ID-22-0009 Discuss Vicksburg Convention and Visitors Bureau Updates Attachments: VCVB City Board January 3 2021 Ms. Laura Beth Strickland, of the Vicksburg Convention and Visitors Bureau, came before the Board to inform the public of the upcoming events at the Vicksburg Convention and Visitors Bureau for the month of January 2022 and invited the public to attend. The Mayor and Aldermen thanked Ms. Strickland for attending the meeting. C. ID-22-0026 Discuss COVID-19 Advancing Health Literacy Project Updates Ms. Felicia Kent, of the Vicksburg COVID-19 Champions, came before the Board to discuss COVID-19 advancing health literacy project updates. The Mayor and Aldermen thanked Ms. Kent for attending the meeting. D. ID-22-0013 Adopt Emergency Declaration Due To The Rebuilding Of The Highway 80 Lift Station Within The City Of Vicksburg Attachments: Emergency Declaration Hwy 80 Lift Station On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to adopt the Emergency Declaration Due To The Rebuilding Of The Highway 80 Lift Station Within The City Of Vicksburg. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Executive Session: Mayor Flaggs, Jr., moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Mayfield moved to go into executive session to discuss Personnel Action Forms for: Request for Extended Medical Leave in the Fire Department (1); Pay Adjustment in the Fire Department (1); Pay Adjustment in the Police Department (1); Pay Adjustment Correction in the Police Department (1); Promotions in the Police Department (4). The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Request for Extended Medical Leave in the Fire Department (1); Pay Adjustment in the Fire Department (1); Pay Adjustment in the Police Department (1); Pay Adjustment Correction in the Police Department (1); Promotions in the Police Department (4). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr., Kim Nailor - City Attorney, Tasha W. ID-22-0021 Request for Extended Medical Leave - Fire Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Request for Extended Medical Leave of a Fireman in the Fire Department. ID-22-0022 Pay Adjustment - Fire Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment of a Firefighter I from $10.01 per hour to Firefighter III at $11.11 per hour, effective December 29, 2021. Employee has met all requirements of probation in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. C. ID-22-0023 Pay Adjustment - Police Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment of a Patrolman from $16.12 per hour to a Field Training Officer (FTO) at $16.87 ($16.12 + .75), effective December 29, 2021 in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. D. ID-22-0024 Pay Adjustment Correction - Police Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment Correction of a Police Officer from $16.926 to $17.126 ($16.926 + .20) per hour, effective December 18, 2021. This action is to correct the previously approved action form to reflect $17.126 as the new hourly rate in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. E. ID-22-0025 Promotion - Police Department (4) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Promotion from a Patrol Officer at $16.96 per hour to a Sergeant in the Patrol Division at $20.86 ($16.96 $3.90) per hour, effective December 29, 2021; a Narcotics/NET Officer from $19.15 ($18.15 + $1.00) per hour to Sergeant in Narcotics at $23.05 ($19.15 + $3.90) per hour, effective December 29, 2021; a Sergeant in Criminal Investigation Division (CID) at $28.25 ($27.08+.17+ $1.00) to a Lieutenant in Criminal Investigation Division (CID) at $30.18 ($28.25 + $1.93) per hour, effective December 29, 2021; a Patrol Officer from $18.12 per hour to a Sergeant in the Investigation Division at $23.02 ($18.12+ $3.90+ $1.00) per hour, effective December 29, 2021 in the Police Department.
