MOVED by Touchett, seconded by Helmke, to approve the minutes of the January 23, 2023, meeting of the Public Works/Sewer and Water Committee. Motion carried 2-0. 4. MOVED by Touchett, seconded by Helmke, to recommend approving project closeout and change order No. 8 for Project ID 2018-108, Eastside Interceptor Replacement. Motion carried 2-0. 5. MOVED by Touchett, seconded by Helmke, to recommend approving Traffic Signal Maintenance Agreement with Dane County Highway and Transportation Department. Motion carried 2-0. 6. MOVED by Touchett, seconded by Helmke, to recommend approving the storm sewer easement with Wisconsin Department of Natural Resources and Dane County for Ice Arena Expansion Project contingent upon City Attorney and City Administrator approval. Motion carried 2-0. 7. MOVED by Touchett, seconded by Helmke, to recommend approving professional services agreement with AECOM and D’Onofrio Kottke and Associates for Project ID 2023-105, East View Road re-construction. Motion carried 2-0. 8. MOVED by Touchett, seconded by Helmke, to recommend approving professional services agreement with AECOM for Project ID 2023-106, 2023 Stormwater Services. Motion carried 2-0. 9. DISCUSSION regrading contract extension with Pellitteri Waste Systems for refuse and recycling services. Staff will proceed with amendment to extend the 5-year contract to a 10-year contract. The amendment will be presented to the committee for action at a future date. 10. Item (4) Awarding Project 2023-101, Verona Asphaltic Street Rehabilitation Project Three bids were received for the project referenced above and are listed below in order from lowest to highest: • Payne & Dolan, Inc of Fitchburg, WI in the amount of $319,311.93. • Wolf Paving & Excavating of Sun Prairie, WI in the amount of $329,996.60. • Tri County Paving, Inc. of Deforest, WI in the amount of $376,686.25. The estimate without contingencies was $373,560. Payne & Dolan has previously worked throughout the City of Verona. Based on past work performed in the City of Verona, references checked, and knowledge of the submitted sub- contractors, Public Works Staff is of the opinion that Payne & Dolan has the personnel, equipment, and financial assets necessary to complete the 2023-101, Verona Asphaltic Street Rehabilitation Project. The street included in the project are as follows: • Enterprise Drive from E. Verona Ave to just north of Silent Street. Item (5) Offer to purchase for lands necessary on Parcel 1 for Transportation Project Plat 286- 2022-113 under Project ID 2022-113, CTH PD. City staff and professional negotiator have worked with representatives of the land owner on this acquisition. The agreement allows the City to acquire land and other property interests for the CTH PD / Woods Road transportation improvement project. The property is located on the northwest quadrant of the intersection of CTH PD / Woods Road Intersection. This is a land sale only. The project requires the following: • 0.009 acres of right of way • 0.104 acres of Temporary Limited Easement The offer presented to the owner is $1,600. Following the close of bidding, the bids received were publicly opened and read aloud. Staff has reviewed the bids received. A copy of the Bid Tabulation is attached. Three bids were received and are listed below in order lowest to highest:  Payne & Dolan, Inc of Fitchburg, WI in the amount of $319,311.93.  Wolf Paving & Excavating of Sun Prairie, WI in the amount of $329,996.60.  Tri County Paving, Inc. of Deforest, WI in the amount of $376,686.25. Payne & Dolan, Inc has previously worked throughout the City of Verona.
