from 8:00 a.m. to 4:30 p.m.

1. Establish Friday, September 20th as the "Afton Wallace, City of
Vicksburg, Pediatric Cancer Awareness Day" for 2019

3. Advertisement in the amount of $500.00 pursuant to Section 17-3-1 and
Section 17-3-3 of the Mississippi Code (Mayor's Discretionary Funds)

Alderman voted to authorize the Mayor to execute Request for Cash No. 6 with
the Mississippi Home Corporation for the 2016 Homeowner Rehabilitation

On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Alderman voted to ratify the Mayor's execution on Change of Scope #3,
requesting a 30 day extension to the DRA grant contract for the parking lot
improvement project located south of the MS Hardware Building [future MS
Center for Innovation and Tech Transfer (MCITT)]. The motion was adopted
unanimously by the following vote:

C. ID-19-1068 Hearing to determine whether or not the properties listed on the Community
Development Agenda are a public menace to the public health, safety and
welfare of the community

authorize the Director of Community Development to proceed to cut, clean and
demolish structures with all charges incurred to be assessed against the property
owners. In the event an extension is granted, if owners have not complied at the
end of the extension period, the Director of Community Development is
authorized to proceed; along with the following actions:

Executive Session:
Mayor Flaggs moved the Mayor and Alderman go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayflield. Voting aye, Mayor Flaggs, Alderman Mayfield.
None voting nay, the motion was unanimously adopted.
The Mayor and Alderman discussed whether or not they should go into executive
session. Mayor Flaggs moved to go into executive session to discuss Personnel
Action Forms for: Rescind New Hire in the Street Department (1); Rescind
Suspension in the Gas Department (1); Pay Adjustment/Transfer in the Police
Department (1); Transfer in the Police Department (1); Longevity Pay in the Water
Department (1).
The motion was seconded by Alderman Mayfield. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield. The motion was adopted
unanimously.
The Mayor and Alderman announced they would go into executive session to
discuss Personnel Action Forms for: Rescind New Hire in the Street Department
(1); Rescind Suspension in the Gas Department (1); Pay Adjustment/Transfer in
the Police Department (1); Transfer in the Police Department (1); Longevity Pay in
the Water Department (1).
The Mayor and Alderman are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,

- Interim Human Resource Director, Tasha W. Jordan - Deputy City Clerk, Sam

A. ID-19-1072 Rescind New Hire - Street Department (1)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Alderman voted to Rescind New Hire in the Street Department. New Hire did not
show for orientation on August 28, 2019, and September 11, 2019. The motion
was adopted unanimously by the following vote:
Aye: 2- Mayor Flaggs, and Alderman Mayfield
Absent: 1- Alderman Monsour Jr.
B. ID-19-1073 Rescind Suspension - Gas Department (1)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Aldermen voted to Rescind a five (5) day Suspension of a Serviceman approved
by the Board on Tuesday, September 10, 2019, due to violation of the Attendance
Policy. Employee was informed that any other violation of the Attendance Policy
will result in termination in the Gas Department. The motion was adopted
unanimously by the following vote:

Absent: 1- Alderman Monsour Jr.
C. ID-19-1074 Pay Adjustment/Transfer - Police Department (1)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Alderman voted to approve the Pay Adjustment/Transfer of a Part-Time Court
Bailiff from $10.00 per hour to a Part-time Police Officer at $25.00 per hour,
effective September 25, 2019, in the Police Department. The motion was adopted
unanimously by the following vote:
Aye: 2- Mayor Flaggs, and Alderman Mayfield
Absent: 1- Alderman Monsour Jr.
D. ID-19-1075 Transfer - Police Department (1)

On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Alderman voted to approve the Transfer of a Booking Officer from $9.93 per hour
to a Secretary II at $9.93 per hour, effective September 25, 2019. Employee will
be transferring to CID Secretary II position in the Police Department. The motion
was adopted unanimously by the following vote:

Absent: 1- Alderman Monsour Jr.
E. ID-19-1076 Longevity Pay - Water Department (1)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Alderman voted to approve the Longevity Pay of a Laborer from $8.50 per hour to
$8.59 per hour in the Water Department. Employee is entitled to an increase of
.09 cents per hour for five (5) years of service. The motion was adopted
unanimously by the following vote:
Aye: 2- Mayor Flaggs, and Alderman Mayfield
Absent: 1- Alderman Monsour Jr.
F. ID-19-1149 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Alderman voted to Come Out of Executive Session and Approve All Items Taken
Up in Executive Session. The motion was adopted unanimously by the following
vote:
Aye: 2- Mayor Flaggs, and Alderman Mayfield
Absent: 1- Alderman Monsour Jr.
Adjournment
On motion of Mayor Flaggs, seconded by Alderman Mayfield, and unanimously
passed, the Mayor and Alderman of the City of Vicksburg adjourned to meet 10
o’clock a.m., Wednesday, September 25, 2019, to take up and act upon any and
all matters that may come before the Board.
