The meeting was called to order by Mr. Touchett at 5:25pm. 2. Roll Call: Present: Evan Touchett, Chad Kemp. Also present: Theran Jacobson, Director of Public Works; Carla Fischer, City Engineer, AECOM. 3. MOVED by Touchett, seconded by Kemp, to approve the minutes of the August 30, 2021 meeting of the Public Works/Sewer and Water Committee. Motion carried 2-0. 4. MOVED by Touchett, seconded by Kemp, to recommend approval of Ordinance No. 21-988 Fire Hydrants. Notice to the public will be included on 4th quarter 2021 utility bills. Motion carried 2-0. 5. MOVED by Touchett, seconded by Kemp, to recommend approval of professional services agreement with JT Engineering for construction engineering / inspection services at the Woods at Cathedral Point Phase 3 project in an amount not-to-exceed $64,471.00. Motion carried 2-0. 6. DISCUSSION regarding 5-year Capital Improvement Program for 2022 budget. Jacobson presented the budget as attached to these minutes. 7. DISCUSSION regarding Project ID 2018-108 Eastside Interceptor Gravity Sanitary Sewer Replacement. Jacobson provided a schedule update as highlighted in the Engineer’s Report to the Common Council on September 27, 2021. No motion taken. 8. MOVED by Touchett, seconded by Kemp adjourn at 6:11pm. Item (4) Project closeout and change order no. 1 for Project 2021-101, Verona Asphaltic Street Rehabilitation Project. Payne and Dolan has substantially completed the Verona asphaltic street rehabilitation project. All project documentation has been provided by the contractor. Change order No. 2 is to rectify as-built quantities for the work required to complete the project: • The reductions of certain items including but not limited to: o Base aggregate dense o Excavation common o Asphalt pavement milling The contract notes are as follows: • Contract award value = $182,172.50 • Previous change orders = $51,537.50 (add) • Change order No. 2 = ($21,333.89) (deduct) • Contract value after incorporating this change order = $212,376.11 Item (5) Project closeout and change order no. 1 for Project 2021-102, Pavement Surface Treatment Project. Brickline has substantially completed the pavement marking project. All project documentation has been provided by the contractor. Change order No. 1 is to rectify as-built quantities for the work required to complete the project: • The addition of certain items including but not limited to: o Measure quantities vs planned quantities The contract notes are as follows: • Contract award value = $36,217.50 • Change order No. 1 = $875.03 (add) • Contract value after incorporating this change order = $37,092.53 Item (7) Amendment no. 1 with AECOM for professional services agreement for Project 2020- 116.2 CTH M / CTH PB intersection expansion design. Amendment No. 1 for the contract at the CTH M / PB intersection is for additional design services required due to WisDOT project on USH 18/151 being delayed. The delay of the WisDOT required the City project to take on more design elements to ensure construction is completed in 2022 for all necessary transportation improvements at the intersection of CTH M / PB and the northbound off ramp of USH 18/151 to CTH PB. Added design work is as follows: • Additional traffic control staging and detours • Adding turn lanes to northbound off ramp of USH 18/151 to CTH PB • Additional traffic signal design work and reports to satisfy WisDOT requirements at the off ramp The contract notes are as follows: • Initial contract value = $158,595 • Amendment No. 1 = $25,527 (add) • Contract value after incorporating this amendment = $184,122 Item (8) Professional services agreement with AECOM for Project ID 2021-108 USH 18/151 southbound auxiliary lane design. This agreement is for professional services including but not limited to: coordination, design reports, design and permitting for the future construction of an auxiliary lane on USH 18/151. The auxiliary lane will be on the southbound direction between the STH 69 (Paoli Street) and W. Verona Avenue interchange. Page 2 / 3  Meeting Date: November 15, 2021 PW/S&W Committee Memo The auxiliary lane is necessary to increase traffic flow from the mainline lanes of USH 18/151 to the off-ramp at W. Verona Avenue. The auxiliary lane will create a dedicated exit lane and a shared thru/exit lane. The contract shall not exceed $698,742. Item (9) Professional services agreement with AECOM for Project ID 2021-109 Westside transportation impact analysis study. This agreement is for professional services to complete a traffic study for the western border of the City to determine future transportation improvements. The overall purpose of the study is to determine the roadway configurations and operational improvements required to mitigate future safety and capacity impacts as a result of the growing community. The contract shall not exceed $754,373. Item (10) Public Works Policy PW-002, Toilet Rebate. City staff presented the proposed toilet rebate program on July 26, 2021 to request feedback from the committee. The committee was supportive of the concept and draft policy language. Staff has finalized the policy for a toilet rebate program and is included in the packet for reference. The proposal for the toilet rebate has the following details: 1. Program to start January 1, 2022 2. Annual program maximum cost of $10,000 3. Max rebate of $100 per toilet but with a varying maximum number of rebates per year depending on meter size 4. Replacement toilets only, not new construction 5. Toilet to be a High Efficient Toilet (HET) of 1.28 gallons per flush per EPA Water Sense website City staff will post the policy and forms on the website and other media outlet platforms including the Verona Press. The program would be funded by the sanitary sewer utility. Staff is recommending approval of the policy. Action shall be subject on 2022 budget approval with no amendment to the Sanitary Sewer Utility. Item (11) Project ID 2018-108 Eastside Interceptor Gravity Sanitary Sewer Replacement.
