end of the pump.  The AquaStream to be installed is approximately 700 feet in length. Lamnaflo Engineered Installation Submittal Information City of , State (Page 2 of 2) Specification: The well shall be equipped with a Lamnaflo Suction Control Device, designed and manufactured according to US Patent Number 4624319 and or other patents and patents pending, by Lamnaflo, 326 N. Lake Rd 3B, Oconomowoc, WI 53066 (262) 269-6196. The device shall consist of an engineered assembly of reinforced permeable bodies constructed of an inert silica/epoxy compound matrix and high impact high tensile PVC pipe. The unit will be designed, manufactured and assembled in a manner sufficient to precisely distribute pump suction energy over the screen so as to eliminate areas of high water velocity and sand production. Each section of the system will be connected to the next with a non-threaded flex coupling to allow for deviation in the well, to prevent cross threading and over-tightening during assembly. Installation Record: The Aquastream Suction Flow Control Elements will be numbered as follows: 1,2,6,7,11,12,16,17,21,22,26,27,31,32,36,37,41,42,46,47. The Elements shall be placed into the well in the order as numbered beginning with number 1.
