Thompson, Alderman Monday, June 16, 2014 10:00 AM City Hall Annex Board Room 1. Invocation, Pledge of Allegiance and Call to Order Invocation was given by Alderman Mayfield. Pledge of Allegiance was led by Alderman Thompson. 2. Roll Call Present: 3- Mayor George Flaggs Jr. Alderman Michael A. Mayfield Sr. Alderman Willis T. Thompson 3. Board Comments: Alderman Mayfield introduced Captain Kelly of USAF Civil Patrol, who presented a badge to Mayor Flaggs. Alderman Thompson introduced Denita Reed - Administrative Assistant (Community Relations-Southward) and Julianne Ramis (Summer Youth Worker). 4. Adopt Agenda On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to adopt the Agenda as printed. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Minutes: A. ID-14-0122 Adopt Board Meeting Minutes: 1. May 19, 2014 On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to Adopt Board Meeting Minutes: May 19, 2014. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Routine Agenda: A. ID-14-0078 Approve request from Vicksburg Police Department to place vehicle in unmarked inventory to be utilized by Criminal Investigations Division VIN #2G1WD5E3XE1165010 CID #6679 On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve request from Vicksburg Police Department to place vehicle in unmarked inventory to be utilized by Criminal Investigations Division VIN #2G1WD5E3XE1165010 CID #6679. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson B. ID-14-0077 Approve request for advertisement from Trinity Temple Baptist Church for their 3rd year Church Anniversary Celebration Attachments: TRINITY AD Mayor Flaggs stated that purchasing an advertisement from Trinity Temple Baptist Church for their 3rd Year Church Anniversary Celebration will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Thompson, seconded by Mayor Flaggs, and unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved the purchase of a full page ad from Trinity Temple Baptist Church for their 3rd Year Church Anniversary Celebration in the amount of $75.00. ID-14-0079 Approve request for radio advertisement from River 101.3 and K Hits 104.5 for St. Aloysius and Porter's Chapel Football Attachments: St. Al-Porter's Chapel Football Mayor Flaggs stated that purchasing an advertisement from River 101.3 and K Hits 104.5 for St. Aloysius and Porter's Chapel Football will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Mayfield, seconded by Alderman Thompson, and unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved the purchase of radio ads for August 2014 and September 2014 from River 101.3 and K Hits 104.5 for St. Aloysius and Porter's Chapel Football in the amount of $1,500.00. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson D. ID-14-0107 Authorize issuance of the following requisition numbers: 1. 1407328 in the amount of $8,680.00 to Fluid Process & Pumps, LLC for the purchase of one (1) Hydrometric Pump for the sewer pump station located at the East Village Subdivision (Sole Source) 2. 1407368 in the amount of $44,419.61 to Cook Tractor Co., Inc. to purchase one (1) tractor for the Water Treatment Plant and Water Mains (State Contract) Attachments: Requisition 1407328 Requisition 1407368 On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to authorize issuance of the following requisition numbers: 1407328 in the amount of $8,680.00 to Fluid Process & Pumps, LLC for the purchase of one (1) Hydrometric Pump for the sewer pump station located at the East Village Subdivision (Sole Source); 1407368 in the amount of $44,419.61 to Cook Tractor Co., Inc. to purchase one (1) tractor for the Water Treatment Plant and Water Mains (State Contract). Morgan Concert On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the request from Vicksburg Main Street and River Bluff Production Company to utilize River Stage parking lot on Saturday, June 28, 2014, from 5:30 p.m. to 10:00 p.m. for a Family Friendly Concert by William Michael Morgan. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Resolutions: F. ID-14-0111 Adopt Resolution to Establish a Vicksburg Beautification Committee for the City of Vicksburg and to Provide for the Appointment of Members Attachments: Beautification Committee On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt Resolution to Establish a Vicksburg Beautification Committee for the City of Vicksburg and to Provide for the Appointment of Members. ID-14-0109 Authorize Mayor to execute Grant Agreement for 2014-2015 MS STOP Violence Against Women Program Attachments: VAWA Grant Program On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to authorize Mayor to execute Grant Agreement for 2014-2015 MS STOP Violence Against Women Program. With a 75/25 percent match. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson I. ID-14-0114 Authorize Mayor to execute updated Flexible Cafeteria Plan Document On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to authorize Mayor to execute updated Flexible Cafeteria Plan Document. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Executive Session: Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Thompson. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Thompson. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discuss whether or not they should go into executive session. Alderman Mayfield moved to go into executive session to discuss Personnel Action Forms for New Hire in the Summer Youth - Central Mississippi (1); Transfer in the Auditorium Department (1); Termination in the Park & Recreation Department (1); Permission to Post for Foreman in the Sewer Department (1); Discussion in the Gas Department. The motion was seconded by Alderman Thompson, and upon vote being taken, the following voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Thompson. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for New Hire in the Summer Youth - Central Mississippi (1); Transfer in the Auditorium Department (1); Termination in the Park & Recreation Department (1); Permission to Post for Foreman in the Sewer Department (1); Discussion in the Gas Department. The motion was seconded by Alderman Thompson, and upon vote being taken, the following voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Thompson. None voting nay, the Mayor and Aldermen of the City of Vicksburg went into executive session to discuss Personnel Action Forms for New Hire in the Summer Youth - Central Mississippi (1); Transfer in the Auditorium Department (1); Termination in the Park & Recreation Department (1); Permission to Post for Foreman in the Sewer Department (1); Discussion in the Gas Department. The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Thompson, Walter W. ID-14-0112 New Hire - Summer Youth - Central Mississippi (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Personnel Matter for New Hire Summer Youth at $8.25 per hour in the Central Mississippi Prevention Services. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson B. ID-14-0113 Transfer - Auditorium (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Personnel Matters - Transfer Laborer at $8.08 per hour in the Community Service Department to Assistant Manager at $13.49 per hour in the City Auditorium. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson C. ID-14-0115 Termination - Park & Recreation (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Personnel Matters - Termination for Youth Baseball Umpire in the Parks & Recreation Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson D. ID-14-0116 Sewer Department - Permission to Post for Foreman On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve request to Post for Foreman in the Sewer Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson E. ID-14-0117 Discussion - Gas Department On motion of Alderman Thompson, seconded by Mayor Flaggs, the Mayor and Aldermen voted to Rescind personnel action from June 10, 2014, Personnel Matters - Suspension of Supervisor for five (5) days along with six (6) month probation Gas Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Adjournment On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o'clock a.m., Friday, June 20, 2014, to take up any and all matters that may come before the Board.
