1. The meeting was called to order by Mr. Touchett at 5:19pm.
2. Roll Call: Present: Evan Touchett, Mara Helmke. Excused: Rye Kimmett. Also present: Theran Jacobson, Director
of Public Works; Carla Fischer, AECOM, City Engineer.
3. MOVED by Touchett, seconded by Helmke, to approve the minutes of the April 11, 2022, meeting of the Public
Works/Sewer and Water Committee. Motion carried 2-0.
4. MOVED by Touchett, seconded by Helmke, to recommend approving easement with Cleary Building Corp. for
Project 2022-108, Wildcat Way water main. Motion carried 2-0.
5. MOVED by Touchett, seconded by Helmke, to recommend approving professional services agreement with
AECOM for Project ID 2022-113, CTH PD/Northern Lights Intersection, in an amount not to exceed
$1,511,160.00. Motion carried 2-0.
6. MOVED by Touchett, seconded by Helmke adjourn at 5:27pm. Motion carried 2-0.

1. The meeting was called to order by Mr. Touchett at 5:18pm.
2. Roll Call: Present: Evan Touchett, Mara Helmke, Chad Kemp. Also present: Theran Jacobson, Director of Public
Works; Carla Fischer, AECOM, City Engineer.
3. MOVED by Touchett, seconded by Kemp, to approve the minutes of the March 14, 2022, meeting of the Public
Works/Sewer and Water Committee. Motion carried 3-0.
4. MOVED by Touchett, seconded by Helmke, to recommend awarding Project 2022-108, Wildcat Way water
main project, to Maddrell Excavating, LLC of Brodhead, WI, in the amount not to exceed $267,751.59. Motion
carried 3-0. Touchett noted he thinks Jacobson smartly times public works project bids.
5. MOVED by Touchett, seconded by Helmke, to recommend approving change order No. 6 for Project 2018-108,
Eastside Interceptor replacement project, in the amount not to exceed $6,906.00. Motion carried 3-0.
6. MOVED by Touchett, seconded by Kemp, to recommend approving change order No. 7 for Project 2018-108,
Eastside Interceptor replacement project, in the amount not to exceed $17,795.20. Motion carried 3-0.
7. Fischer provided an overview of the Municipal Separate Storm Sewer System annual report for 2021. City staff
provided supporting documentation to AECOM who formalizes the 2021 annual report for the maintenance
activities on the storm water utility. The report was submitted to the Wisconsin Department of Natural
Resources on March 31, 2022 and is required to be presented to the committee. The report summarizes the
following activities:
• Public education and outreach
Presentations prepared and executed by Marty Cieslik, Construction Manager, now
retired. AECOM is now facilitating the future presentations with new topics to be
determined. Presentations will be recorded and available virtually.
• Storm sewer outfall illicit discharge inspections and documentation
These inspections determine if there are any unknown or unanticipated flows in the
storm sewer system during dry weather to find a cross connection. There are no known
cross connections or unanticipated flows resulting from the inspections. There are
known cooling water discharges from industrial sources that are documented.
• Construction permits issued and inspections
Issuance of erosion control permits and inspection report
• Street & curb side material management
Sweeping
Material collection and usage
• Updated mapping
Addition of storm water management assets (pipe and treatment facilities)
MOVED by Touchett, seconded by Kemp to approve submittal of the Municipal Separate Storm Sewer System
(MS4) 2021 annual report to the WI DNR. Motion carried 3-0.
8. MOVED by Touchett, seconded by Kemp adjourn at 5:47pm. Motion carried 3-0.

Listed below is an explanation of the items on the Public Works/Sewer & Water Committee
agenda.
Item (4) Water main easement with Cleary Building Corp. for Project 2022-108, Wildcat Way
water main.
The Wildcat Way water main requires a water main easement including permanent and
temporary limited easements to facilitate the project. Permanent limited easements are
typically acquired at a 25% of the land value and temporary limited easements are acquired at a
rate of 10% of the land value multiplied by the duration of the project in years, for this project
one (1) year was used.
This new easement contains areas in a previously executed water main easement from 2009
recorded as document no. 4564997 from 2009 which will be released.
The Cleary property requires the following additional area of easements for the project:
• Permanent limited easement = 422 square feet
• Temporary limited easement = 1,416 square feet
The land value was determined from 2021 tax records.
The offer presented to the owner was $460 per the easement needs and percent ratios to
calculate the monetary offer as identified above.
The owner has accepted the offer and has signed the easement.
Item (5) Professional services agreement with AECOM for Project ID 2022-113, CTH PD /
Northern Lights Intersection.
This agreement is for professional services including but not limited to: coordination,
permitting, plat preparation, design and staging for the future construction of a grade
separated crossing at the intersection of CTH PD and Northern Lights Road for the westbound
movement on CTH PD.
The intersection improvement is necessary to increase traffic flow and intersection efficiency.
The grade separated crossing would create a free flow movement from westbound CTH PD to
southbound Northern Lights Road.
The contract shall not exceed $1,511,160.

WATER MAIN EASEMENT
In accordance with Section 236.293 of the Wisconsin Statutes, the City
of Verona, a Wisconsin Municipal Corporation does hereby release the
rights, title and interest which it may have in a Permanent Water Main
Easement and Temporary Limited Easement granted by Document
Number 4564997, recorded in the Register of Deeds Office for Dane
County. Said Permanent Water Main Easement and Temporary
Limited Easement are described and depicted on attached Exhibit “A”
and Exhibit “B”. Attached as Exhibit “C” is Document Number
4564997.
