Adopt Agenda ADD: Approve Request for Advertising for the 12th Annual Bubba Mims Memorial PCA Golf Classic in the amount of $100.00 (ID-16-663) Approve Request for Advertising from DBR Publishing Co. for Vicksburg and Warren Central High Schools 2016 Football Programs in the amount of $560.00 (ID-16-664) Authorize Mayor to Execute Contract with Dirtworks, Inc of Vicksburg for Wisconsin Avenue to I-20 Frontage Road Connector Road (ID-16-665) Authorize City Attorney to Begin Contract Negotiations with ESG Operations for Operations and Management of the Water Treatment Plant (ID-16-666) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to adopt the Agenda as amended. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Recognitions: A. ID-16-523 Proclamation - Declaring May 05, 2016, as "National Day of Prayer" Attachments: Proclamation Proclamation: Declaring May 05, 2016, as "National Day of Prayer" B. ID-16-518 Employee Anniversary: 1. 5 years of service: Fire Department Mayor Flaggs recognized Gregory James in the Fire Department with five (5) years of service. The Mayor and Aldermen congratulated Gregory James for his years of service with the City of Vicksburg. Routine Agenda: A. ID-16-423 Discuss Vicksburg Convention Center Updates Ms. Annette Kirklin, of the Vicksburg Convention Center, came before the Board to inform the public of the upcoming events at the Vicksburg Convention Center for the month of May 2016 and invited the public to attend. The Mayor and Aldermen thanked Ms. Kirklin for attending the meeting. B. ID-16-506 Approve request for sponsorship from Par-Busters Golf Association of Vicksburg City of Vicksburg Page 1 Printed on 7/13/2016 Board of Mayor and Aldermen Minutes - Final May 2, 2016 Attachments: Par Busters Mayor Flaggs stated that purchasing an advertisement from Par-Busters Golf Association of Vicksburg will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Mayfield, seconded by Alderman Thompson, and unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved the purchase of a full page ad from Par-Busters Golf Association of Vicksburg in the amount of $1,000.00. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson C. ID-16-507 Approve request from Director of Parks and Recreation to host Fun Time Summer Camp at the Jackson Street Community Center from June 06, 21016, to July 28, 2016 Attachments: Fun Time Summer Camp On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the request from Director of Parks and Recreation to host Fun Time Summer Camp at the Jackson Street Community Center from June 06, 21016, to July 28, 2016. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson D. ID-16-519 Approve Invoice #2772 from Vicksburg-Tallulah Regional Airport in the amount of $7,932.85 Attachments: VTR Invoice On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve the Invoice #2772 from Vicksburg-Tallulah Regional Airport in the amount of $7,932.85. On motion of Alderman Thompson, seconded by Alderman Mayfield, and unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved the purchase of a hole sponsorship from the 12th Annual Bubba Mims Memorial PCA Golf Classic in the amount of $100.00. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson F.2 ID-16-666 Authorize City Attorney to Begin Contract Negotiations with ESG Operations for Operations and Management of the Water Treatment Plant On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the City Attorney to begin contract negotiations with ESG Operations for Operations and Management of the Water Treatment Plant. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Docket of Claims: G. ID-16-508 Approve Claims Docket The City Clerk presented the Docket of Claims numbering 132162 through 132168. On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve Claims Docket. The motion was adopted unanimously by the following vote Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Executive Session: Alderman Thompson moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Thompson, Alderman Mayfield. None voting nay, the motion was unanimously adopted. Alderman Mayfield moved to go into executive session to discuss Personnel Action Forms for Longevity Pay in the Fire Department (1); New Hires in the Parks and Recreation / City Pool (2), Parks and Recreation Programs (2); Retirement in the Public Works Department (1); Suspensionin the Sewer Department (2); Termination in the Parks and Recreation Maintenance Department (1). The motion was seconded by Alderman Thompson, and upon vote being taken, the following voting aye: Mayor Flaggs, Alderman Thompson, Alderman Mayfield. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for Longevity Pay in the Fire Department (1); New Hires in the Parks and Recreation / City Pool (2), Parks and Recreation Programs (2); Retirement in the Public Works Department (1); Suspension in the Sewer Department (2); Termination in the Parks and Recreation Maintenance Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Thompson, Alderman Mayfield, Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Carolyn Butler - Human Resource Associate, John W. Carroll, Sr. - Assistant City Clerk, Brian Boykins - Mayor’s Administrative Assistant, Debra Goodman - Mayor's Administrative Assistant, Danitta Reed - Southward's Administrative Assistant. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Personnel Matters: A. ID-16-511 Longevity Pay - Fire Department (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Longevity Pay for EMS paramedic from $13.12 per hour to $13.18 per hour in the Fire Department, for five (5) years of service. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson B. ID-16-512 New Hires - Parks and Recreation / City Pool (2) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve New Hires for Lifeguard at $7.25 per hour, Cage Worker at $9.00 per hour in the Parks and Recreation / City Pool. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson C. ID-16-513 New Hires - Parks and Recreation Programs (2) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve New Hires for Softball Umpire at $20.00 per game, Baseball Umpire at $15.00 per hour in the Parks and Recreation Programs. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson D. ID-16-514 Retirement - Public Works (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Retirement for Utilities Director in the Public Works Department The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson E. ID-16-515 Suspensions - Sewer Department (2) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Suspensions for a Laborer for three (3) days for violation of the Vicksburg Attendance Policy; Vac-Con Driver for three (3) days for abuse of unscheduled breaks in the Sewer Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson F.
