Mayor Flaggs stated that purchasing as advertisement from Jackson State
University will bring into favorable notice the opportunities, possibilities and
resources of the City of Vicksburg and will be helpful toward advancing the
moral, financial and other interest of the City of Vicksburg.
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship ad from Jackson State University for their Natchez
Dedication Ceremony/Blue Tie Gala in the amount of $2,000.00. The City is
authorized pursuant to Section 17-3-1 and 17-3-3 of the Mississippi Code of 1972.

Ms. Annette Kirklin, of the Vicksburg Convention Center, came before the Board
to inform the public of the upcoming events at the Vicksburg Convention Center
for the month of September 2019, and invited the public to attend.
The Mayor and Aldermen thanked Ms. Kirklin for attending the meeting.
B. ID-19-0996 Discuss Vicksburg Convention and Visitors Bureau Updates
Laura Beth Strickland, of the Vicksburg Convention and Visitors Bureau, came
before the Board to inform the public of the upcoming events at the Vicksburg
Convention and Visitors Bureau for the month of September 2019, and invited the
public to attend.
The Mayor and Aldermen thanked Ms. Strickland for attending the meeting.
C. ID-19-0993 Hearing to determine whether or not the properties listed on the Community
Development Agenda are a public menace to the public health, safety and
welfare of the community

and demolish structures with all charges incurred to be assessed against the
property owners. In the event an extension is granted, if owners have not
complied at the end of the extension period, the Director of Community

and Aldermen voted to authorize the Mayor to Execute Letter of Engagement
with Butler Snow for FY2018 Continuing Disclosure. The motion was adopted
unanimously by the following vote:

E. ID-19-1001 Accept Order from Mississippi Department of Environmental Quality
(MDEQ) concluding that the City of Vicksburg has completed Brownfield
Agreement for Kuhn Memorial Hospital Site

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to accept the Order from Mississippi Department of
Environmental Quality (MDEQ) concluding that the City of Vicksburg has

Appurtenant Telecommunications Facilities In, Under, Over and Across
and Along All Streets, Avenues, Alleys, Highways, Roads, Bridges,
Viaducts and Public Places in the City of Vicksburg, Mississippi

and Aldermen voted to adopt an Ordinance of the City of Vicksburg, Mississippi
Granting A Non-Exclusive Franchise to Telepak Network, Inc. to Lay, Construct,
Maintain, Replace, Repair, and Operate Fiber Optic Cable and Appurtenant
Telecommunications Facilities In, Under, Over and Across and Along All Streets,
Avenues, Alleys, Highways, Roads, Bridges, Viaducts and Public Places in the
City of Vicksburg, Mississippi. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
H. ID-19-1003 Authorize Mayor to execute Service Agreement between Secretary of
State, City of Vicksburg and PPM Consultants, Inc. for a Phase II
Environmental Site Assessment (ESA) at the tax-forfeited property located
at 2000 Rubber Way

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to authorize the Mayor to execute Service Agreement
between Secretary of State, City of Vicksburg and PPM Consultants, Inc. for a
Phase II Environmental Site Assessment (ESA) at the tax-forfeited property
located at 2000 Rubber Way. The motion was adopted unanimously by the
following vote:

I. ID-19-1006 Ratify Mayor's execution of Memorandum of Understanding Between The
Event Suite LLC, DeJane Hill and the City of Vicksburg, Mississippi

On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to ratify the Mayor's execution of Memorandum of Understanding
Between The Event Suite LLC, DeJane Hill and the City of Vicksburg, Mississippi.
The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Executive Session:
Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for: Request to Rescind Resignation in the Fire
Department (1); Pay Adjustments in the Police Department (5); Termination in the
Sewer Department (1); Termination in the Water Department (1).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.

The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Request to Rescind Resignation in the Fire
Department (1); Pay Adjustments in the Police Department (5); Termination in the
Sewer Department (1); Termination in the Water Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. -
City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan -
Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Leroy
Thomas - North Ward Alderman’s Administrative Assistant, Joseph Stubbs - Police
Officer.
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
A. ID-19-1008 Request to Rescind Resignation - Fire Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Request to Rescind Resignation of an
employee in the Fire Department. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
B. ID-19-1009 Pay Adjustments - Police Department (5)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve Pay Adjustments: of a Patrol Officer from $16.53
per hour to $16.73 per hour, effective September 2, 2019. Officer is entitled to an
additional .20 cent per hour increase for four (4) years of service; a Patrol Officer
from $16.94 per hour to $16.19 per hour, effective September 2, 2019. Patrol
Officer is no longer serving as a Field Training Officer; a Patrol Officer from
$16.19 per hour to $16.39 per hour, effective September 4, 2019. Officer is entitled
to an additional .20 cents per hour for six (6) years of service; an Investigator
from $18.17 per hour to $18.37 per hour, effective September 10, 2019. Officer is
entitled to an additional .20 cents per hour for seven (7) years of service; a Patrol
Officer from $15.98 per hour to $16.18 per hour, effective September 10, 2019.
Officer is entitled to an additional .20 cents per hour for seven (7) years of service
in the Police Department. The motion was adopted unanimously by the following
vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
C. ID-19-1010 Termination - Sewer Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Termination of a Laborer, effective
September 3, 2019. Employee is in violation of the City of Vicksburg's Attendance
Policy and Personnel Rules and Regulations 4(i)(p) and (z). He has seven (7)
unexcused absences and is on a forty-five (45) day probation in lieu of
termination starting 7/25/2019 in the Sewer Department. The motion was adopted
unanimously by the following vote:

D. ID-19-1011 Termination - Water Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Termination of an Equipment Operator,
effective August 19, 2019. Employee has six (6) absences. This is a violation of the
City of Vicksburg's Attendance Policy and Personnel Rules and Regulations 4.1 (i)
and (p) in the Water Department. The motion was adopted unanimously by the
following vote:

E. ID-19-1117 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Tuesday, September 10, 2019, to take up and act upon
any and all matters that may come before the Board.
