Invocation, Pledge of Allegiance and Call to Order Invocation was given by Mayor Flaggs. Pledge of Allegiance was led by Alderman Thompson 2. Roll Call Present: 3- Mayor George Flaggs Jr. Alderman Michael A. Mayfield Sr. Alderman Willis T. Thompson 3. Board Comments: 4. Adopt Agenda Mayor Flaggs called the meeting to order. On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to open the Special Called Board Meeting. The motion was adopted unanimously by the following vote: Routine Agenda: A. ID-17-0406 Approve request for sponsorship in the amount of $15,000.00 from Riverfest, Inc. for the 30th Riverfest Music & Arts Festival Attachments: Riverfest Sponsorship Mayor Flaggs stated that purchasing an advertisement from Riverfest, Inc. will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Thompson, seconded by Alderman Mayfield, and unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved the request for sponsorship from Riverfest, Inc. for the 30th Riverfest Music & Arts Festival in the amount of $15,000.00. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Resolutions: B. ID-17-0402 Adopt Resolution of the Mayor and Aldermen of the City of Vicksburg, Mississippi Declaring its Intention to Levy a 2% Tax on Hotels and Restaurants for the Purpose of Providing Funds to Acquire Real Property and Constructing, Equipping, Owning, Operating, Leasing, Furnishing and Maintaining Recreation and Tourism Venues and Facilities, Including a Sports Complex and Related Matters Attachments: Resolution - 2% Tax On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt the Resolution of the Mayor and Aldermen of the City of Vicksburg, Mississippi Declaring its Intention to Levy a 2% Tax on Hotels and Restaurants for the Purpose of Providing Funds to Acquire Real Property and Constructing, Equipping, Owning, Operating, Leasing, Furnishing and Maintaining Recreation and Tourism Venues and Facilities, Including a Sports Complex and Related Matters. ID-17-0403 Adopt Resolution Regarding Construction of Road from Hwy 61 South to Halls Ferry Road Attachments: Resolution - Construction of Road On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt the Resolution Regarding Construction of Road from Hwy 61 South to Halls Ferry Road. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Enactment No: RES 2016-194 Contracts: D. ID-17-0404 Authorize Mayor to Execute Service Agreement with Octagon Media for Educating Constituents about the Proposed Hotel and Restaurant Tax Attachments: Octagon Media On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to authorize the Mayor to Execute Service Agreement with Octagon Media for Educating Constituents about the Proposed Hotel and Restaurant Tax. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Docket of Claims: F. ID-17-0407 Approve Claims Docket The City Clerk presented the Docket of Claims numbering 137546. On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve Claims Docket. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Mayor Flaggs recused himself from the Board Meeting. Alderman Thompson is now Mayor Pro-Tem Thompson. E. ID-17-0405 Approve check #137546 written to United Security Services, LLC. in the amount of $2,500.00 from Claims Docket of March 24, 2017 On motion of Mayor Pro-Tem Thompson, seconded by Alderman Mayfield, the Mayor Pro-Tem and Alderman voted to approve check #137546 written to United Security Services, LLC. in the amount of $2,500.00 from Claims Docket of March 24, 2017. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Mayfield, and Alderman Thompson Recused: 1- Mayor Flaggs Adjournment There being no further business appearing, on motion of Alderman Mayfield, seconded by Mayor Pro-Tem Thompson, and unanimously passed.
