On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to adopt the Agenda, as amended. The motion was adopted

B. ID-21-0643 Approve advertisement from Adam Chance for Seige of Vicksburg
tabletop gaming in the amount of $500.00 pursuant to Section 17-3-1 and
Section 17-3-3 of the Mississippi Code of 1972, as amended

Mayor Flaggs stated that purchasing an advertisement from Adam Chance will
bring into favorable notice the opportunities, possibilities and resources of the
City of Vicksburg and will be helpful toward advancing the moral, financial and
other interest of the City of Vicksburg.
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship ad from Adam Chance in the amount of $500.00 for
Siege of Vicksburg Tabletop Gaming. The City is authorized pursuant to Section
17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended.
C. ID-21-0644 Approve request for advertisement from Lesley Silver for the Attic Gallery's
50th Anniversary Celebration in the amount of $5,000.00 pursuant to
Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as
amended

A. ID-21-0681 Discuss Vicksburg Convention Center Updates (Annette Kirklin)
Ms. Annette Kirklin, of the Vicksburg Convention Center, came before the Board
to inform the public of the upcoming events at the Vicksburg Convention Center
for the month of July 2021 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Kirklin for attending the meeting.
B. ID-21-0673 Discuss Vicksburg Convention and Visitors Bureau Updates (Laura Beth
Strickland)
Ms. Laura Beth Strickland, of the Vicksburg Convention and Visitors Bureau,
came before the Board to inform the public of the upcoming events at the
Vicksburg Convention and Visitors Bureau for the month of July 2021 and invited
the public to attend.
The Mayor and Aldermen thanked Ms. Strickland for attending the meeting.
C. ID-21-0660 Accept Dedication of Streets, Maison Rue and Rue Vernet, for Public Use

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to accept the Dedication of Streets, Maison Rue and
Rue Vernet, for Public Use. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
D. ID-21-0661 Authorize Mayor to Execute Amendment #2 to Contract for Grass Cutting
Services with Smith Lawn Care, Inc.

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to authorize the Mayor to Execute Amendment #2 to
Contract for Grass Cutting Services with Smith Lawn Care, Inc. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
Executive Session:
Mayor Flaggs, Jr., moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Mayor Flaggs, Jr., moved to go into executive session to discuss
Personnel Action Forms for: Promotions in the Police Department (2); Promotion
in Court Services (1); Promotion in the Recreation Department (1); Longevity Pay
in the Inspection Department (1); Longevity Pay in the Right of Way Department
(1).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Promotions in the Police Department (2);
Promotion in Court Services (1); Promotion in the Recreation Department (1);
Longevity Pay in the Inspection Department (1); Longevity Pay in the Right of
Way Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. -
City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan -
Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Tabatha
Martin Crawford - Compliance Officer.

A. ID-21-0668 Promotion - Police Department (2)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Promotion of a Deputy Chief of Patrol from
$73,891.38 per hour to Chief of Police at $91, 716.14 per hour, effective July 6,
2021. Employee is being promoted to the Chief of Police and will receive a
$17,824.76 pay raise; a Internal Affairs Captain from $62,688.60 per hour to
$73,891.38 per hour, effective July 6, 2021. Employee is being promoted to Deputy
Chief of Administration and will receive a $11,202.78 pay increase in the Police
Department (2). The motion was adopted unanimously by the following vote:

B. ID-21-0669 Promotion - Court Services (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Promotion of a Deputy Municipal Court Clerk
from $11.33 per hour to an Interim Municipal Court Clerk at $45,000.00 annually,
effective July 6, 2021. Employee will be going from an hourly employee to a
salary employee and will receive a $21,433.60 pay increase in Court Services.
The motion was adopted unanimously by the following vote:

C. ID-21-0670 Promotion - Recreation Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Promotion of a Parks & Recreation
Maintenance Supervisor from $55, 16.80 a year to an Interim Director of
Recreation at $60,166.80 a year, effective July 6, 2021. Employee will be
promoted to the Interim Director position and will receive a $5,000.00 pay
increase in the Recreation Department. The motion was adopted unanimously by
the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
D. ID-21-0671 Longevity Pay - Inspection Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .08 cents Longevity Pay of an Inspector from
$16.85 ($16.76 + .09) per hour to $16.93 ($16.76 + .09 + .08) per hour, effective July
6, 2021. Employee is entitled to an additional .08 cents increase for ten (10) years
of service in the Inspection Department. The motion was adopted unanimously
by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
E. ID-21-0672 Longevity Pay - Right of Way Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .09 cents Longevity Pay of a Mower from
$9.21 per hour to $9.30 ($9.21 + .09) per hour, effective July 11, 2021. Employee is
entitled to an additional .09 cents increase for five (5) years of service in the Right
of Way Department. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
F. ID-21-0766 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:
Recess Meeting until 2:00 p.m., this afternoon
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to recess the Board Meeting and Reconvene at 2:00 p.m. this
afternoon. The motion was adopted unanimously by the following vote:

motion was adopted unanimously by the following vote:
